Records of Discussions of the 13 th Meeting of the South East Asia Regional Aviation Safety Team (SEARAST) Bangkok, Thailand 24 February 2012 1 Present The 13 th Meeting of the South East Asia Regional Aviation Safety Team (SEARAST) was attended by representatives from the Civil Aviation Authorities, and Airlines of the participating Member of the COSCAP-SEA including representatives from FAA, DGAC France, EASA, IATA and Boeing. There were a total of 34 participants. 2 Venue The Meeting was held on 24 February 2012 at the Asia Pacific ICAO Regional Office, Bangkok Thailand after completion of the 1 st Asia Pacific Regional Aviation Safety Team (APRAST) which was conducted during the period of 20 23 February 2011. 3 Proceedings of the Meeting 3.1 The CTA COSCAP-SEA facilitated the meeting, and it progressed in accordance with the Agenda with slight adjustments to the order. A copy of the Agenda (Programme) is included at Annex II. 3. Conclusions and Actions 3.1 Review of the 1 st APRAST Meeting 3.1.1 Members supported the format and conduct of the 1 st APRAST meeting and concluded that the large and diverse participation supported effective consideration of safety issues of mutual interest. 3.1.2 Members in general supported the need for a SEARAST meeting following the APRAST meeting. Following the 2 nd APRAST meeting, the need for a SEARAST meeting should be reviewed again. 3.1.3 Members supported the conclusions and actions arising from the 1 st APRAST. 3.1.4 Members discussed the role of a National Aviation Safety Team (NAST) to support implementation, and concluded that while a NAST can be effective, there are other similar means to support the implementation of safety enhancement initiatives (SEIs). 3.1.5 In discussing specific SEIs identified in the APRAST, Members emphasised the importance to avoid duplication and to establish priorities. They concluded that the use of istars and the implementation of a State Safety Programme (SSP) can assist in determining priorities.
13 th Meeting of the SEARAST 3.1.6 Reviewing the proposed priorities of the APRAST, Members commented that in juries caused by turbulence is of concern. The CTA recalled that the Association of Asia Pacific Airlines (AAPA) conducted a study of turbulence and will provide its report to COSCAP for distribution as soon as it is completed. 3.1.7 The CTA mentioned that weather risk management is gaining increased attention (reference: Singapore Aviation Academy http://www.saa.com.sg/saa/en/courses/civil_aviation_safety_and_security/index.html) 3.1.8 The use of the APRAST List of Emerging Issues will also support priority setting. Issues include in-flight fires related to dangerous goods, training of aircrew and other personnel, as well as the capacity to handle the projected volume of training demands. 3.4 Review of SEARAST Implementation Status 3.4.1 Prior to the 13 th SEARAST, Members were requested to provide an implementation status update (reference email: 5 February 2012 - CTA, COSCAP-SEA 13th Meeting of the SEARAST) 3.4.2 The CTA expressed appreciation to Members who provided an update, and emphasised the importance of completing implementation of the safety actions, all of which have been approved by the Steering Committee. 3.4.3 The CTA stated that when considering the proposed SEI priorities of the APRAST, Members should remember that these supplement, but do not replace previous SEI decisions of the Steering Committee. 3.4.4 The CTA will produce an updated implementation status record and distribute to Members. 3.4.5 The Implementation Status will be reviewed at the next meeting of the Steering Committee. 4 Sub-Regional Aviation Safety Issues 4.1 Members reminded the CTA of a concern regarding the use of laser lights, and he undertook to obtain further information for Members. 4.2 No additional sub-regional safety issues were identified 5 Other Business 5.1 The CTA encouraged Members and service providers to participate in the ICAO Regional Runway Safety Seminar (21 & 22 May) and the Flight Safety Foundation CFIT risk reduction workshop (23 & 24 May), both to be held in Bali, Indonesia. Formal invitations will be issued soon. 5.2 There being no further business, the meeting was concluded at 11:15. 6. Date and Venue of the 14 th SEARAST Meeting The 14 th SEARAST meeting will be held in conjunction with the 2 nd APRAST meeting tentatively scheduled the week of 20 August 2012 at the ICAO Asia Pacific Regional Office, Bangkok. 2
