World Meteorological Organization XV-RA VI/INF. 1 REGIONAL ASSOCIATION VI (EUROPE) Brussels, Belgium 18 to 24 September 2009 Date: Original language: 13.V.2009 English MATERIAL ARRANGEMENTS FOR THE SESSION Accommodation 1. At the kind invitation of the Government of Belgium, the fifteenth session of the WMO Regional Association RA VI (Europe) will be held in Brussels, Belgium from 18 to 24 September 2009. The opening ceremony will take place at 10:00 a.m. on Friday, 18 September 2009 at the International Auditorium, Boulevard du Roi Albert II No.5 in Brussels. The session will be preceded by a Technical Conference from 16 to 17 September 2009. 2. The main conference room will be equipped for simultaneous interpretation. Detailed arrangements concerning the allocation of the rooms will be announced during the session. 3. A Registration, Documents and Information Desk will be established close to the meeting rooms and will be responsible for the registration of participants, distribution of documents and provision of general information at the request of participants. Registration of participants 4. Registration will take place at the International Auditorium on Friday 18 September from 8.00 to 10.00 a.m. and will continue throughout the session. Participants will receive identification cards at the time of registration. Credentials 5. Pursuant to Regulation 20 of the General Regulations, prior to a session of a constituent body other than the Executive Council, each Member should, if possible, communicate to the Secretary-General the names of the persons composing its delegation to that body, indicating which of these shall be regarded as its principal delegate. Besides this communication, a letter giving these particulars and otherwise conforming with the provisions of the WMO Convention and of the WMO General Regulations and signed by, or on behalf of, an appropriate governmental authority of the Member shall be sent to the Secretary-General or handed to his representative at the session and shall be regarded as appropriate credentials for the participation of the individuals named therein in all activities of the constituent body. List of participants 6. A provisional list of participants will be distributed shortly after the beginning of the session. This list will be revised as soon as all participants have registered, and a new list will be distributed, if necessary.

Delegations wishing to submit documents before the session are invited to send them to the WMO Secretariat, as soon as possible but not later than sixty days before the opening of the session, according to the provisions of Regulation 172(b) of the WMO General Regulations to allow time for translation and reproduction. According to Regulation 171 of the WMO General Regulations, session documents should be distributed as soon as possible and preferably not later than forty-five days before the opening of the session. Any document presented by a delegation should be submitted in the name of the Member of the Organization and not by an individual person. Working languages 8. Simultaneous interpretation in Arabic, English, French, Russian and Spanish will be provided at plenary meetings. In this connection, it is to be noted that only one team of interpreters will be available. Numbering of documents 9. All documents, working papers and PINKs will receive a common, consistent numbering in the top right-hand corner of the front page, and on the header of all subsequent pages; this numbering will allow delegates to easily track a document through its various stages. Categories and languages of documents 10. Following the practice of previous sessions of the Association, the documents for XV-RA VI will be issued in Arabic, English, French and Russian except for those mentioned under (d) below: (a) (b) (c) (d) (e) Main supporting papers to the agenda items, which will be listed as XV-RA VI/Doc...; Working papers emanating from the Plenary meetings. These will be listed as XV-RA VIWP... They will contain changes from previous versions of texts in track changes format; Reports submitted to plenary by the chairmen or by the president of the session. These will be listed as XV-RA VI/PINK ; Information papers containing items of general information which may be of use to delegates attending the session. These will be listed as XV-RA VI/INF. and will be issued in English and French only; Text and resolutions contained in documents and working papers may be approved by plenary at any time, provided no substantive changes are made. In this case, the text will be given the category of APP_Doc. or APP_WP, as appropriate, and their first page will be green. Distribution of documents 11. Following the example set by EC-LX, the principal means of distribution of all documents will be electronic. Documents issued before the session are made available in electronic format on the WMO ftp server (ftp.wmo.int/documents/sessions/xv-ra-vi) and WMO Members are notified accordingly by mail. In order to avoid wastage of paper and thereby reduce the carbon footprint, a hard copy of the documents will only be mailed to participants on request.

XV-RA VI/INF. 1, p. 3 12. Electronic versions of all documents produced in-session will be posted on the WMO ftp server as soon as they are available. Delegates are encouraged to use electronic versions in preference to hard copy versions. However, during the session, hard-copies of documents will be available in limited numbers. Each delegation will receive one copy only of each Working Paper and PINK in the language requested. Additional copies may be requested from the Conference Information and Registration Desk. However, because of limited stocks, some delays may be expected. Provisional Abridged Report 13. The Provisional Abridged Report comprises the set of texts, resolutions and annexes approved by the plenary meeting. Each delegation will receive a folder to enable them to assemble the provisional report. An electronic version of the approved documents (i.e. APP_Docs., APP_WPs or PINKs as explained in paragraph 10 above) showing plenary amendments in English only will be posted on the above ftp server as soon as possible after the session. Most businesses, tour operators, airlines and hotels accept major credit cards. Banking hours are generally from 09h00 to 13h00 and from 14h00 till 16h00 on weekdays and from 09h00 to 12h00 on Saturdays. Banks are closed on Sunday. The average exchange rate in April 2009 was as follows: 1 US$ = 0,750 Euro 1 CHF = 0,650 Euro Health requirements/medical Services 16. Up-to-date information on International Travel and Health is provided by the World Health Organization (WHO) at the following website: http://www.who.int/countries/bel/en/ 17. Medical services are of a high standard and most international prescription drugs are readily available through retail pharmacies. It is suggested that you purchase personal medical insurance for the duration of the trip. Electricity connections 18. City and town power systems are generally 220 volts and 50 Hz with CEN plugs. Hotel reservation and transportation 19. Participants are responsible for their own hotel reservations. The Royal Meteorological Institute of Belgium has made a list of possible hotels where you can make your reservations at preferential rates. You can also make reservations in other hotels via www.brures.com.

In order to benefit from the preferential rates obtained, participants should clearly mention the following WMO Technical Conference 16-17 September 2009 or WMO RA VI 18-24 September 2009 on the reservation form referred to for each of the hotels indicated. In addition, they should make their reservations before the deadlines mentioned for each of the hotel indicated. Reservations made beyond the given deadlines or without the above mentioning will be subject to availability of rooms and the rates may differ.
