THE TRANSMITTER y AMA CHARTER 1458 2016 EDITION DAVENPORT RADIO CONTROL SOCIETY President's Report Hi all, Hope everyone is getting lots of flying in, my schedule has been a little crazy lately so I have not been out as much as I would like, that is for sure. Another Scale Meet is in the books, and I think it went pretty well. We had 34 pilots and 55 registered airplanes, and several more that I know were not registered, because folks just wanted to fly and not enter them. I can't recall having better weather in several years, that is for sure. Nice temps and favorable winds made for a great day of flying to be sure. The spectator crowd was decent but could have been bigger given the weather, I thought. We will be looking for ideas next year to increase awareness of the event to increase the spectator numbers. After all the angst about the food situation, I thought Johnnie's Meat Market did a wonderful job. Turns out one of the guys who runs the place used to go to Scott County Park with his grandfather and watch the airplanes fly. He was excited to come out to the field and brought his son along for the show. I talked to him quite a bit, and they seemed pleased with the outcome and have penciled us in for next year! Hopefully that will work out for us as it is getting harder to find vendors willing to do it without a minimum guarantee. No issues with the event itself and a big thanks to all who pitched in with gate and "airboss" duties. It really helps to have a number of guys step up and help--thank You! I believe our editor plans on putting the winners of the different classes and Best of Show elsewhere in this issue so I won't repeat it here, but I must say I agreed with the Best of Show nod to the beautiful B-17 complete with bomb drops and all. No more events at the field for a while so just lots of flying, hopefully. We are closing in on getting things ready for the next project, which will be installing the gates across the entrance to try to keep interlopers off the field, particularly at night and during adverse conditions. More on that later, as we get ready to actually do it. We should have the new sign ready to hang at the same time as well with the updated field rules and such. The Board did decide at our last meeting that we need to spray for dust again this summer, I need to talk to the county about that, and hopefully, we can get by with just doing it once. Last time I talked to them, they had no plans to treat the road again until next year at the earliest, but I will firm that up when I talk to them. As far as the Scott County field goes, for those who were not present at the last
Page 2 meeting, it was decided by a unanimous vote to go ahead and let the County reclaim the site early. We decided to hold off on notifying them until the Moline club had a chance to claim the tables and what ever else they could use. I was notified today in fact that the Moline club has taken what they need/want so we will need to do the same soon, and then I can make the call to the Park Management. The site will remain available to fliers until that time, and everyone will be notified when that occurs. If anyone has any use for anything out there that the club does not reclaim, please contact me ASAP and we can talk. FAA update: As you probably heard, the FAA issued it's "final rule" on unmanned aerial systems. This rule applied specifically to "drones" for commercial use and specifically exempted model aircraft use for hobby or recreational purposes---us. So pretty much nothing has changed for us at this point. We still have to register with the FAA, and we still have to affix the FAA number to all of our aircraft to avoid the potential hefty fine. I believe the number is up to $26,500, or maybe, it's $ 26,362.41, which makes just as much sense. Anyway, I hope that is the end of the foolishness with the FAA, but I bet it is not. FYI, also for those not at the meeting, our club has a standing agreement with the Davenport Airport which serves as permanent notification of our intent to operate our "drones" at the sod farm. So, if anyone asks, we have contacted the airport and are in permanent compliance with the notification requirement of the FAA regulation. PLEASE, if anyone ever arrives at the field sniffing around and claims to be from the FAA, let me know at once! Seems very unlikely, but you never know. That's all I got for now, happy flying. I will not be at the meeting on y 11th, the proceedings will be handled by our VP Rodd Schick. The long term forecast looks favorable so plan on being at the field with something to fly! ATTENTION ALL FLYERS All users of this site are bound by the rules listed. In addition, all AMA rules and safety provisions apply. The Board of Directors Davenport Radio Control Society and Management of Seven Cities Sod 1) Current AMA and Davenport Radio Control Society memberships are required to utilize the facilities. Members are required to comply with all AMA and FAA regulations. 2) No vehicles are permitted outside the pit area. Park in designated area only. 3) Frequency control must be used at all times. Pilots must place their AMA and DRCS cards in the slot prior to removing any frequency pin. Any individual operating a transmitter without the appropriate frequency pin is responsible for any resulting damage. This includes 2.4 GHz pilots as well. 4) The flight line is formed by a line extending from the West edge of the mat runway North and South to infinity. Do not cross this line except during take-offs and landings on the sod runway. ALL aircraft (fixed and rotary wing) are required to adhere to this rule. Landing approaches should always be outside of the flight line.
5) Use the pilot stations. Pilots must stand no closer to the runway than the mowed line parallel to the West edge of the runway. Do not stand in the taxiways. 6) Announce all take-offs, landings and dead sticks. Planes in the landing pattern have the right of way. Please yield to announced dead stick landings. 7) Anytime it becomes necessary to enter the runway, announce "on the field" and "clear" when you have exited. 8) Point planes away from the pits ( i.e. to the east ) during start up. Control ALL fuel to prevent fuel spills. Turbines should use a blast shield during start up to protect the grass. 9) Shut down all aircraft at the pilots line. Do not taxi back to the pits. 10) Take off and land only on the mat or sod runway. Take-offs and landings from the taxiways are strictly prohibited. Do not land toward the pits. 11) No more than five aircraft are permitted in the air at a time except for announced "park flier" sorties that should be 5 min or less in duration. Other exceptions are allowed during AMA sanctioned events at the discretion of the contest director. 12) No alcohol is to be consumed on site. 13) Repeated infractions of any of these rules may result in expulsion from DRCS.
