Cllr Hoskins seconded, the vote was unanimous. Resolved. The Chairman duly signed the minutes. 65/17 Matters Arising from the previous minutes: None 66/17 Declarations of interest: Members are required to comply with the requirements of the Localism Act 2011, section 27 disclosable pecuniary interests. KA declared an interest in agenda item 11.3. 67/17 District County Councillors report: Cllr Walsh apologised for not being able to attend the meeting. No report submitted. 68/17 County Councillor s report: Cllr Cattaway stated that a full council meeting will be held on Thursday. No further information has been received regarding the re-organisation of local government although a decision is thought to be imminent. Efforts have been successful in meeting the budget for this and the next financial year which has eased financial pressures. 69/17 Police report: PCSO Levy did not attend the meeting. No report submitted. 70/17 Chairman s report: No report submitted. 71/17 Financial Reports: Responsible Financial Officer s report: The RFO s report and accounts were circulated prior to the meeting. Total payments out so far this financial year are 9807.75. c) To receive updated actual spend against budget figures for the first half of the financial year 2017/18 and precept forecast in consideration of the next financial year: A copy of the current spend against budget report was issued to all councillors prior to the meeting. A minor overspend has resulted in an increase of 5.00 in the budget requirement for burial ground rates. The proposed precept forecast, to be adopted at January s full council meeting, was also circulated to councillors for consideration prior to the meeting with the precept total remaining the same as that requested for 2017/18. 72/17 Clerk s Report: The clerks report, covering general activities carried out, was circulated prior to the meeting. Daniel offered his apologies for not approaching the residents and parish council previously, having not realised the implications that the increased traffic would have on the villages. He stated that quarterly meetings on site are planned with residents welcome to attend and offered the opportunity for residents to contact him at any time with concerns/queries. He advised that the application has passed but with an amended condition which must be agreed prior to the digester being operational in the autumn next year. As the traffic statement data submitted was gathered from a 1.7km radius of the site access only, the condition requires Somerset DC to liaise with Dorset CC before approving suitable haul routes to be used throughout construction (planned to start April 2018) and production. The approved routes will cover a much wider area than the original 1.7km radius and the condition will be enforceable. It was agreed that Daniel will make a formal presentation at the next full parish council meeting on January 8 th in Kington Magna at which Cllr Cattaway and DCC Highways Officer Steve Savage will attend. Should Daniel be able to make his presentation earlier, a separate meeting will be arranged prior to the next full council meeting. Cllr Cattaway advised his contact details can be found on the Dorset for You website should anyone require direct access. RG thanked Daniel for addressing the meeting. To receive and consider application 2/2017/1572/FUL to erect 8 no. dwellings, form new vehicular and pedestrian access and create 15 no. parking spaces at Cross s Garage, Templecombe Lane to Hartmoor Hill, Buckhorn Weston SO8 5HF: RG welcomed Sam Palmer to the meeting. Sam advised that since the last public consultation, they have instructed a transport consultant and architect to draw up plans which have now been submitted to NDDC. Page 2 of 5

74/17 a) b) Having taken into account many of the points raised by the residents, the most recent alterations include the large 4 bedroom bungalow now being two 2 bedroom bungalows (covering the same footprint), 2 car parking spaces being allocated per house with several houses also having a garage as well and an increase in the road width to 7m to allow for further parking without obstruction. The transport study carried out at the railway bridge concluded that route to be safe with no requirement for safety measures however the developers, in response to the residents comments, have proposed two safety measure options in a transport statement submitted with the planning application which are a formalised priority working arrangement or a virtual footway. RG considered the options to be relatively low cost and that the implementation of both in tandem would help to alleviate concerns. Also that an extension of the virtual footpath further into the village would be beneficial. Cllr Cattaway advised that any decision to install signage is made by DCC highways and he will aim to push them on this matter. It was noted that past attempts at speed limit reductions have faltered. Cllr Cattaway stated the current waiting list is approximately 10 years, the cost a minimum of 5,000.00 and that constraints and standards which Highways must adhere to would result in a speed reduction of 20mph only (from 60mph to 40mph). RG thanked Sam for addressing the meeting. Cllr Gosney proposed that the Parish Council support the planning application with the implementation of both a formalised priority working arrangement and a virtual footpath through the railway bridge being a condition of their support. The Parish Council also regard an extension of the virtual footpath from the bridge into the village to be beneficial to the safety of pedestrians and horse riders. Furthermore, a natural stone finish to the dwellings is considered to be preferable than a reconstituted stone finish. Cllr Ms Chapman seconded, the vote was unanimous. Resolved. Action: Draft a response for approval and submit to NDDC by the deadline of 21 st November. Other Reports: Highways: RG advised the council on the status of the following: Pot holes in Chapel Hill and Field Lane in Kington Magna have been filled in. Surface dressing to the same lanes will take place next summer. Vegetation at the A30 Stour Hill Cross Roads has been cut back and a proposal to harden the ground within the visibility splay has been put to Dorset Highways. PC queried if overhanging branches obscuring the mirror could be cut back when vegetation is trimmed. RG will discuss with Roger Bell. A30 Stour Hill Cross Roads Unsuitable for HGV s to A303 signs are pending and being chased. A request to cut back vegetation at the A30 Nyland junction has been submitted as well as a further request for this to be added to the cutting schedule. A request to clear compacted mud from Chapel Hill in Kington Magna has been referred to Dorset Waste Partnership for action. Clearance of blocked gulley chambers on Church Hill, Buckhorn Weston are scheduled to be carried out after the leaf fall this autumn. Slow markings have been painted on Common Lane, Kington Magna. MH thanked RG for getting this done. A grant of 800.00 has been obtained from CPRE towards the cost of repairing the fingerposts. Work will start in the New Year. A member of the public noted that the end of Field Lane in Kington Magna, which was in a bad state, has deteriorated and that it took 40 minutes to tow out a lorry which recently got stuck there. His concern centres on access for emergency vehicles. RG will speak to Roger Bell regarding this. To consider response to a complaint received regarding recent excessive mud on the lanes from tractors: Whilst recognising that the recent excessive levels of mud are contravening sections of the Highways Act and those that deposit mud are potentially liable for a range of offences, it was considered that the practicalities of dealing with this matter are difficult. Most farmers recognise this is an issue and make attempts to clear away the mud however recurring Page 3 of 5 Clerk

incidents should be tackled by: (1) contacting the farmer directly (if known) to make a complaint or (2) reporting the incident to the police. c) Report additional broken fingerpost: The clerk was advised by a member of the public that the Gillingham section of the Wincanton, Gillingham and Clinger sign on Wayclose Lane is broken. PC confirmed that this sign is already on the list of fingerposts to be repaired in the New Year. d) Public Footpaths: MHT reported that there are no major outstanding issues although two recent incidents have confirmed the need to reinforce the Countryside code. MHT has met with the new owners of Glenfield in Kington Magna to discuss the non-legal right of way which forms part of the Millennium walk. Volunteer work continues with repairs to stiles and DCC have adopted a more rigorous programme of work also. MHT has recently completed a cutting/trimmers course and will focus these skills on the Millennium walk. A new section of the White Hart Link has opened and is going well (http://www.whitehartlink.uk). An application will be submitted for funding to provide signposts and information boards for which public votes will be required. The monthly walks continue. RG expressed the parish council s gratitude for all of MHT s hard work. 75/17 Nyland: Nothing to report. 76/17 Kington Magna: a) KMPA update: The play area has received donations from the Waitrose fund raising appeal, the Kington Magna Harvest supper and from MH, details under financial reports 71/17, and is now in a position to repay the loan from NS&I. The play area will require continued upkeep from time to time and any issues should be reported to SS. b) Kington Magna Conservation Area update: RG had a meeting with the head of the conservation team in an attempt to finalise details. The Chief Officer is holding a meeting with Historic England regarding the maintenance and management of conservation areas, the outcome of which will be inserted into the report prior to issuing. Once received, it will be circulated for comments and a consultation arranged, it is thought, during the first quarter of next year. 77/17 To consider funding for children s defibrillator pads (Buckhorn Weston): Further to an update from Vicky Moore, it is understood that the life span of the defibrillator pads is approximately 2 years. The cost of replacement pads is 123.00 ( 76.80 for paediatric pads and 46.20 for adult pads both inclusive of VAT). Cllr Mrs Standing proposed that the Parish Council provide the funding to purchase both sets of pads at this time as well as replacement pads every two years for the foreseeable future. Cllr Hoskins seconded, the vote was unanimous. Resolved. Cost to be factored into future budgets. KA is continuing to look into the provision of a defibrillator unit for Kington Magna. Action: Advise Vicky Moore of Parish Council s decision. 78/17 To receive North Dorset 5 year housing plan, (as per Cllr Walsh s email circulated 4 th September), and consider potential land in Kington Magna: MH suggested the plot of land off of Back Lane as being ideal for development consideration. The land has laid fallow for many years, leads into a housing estate and already has a prepared access. MH has tried to contact the owner of the land but has so far been unable to reach him. Another line of enquiry was suggested for MH to try. Cllr Cattaway advised that even though NDDC are on the lookout for suitable sites, any initiatives must come from the landowner and that the local plan is valid until 2023 although there are attempts to bring it forward. 79/17 To receive an update on reported land next to the railway line in Buckhorn Weston: PC advised she spoke with Mark Hitchcott who reiterated the complicity of the case as the landowners may have acquired permanent rights on some of the land. It is thought the acquisition came into force four years ago which PC stated was after the land was originally reported. Mr Hitchcott will be liaising with the legal department this week to discuss options. PC will continue to chase on a monthly basis. PC also noted that a hard track has been laid to the gateway on the piece of land opposite the Filly Brook and has left a message with the case officer for the planning application to ensure they are aware. 80/17 Items for next agenda: Brains Farm Application & Presentation.
