BANGOUR Village DESCRIPTION BRIEF HISTORY Bangour Village Hospital was built in the early 1900 s as the Edinburgh District Asylum by architect Hippolyte Blanc. The hospital was designed as a self-contained community supported by its own amenities on site, including a village shop, church, railway and worker s accommodation. The use of the hospital diminished upon the opening of the local St John s Hospital in Livingston in 1989, eventually closing completely in 2004.

The site is bounded by open farmland to the north, east and west, and the village of Dechmont to the south west. The principal access is currently from the A98 and the development masterplan proposes a new roundabout at this location, with secondary access from the Old Bathgate Road, on the western boundary. There are 15 listed buildings on site (2 A-listed, 3 B-listed and 10 C-listed) together with 30 non-listed buildings. All the buildings on site are unoccupied. BANGOUR Village PLANNING Bangour Village Hospital is zoned in the adopted West Lothian Council Local Development Plan (January 2009) for 500 houses. The Proposed Local Development Plan (October 2015) allocates a capacity of 550 houses to 69.1 hectares of the site. In August 2015 an application for Planning Permission in Principle for a residential and mixed use development was submitted to West Lothian Council ((ref - LIVE/0607/P/15) along with applications for the demolition of listed and non-listed buildings. The masterplan proposes 891 residential units; 800 new build and 91 conversions, a new primary school on site and circa 1,000 sq m of ancillary use. Secondary School catchment is to be determined between Deans Community High School and Broxburn Academy. NHS Lothian submitted an appeal on 2 March 2016 against the non determination of the Planning Permission in Principle (PPiP) Application reference LIVE/0607/P/15. The appeal hearings have taken place and a decision is expected in Summer 2017. The PPiP application was recommended for approval at committee on 3 February 2016 but continued for further information on education and transport matters. PROPOSED DEVELOPMENT CONTENT As per the Planning Committee Report dated 2nd February 2016, 134 units (15% of the completed units based on 891 residential units) are to be Affordable Housing. PPiP application reference LIVE/0607/P/15 proposes 800 new build units across 9 parcels ranging from 3-12 acres as illustrated in the masterplan below. Within the retained listed buildings, it is proposed that 91 residential units will be developed.
