Situated in the Northern part of the Kaliningrad peninsula, in the middle of coastal zone Pionersky is connected by rail and roads with local regional centres Kaliningrad (35 km), Svetlogorsk (6 km), Zelenograd (25 km) and international Khrabrovo airport (18 km). LOCATION OF PIONERSKY

Stages of implementation Stage 1 2013-2014 Development of requirements specification and DOI for terminal and marina construction Design works and government expert review Stage 2 2013-2014 Design of bypass road directly to the zone of port that will connect Pionersky with Svetologorsk Construction of the road Stage 3 2014-2017 Construction of port infrastructure: hydraulic breakwater facilities; approach channel; operational waters. Advantages of the project Seaport of Pionersky is the only ice-free port on Russia s Baltic coast. It is located in the bay between cape Gvardeysky and cape Kupalny on the international transit and tourist routes. It is 1-day journey away from Port of Gdynia (Pollnd) and Port of Klaipeda (Lithuania). Located in the historically formed port territory, originally the port was constructed in the sea bay of Wangerhaff in the period of 1902-1924. Located in the open coast which means less time and costs compared to ports with channels. Ice-free port water area ensures all-year navigation. Realization of the project will boost local and Baltic economy in general, opening new markets for tourist and transport industries by establishing new ferry, cruise and sailing routes in the region.

Transport availability of the project area Transport availability of the passenger terminal is to be provided via construction of the new road which will connect the port with the federal highway Primorskoye koltso and Svetlogorsk. Future two-lane highway of category II (4,565 km long), from the transport ring in Pionersky to Svetlogorsk will provide transportation to different functional areas of the coast. Railway transport There are 2 rail lines to the city which are the property of Kaliningrad railways Maritime transport Realization of the project will allow to organize direct maritime transportation Road transport. The city is linked from the South by Primorskoye ring road, there are two local roads as well

Pionersky is to become a key zone of recreational cluster Construction of the network of berthing facilities under the concept From Spit to Spit will allow to: Create a network of stations of maritime tourism providing facilities for all kinds of water sport (sailing, surfing, windsurfing, diving, rowing, sea fishing). Organize regular sea transportation between coastal cities and ports of the Baltic Sea. Create conditions for local transportation with Poland and Lithuania via regular sea routes. Realization of the project with a view to the World Cup - 2018 One of the games of the World Cup - 2018 is to be held in Kaliningrad. During the World Cup 2018 the marine terminal will take a part of the passenger flow from Khrabrovo airport. One cruise ship visit to the port with 2500 passengers aboard is equal to one-moment arrival of about 20 flights, while the marina will host about 1000 people who prefer to stay on board to hotels.
