FAA Air Traffic Organization Operational Contingency Plan (OCP) A Plan: to prepare for the potential loss of a major ATC unit following possible scenarios that include, but are not limited to systems failure, terrorist actions, floods, fires and pandemics. OCP Air Traffic s primary responsibilities are to protect the safety of aircraft and the safety of air traffic facility personnel.
