Broadcasting Public Notice CRTC 2005-77 Ottawa, 4 August 2005 The Commission has received the following applications. The deadline for submission of interventions/comments is 8 September 2005. Item Applicant and Locality 1. Toronto Raptors Network Ltd. Across Canada 2. Bel-Roc Communications Inc. Haldimand County, Ontario 3. CHCD Inc. (CHCD-FM) Haldimand County, Ontario 4. CJRT-FM Inc. (CJRT-FM) Toronto, Ontario 5. Durham Radio Inc. (CJKX-FM) Toronto, Ontario 6. The B.C. Conference of the Mennonite Brethren Churches, representing Clearbrook Mennonite Brethren Church (CFEG-TV) Abbotsford, British Columbia 1. Across Canada Application No. 2005-0633-9 Application by Toronto Raptors Network Ltd. to amend the licence of the national Category 2 specialty programming undertaking known as Raptors TV. The licensee proposes to make an upgraded high definition version of the above-noted service available for distribution. Consistent with The regulatory framework for the distribution of digital television signals, Broadcasting Public Notice CRTC 2003-61, 11 November 2003, the licensee proposes to add a condition of licence that would allow it, for a period of three years, to make available for distribution a version of its service in high definition format, provided that not less than 95% of the video and audio components of the upgraded and analog versions of the service are the same, exclusive of the commercial messages and of any part of the service carried on a subsidiary signal.

2 40 Bay Street Toronto, Ontario M5J 2X2 Fax: (416) 815-5692 2. Haldimand County, Ontario Application No. 2005-0546-4 Application by Bel-Roc Communications Inc. (Bel-Roc) for the use of frequency 92.9 MHz (channel 225B1) for the operation of the new FM station approved in Broadcasting Decision CRTC 2005-169, dated 20 April 2005 (Decision 2005-169). The present application is filed in response to Decision 2005-169 in which the Commission stated that it would only issue a licence to Bel-Roc if it submitted an application proposing the use of another FM frequency that is acceptable to both the Commission and the Department of Industry. Bel-Roc is also proposing to change the authorized contours by decreasing the effective radiated power from 13,300 watts to an average effective radiated power of 3,300 watts, by increasing the antenna height and by relocating the transmitter (maximum effective radiated power of 13,000 watts/antenna height of 109.4 meters). The 92.9 MHz frequency is technically mutually exclusive with an application submitted by CHCD Inc. (2005-0603-2). Applicant's address: 139 Northfield Drive Waterloo, Ontario N2L 5A6 Fax: (905) 304-6523 E-Mail: raeroe@sympatico.ca

3 Caledonia Chamber of Commerce 1 Grandtrunk Lane Caledonia, Ontario 3. Haldimand County, Ontario Application No. 2005-0603-2 Application by CHCD Inc. to amend the licence of radio programming undertaking CHCD-FM Simcoe, Ontario. The licensee proposes to add an FM transmitter at Haldimand County to broadcast the programming of CHCD-FM, in order to serve the population of Haldimand County. The transmitter would operate on frequency 93.1 MHz (channel 226A) with an average effective radiated power of 1,352 watts (maximum effective radiated power of 6,000 watts/antenna height of 83.7 metres). The 93.1 MHz frequency is technically mutually exclusive with an application submitted by Bel-Roc Communications Inc. (2005-0546-4). 55 Park Road P.O. Box 98 Simcoe, Ontario N3Y 4K8 Fax: (519) 426-8574 E-Mail: bdaggett@cd989.com 4. Toronto, Ontario Application No. 2005-0327-8 Application by CJRT-FM Inc. relating to the licence of radio programming undertaking CJRT-FM Toronto.

4 The licensee proposes to broadcast predominantly Korean-language programming using a Subsidiary Communications Multiplex Operations (SCMO) channel. Programming broadcast using an SCMO is not accessible with standard radio equipment and requires the use of a special receiver. 150 Mutual Street Toronto, Ontario M5B 2M1 FAX: (416) 595-9413 5. Toronto, Ontario Application No. 2005-0350-0 Application by Durham Radio Inc. to amend the licence of radio programming undertaking CJKX-FM Ajax, Ontario. The licensee proposes to add an FM transmitter at Toronto to broadcast the programming of CJKX-FM in order to adequately serve the population of downtown Toronto. The transmitter would operate on frequency 95.9 MHz (channel 240A) with an average effective radiated power of 85 watts (maximum effective radiated power of 220 watts/antenna height of 312.4 metres). This would be a synchronous repeater of CJKX-FM Ajax, using the same frequency as the mother station. Approval would entail one common signal distributed by both transmitters. The applicant advised that the synchronous repeater will correct the interference problems in downtown Toronto, an area which falls within the authorized 0.5mV/m contour of CJKX-FM Ajax.
