Executive Summary Spokane Transit provides fixed route bus service, Paratransit service comparable to fixed route service and Vanpool service, to the cities of Airway Heights, Cheney, Liberty Lake, Medical Lake, Millwood, Spokane and Spokane Valley as well as unincorporated areas of Spokane County that are within the Public Transportation Benefit Area (PTBA). In addition to providing fixed route, Paratransit and Vanpool service, Spokane Transit also serves 1,668 bus stops, serves and maintains 127 transit shelters, serves and maintains 12 park and ride lots as well as provides bike lockers at select locations in the service area. The following report will provide information in regards to Spokane Transit facilities to include bus stop level ridership, park and ride lot utilization, and passenger facilities projects delivery. Spokane Transit believes it must invest responsibly in infrastructure that supports STA s Mission Statement and stated Comprehensive Plan goals and policies. 2016 Results Bus Stops The number of bus stops changed slightly in 2016. While six additional stops were added along Mansfield Avenue as part of the routing change for the Route 32 Trent/Montgomery, seven stops were removed on Riverpoint Boulevard as the Route 299 SCC bus no longer services that route segment resulting in a net decrease of only one bus stop. Ridership In 2016 Spokane Transit carried 10,261,816 passengers compared to 10,815,732 the year prior; a decline of 5.1%. While Spokane Transit had hoped to achieve an increase in ridership for 2016, the decline is consistent with transit ridership across the country. One contributing factor for the decline continues to be the relatively low cost of gasoline. The following table indicates the top ten weekday boarding locations for bus stops for the year. Boarding data is compiled based on onboard route surveys completed as part of Spokane Transit s Transit Monitoring Draft 1 4/20/2017

Program (TMP). Each service day, except holidays, two randomly selected trips are surveyed. Additional trips are also selected to be surveyed each day and in total the TMP program surveyed 4,300 trips in 2016. Top Bus Stops for Boarding Activity 2016 The following bus stops experienced the highest passenger boarding activity in 2015. This list excludes transit centers and park and ride lot facilities. The following projects were completed in 2016 unless otherwise noted. Transit Shelters 57 th Avenue and Regal Street A transit shelter and associated ADA improvements were added to the inbound Route 45 Regal bus stop on E 57 th Avenue at Regal Street. In addition to the shelter, this project relocated the stop from its previous location on Regal Street just north of E 57 th Avenue. The previous stop location was placed between two busy driveways into the adjacent retail center, a less than Draft 2 4/20/2017

ideal location for a bus stop. The E 57 th and Regal bus stop averages more than 50 boardings per average weekday. Broadway Avenue and Madison Street A transit shelter and associated ADA improvements were added to the existing bus stop on Broadway Avenue and Madison Street. Served by the Routes 21 and 23, and directly across from the Spokane County campus, this bus stop has more than 80 boardings per average weekday. North Foothills Drive and Pittsburg Street In cooperation with the Bemiss Neighborhood and the City of Spokane, Spokane Transit installed a transit shelter and associated ADA improvements at the inbound bus stop on North Foothills Drive and Pittsburg Street. The project was funded by a Community Development Block Grant (CDBG) grant administered by the City of Spokane and Spokane Transit acted as the project manager for the Bemiss Neighborhood and the City of Spokane. Washington Street and Mission Avenue In cooperation with Community Frameworks, Spokane Transit installed a transit shelter at the outbound bus stop on the corner of Washington Street and Mission Avenue adjacent to Community Frameworks new 32-unit affordable housing complex. Community Frameworks and their partners improved the sidewalk and Spokane Transit installed, and will maintain, the shelter. The bus stop has approximately 30 boardings per day and is served by the Route 27 Crestline and the Route 39 Mission. Monroe Street and Nora Avenue The inbound bus stop on Monroe Street at Nora Avenue was improved with a concrete pad in preparation for the installation of a transit shelter in the 1 st quarter of 2017. The bus stop has an average of 90 boardings per average weekday. Spokane Falls Boulevard and Front Street (WSU/EWU Spokane) In 2016 fixed route service through the WSU/EWU Spokane campus was modified slightly with the Route 29 SCC being rerouted off Riverpoint Boulevard and on to Spokane Falls Boulevard through the campus. This change streamlined service through the campus and addressed a safety issue due to the uncontrolled intersection at Riverpoint Boulevard and Spokane Falls Boulevard on the eastern edge of the campus. The inbound stop on Spokane Falls Boulevard and Front Street, adjacent to the Phase I Classroom building, had a shelter pad placed in the Fall of 2016 in preparation for the installation of a transit shelter in the 1 st quarter of 2017. Potential Future Shelter Project Sites Each year Spokane Transit reviews stop level boarding data to determine if any stops that previously had ridership numbers too low to warrant shelter now meet the minimum threshold of 25 boardings on an average weekday. Table 2 in the Appendix summarizes the stop locations that previously fell below 25 boardings per average weekday but are now at or above the minimum threshold. It should be noted that simply meeting minimum boardings is not a guarantee that a shelter can be placed. Spokane Transit must evaluate each site individually to determine property ownership, available space and funding available. Operational Improvements East Mansfield Avenue In an effort to improve operational efficiency and safety, the Route 32 Trent/Montgomery was rerouted from Mansfield Avenue to Pines Road to a new routing path utilizing Mansfield Avenue, across Pines Road, to Mirabeau Parkway, continuing on to the Mirabeau Park and Ride. This routing change eliminated the need to cross the Union Pacific Railroad tracks at Pines Road and allowed the Route 32 to directly serve the dense multifamily housing along Mansfield Avenue. To accommodate safe and accessible boarding and alighting of passengers, six new bus stops were added to the route. Four of those six required improvements to ensure compliance with the ADA to include concrete landing pads. Hayford Road and Wal-Mart The bus stop on Hayford Road northbound adjacent to Wal-Mart is the 2 nd busiest stop on the route for customers departing the bus. The stop was located in a drainage swale and just south of the access drive to the Wal-Mart shopping center. Because the stop was located in a swale it was not ADA accessible and its location south of the access drive made it difficult for motorists seeking to exit the lot to see northbound Hayford Road traffic as the bus blocked their view. In order to alleviate both of these issues, Spokane Transit relocated the stop north of the access drive and constructed an ADA-compliant landing pad. Draft 4 4/20/2017

Jefferson Lot Jefferson Lot Park and Ride is the busiest park and ride lot in the Spokane Transit system. In 2016 the lot underwent extensive refurbishment. Asphalt was repaired and replaced, concrete pavement was repaired where needed, a seal coat was applied across the lot along with brand new lane and parking stall striping, security cameras and lighting were upgraded and a new passenger waiting area was constructed complete with real-time passenger information signage. In an effort to minimize disruption to customers, the project was completed during the less busy summer months. Limited alternative parking was provided on a first come, first-serve basis under agreement with the First Presbyterian Church who has two parking lots adjacent to the Jefferson Lot. Pine Street Re-Stripe Pine Street between Main Avenue and Spokane Falls Boulevard was re-striped in 2016. This project alleviated bus congestion on Division Street where Route 26 and 28 buses would queue behind the Route 25 bus at the corner of Division Street and Spokane Falls Boulevard and to improve routing through the WSU/EWU Spokane campus. Prior to the re-stripe project, Pine Street northbound had a through lane and dedicated right turn lane however it lacked the volume to necessitate the dedicated lane. Additionally, previous jurisdictional improvements made a right turn from northbound Pine Street to eastbound Spokane Falls Boulevard impossible for transit buses and larger vehicles due to a pedestrian bump out. Spokane Transit restriped Pine Street for only one lane northbound, added a bike lane and on street parking. These revisions allow transit buses, and other large vehicles, to make the turn from northbound Pine Street to eastbound Spokane Falls Boulevard without impacting the curb. Sullivan Road and Broadway Avenue Like the Hayford Road and Mansfield Avenue sites, Sullivan Road northbound at Broadway Avenue lacked the required landing pad from which customers could board and alight the bus from. A concrete pad was constructed to bridge the edge of curb and the sidewalk to provide for an ADA accessible bus stop. Draft 5 4/20/2017

Traveler Information This project added real-time passenger information screens to the Five Mile Park and Ride and the Mirabeau Park and Ride. Real-time signage displays departure and other information for the specific routes that serve the park and rides. One sign was installed at the Five Mile Park and Ride and two were installed at Mirabeau Park and Ride. The 100% locally funded project had a total project cost of $41,344.66. Park and Ride Lots Spokane Transit operates twelve park and ride locations within the service area. Eight are either owned or leased by Spokane Transit while the remaining four are made possible by cooperative agreement. Typically a cooperative agreement includes Spokane Transit contributing to the maintenance and snow removal of the lot. Spokane Transit collects park and ride utilization data in two ways: 1) Via routine surveys conducted by Spokane Transit Security personnel. 2) Annual License plate surveys of all park and ride lots in the service area. Counts performed by security staff are conducted multiple times each weekday with a minimum of one count during the peak period when utilization of the lot is typically highest (exception: counts may or may not be conducted daily at outlying lots such as K Street Station or Cheney based on available manpower). The charts that follow indicate the 85 th percentile data related to park and ride counts. Owned/Leased Facilities Five Mile Park and Ride City Location Available Parking Spaces Spokane Ash Street and Five Mile Road 99 Five Mile Park and Ride is served by the Route 22 Northwest Boulevard, Route 24 Monroe, Route 27 Hillyard and Route 66 Cheney on select trips. Peak service on weekdays provides eight buses an hour departing to downtown Spokane. Five Mile Park and Ride averaged 191 boardings per weekday in 2016. Draft 6 4/20/2017

Hastings Park and Ride City Location Available Parking Spaces Spokane Hastings Road and Mayfair Road 135 Hastings Park and Ride is served by Routes 25 Division, 124 North Express and Route 66 Cheney/EWU which has two morning departures when EWU is in session. The Route 25 provides fifteen minute peak frequency and thirty minute frequency on nights and weekends. The Route 124 operates on weekdays only. Route 66 Cheney/EWU boardings accounted for approximately 20 percent of boardings each weekday when school is in session based on boarding data. Draft 8 4/20/2017

Jefferson Lot City Location Available Parking Spaces Spokane Jefferson Street between 3 rd and 4 th Avenues 406 The Jefferson Lot is served by the Route 66 Cheney/EWU with fifteen minute frequency, or better, during the peak period when school is in session, thirty minute frequency on non-school days and hourly frequency on nights and weekends. The lot is also served by Route 62 with limited weekday service and Route 165 during the peak period. Jefferson Lot usage continues to be heavily dependent on whether or not Eastern Washington University is in session. While use of the lot dips during the summer months, it should be noted that in 2016 Jefferson Lot was closed from mid-june until mid-september for repair and refurbishment. That closure, and its effect on utilization of the lot, can be seen in the chart on the following page. Draft 9 4/20/2017

K Street Station City Location Available Parking Spaces Cheney K Street and 1 st Avenue 28 K Street station is served by the Route 68 Cheney Local as well as the Route 165 Cheney Express. The Route 68 provides thirty minute peak frequency on weekdays and hourly frequency on nights and weekends. Liberty Lake Park and Ride City Location Available Parking Spaces Liberty Lake E Mission Avenue and Meadowwood Lane 165 Liberty Lake Park and Ride is served by the Route 98 Liberty Lake via Sprague and the Route 174 Liberty Lake Express. The Route 98 provides thirty minute peak frequency and hourly service on nights and weekends between Liberty Lake Park and Ride and the Valley Transit Center via Sprague Avenue. Mirabeau Point Park and Ride City Location Available Parking Spaces Spokane Valley 13209 E. Indiana Avenue 198 Mirabeau Point Park and Ride is served by the Route 32 Trent/Montgomery, Route 96 Pines/Sullivan, Route 97 South Valley, and the Route 174 Liberty Lake Express. These routes provide customers with various trip options to include direct service to Spokane Community College via the Route 32, access to the Valley Transit Center and Pines and Sullivan corridors via the Route 96 and 97 as well as access to downtown Spokane via the Route 174. Pence-Cole Valley Transit Center (VTC) City Location Available Parking Spaces Spokane Valley 4 th Avenue and University Road 236 The VTC is served by the Route 90 Sprague, Route 96 Pines/Sullivan, Route 97 South Valley, Route 98 Liberty Lake via Sprague and the Route 173 VTC Express. The Route 90 offers fifteen minute peak frequency while the 96, 97, 98, and 173 all offer thirty minute peak frequency. Route 90 provides thirty minute frequency nights and weekends while the 96, 97 and 98 offers hourly service. The VTC is the third busiest stop location in the Spokane Transit system behind The Plaza and Eastern Washington University with an average of 1,290 boardings per weekday. Draft 15 4/20/2017

The Route 43 offers thirty minute peak frequency and the Routes 34, 44 and 45 offer fifteen minute peak frequency. Hourly service is offered on nights and weekends. Despite consistently low vehicle utilization of the South Hill Park and Ride, bus stop ridership remains strong with 319 boardings on an average weekday. Bike Lockers Spokane Transit provides bike lockers at certain park and ride lots for customers who wish to ride their bike as well as access the fixed route system.
