I. EXECUTIVE SUMMARY DAMAGE ASSESSMENT The EARTHWORKS Group was retained to evaluate the current condition of sand fencing throughout various public beaches located in Georgetown County including: Garden City, North Litchfield, and South Litchfield. This evaluation was to document storm surge damage from Hurricane Matthew in October, 2016. The damages found observing the sand fencing include the detachment of fencing materials from fencing posts, damage to the posts, or complete destruction of fencing all together. The cause of damage can be directly attributed to hydrodynamic forces and submersion from the storm surge. Observations and estimates of various beaches have been categorized by seven phases to identify locations with previously installed sand fencing, locations of public access, and public beach locations corresponding with private communities. Phase I of these seven was a primary focus of sand fence observations to identify damage as this phase corresponded with previously installed fencing located in the northern portion of Garden City. The majority of locations observed in Phase I, and elsewhere, during site assessments were identified to have no remnants of sand fencing remaining seaward of the observed primary dunes. This was primarily due to erosion and impact forces related to the storm surge. Few locations observed had existing fence posts remaining, which were no longer plumb and with no fencing material present. Even fewer were locations which both posts and fencing materials were present. Dune and beach conditions were observed during assessments as well. A majority of locations showed signs of sand erosion following Hurricane Matthew. Indicators of sand loss were typically escarpments on the seaward side of sand dunes and observable sand loss around wooden post foundations for dune crossover structures. The majority of the damage observed is directly attributable to the storm surge from Hurricane Matthew. Matthew had an estimated surge of 6 feet above mean high water (MHW). High water and breaking waves destroyed a majority of the structures on the active beach immediately adjacent to the MHW mark including wooden walkovers and sand fencing. Erosion of sand between 3 to 5 feet in depth from the face of the primary dunes was a secondary cause of damage due to the depth to which many of the fence posts were installed. Based on the observed sand erosion from Hurricane Matthew, sand fencing is a good option to promote regrowth of dunes through capturing wind-driven sand throughout all beaches and not just at Phase I locations. Efforts have been performed and completed by Georgetown County at the date of this report to rebuild the beaches along the southern portion of Garden City through dredging of Murrells Inlet. Sand fencing will provide a passive method to re-building the dunes after its installation with minor maintenance in the years following. The installation of new sand fencing throughout Garden City, North Litchfield, and Litchfield beaches is recommended to ensure efforts have been made to re-build the dunes as a damage mitigation factor for future storm events. This recommendation includes the installation of two rows of sand fencing, covering approximately 6.7 miles of shoreline, and consisting of approximately 3,650 V shaped fences assemblies. - 2 -

II. INTRODUCTION The EARTHWORKS Group was retained to evaluate the current condition of sand fencing throughout various public beaches located in Georgetown County including; Garden City, North Litchfield, and Litchfield Beach. This evaluation was to document storm surge damage from Hurricane Matthew in October, 2016. Sand fencing typically consist of wooden fence posts and wood-slat fencing meshed with galvanized wire stapled to fence posts arranged in a triangular shape. The purpose of this fencing is to promote deposition of wind-driven sand and limit sand loss due to wind erosion. Photo 1 - Aerial View from Litchfield, SC to Garden City, SC (courtesy of Google Earth) Hurricane Matthew made landfall on October 8 th, 2016 southeast of McClellanville, South Carolina as a Category I hurricane with 75 mph winds. The affected beach areas received a storm surge of approximately 6 feet above a MHW. This was estimated by USGS at 7.5 ft MSL in the North American Vertical Datum 1988 (NAVD88), based on provisional data. The resulting damage to all fencing on the beach included hydrodynamic loads, impact loads from debris, and soil erosion/scour from the storm surge. For the purposes of this report and determination of approximate quantities and costs, the following phases were established to discuss separate portions of Georgetown County Beaches: Phase I: Garden City I. Locations of previously installed sand fencing to be repaired based on observed damage from Hurricane Matthew. Phase II: Garden City II. Remaining portion of Garden City beaches observed for existing sand fencing and damages caused by Hurricane Matthew Phase III: Garden City Inlet Harbour. Shoreline corresponding with private community at the southern peninsula of Garden City. Phase IV: N. Litchfield. Beaches located in North Litchfield beginning at the southern property line of Huntington Beach State Park and ending at the northern portion of Litchfield by the Sea. - 3 -

Phase V: N. Litchfield Litchfield by the Sea. Shoreline corresponding with private community located between North Litchfield and Litchfield beaches. Phase VI: Litchfield Beach. Beaches spanning from Litchfield Inn to the southern most public access (Public Access 66) of Litchfield Beach. Phase VII: Litchfield Beach Inlet Point. Beach corresponding with the private community located South of Public Access 66. III. METHODOLOGY Assessment of sand fencing condition included visual inspection of individual fencing elements and photo-documentation to determine the appropriate steps required to replenish sand fencing. Erosion of sand dunes and beaches was observed through measurable escarpments on the seaward side of primary dunes and measurable heights of discolored piles (on elevated wooden walkovers) indicating soil loss. Exterior elements were photographed to document existing conditions and the location of Georgetown County public accesses were used as references for the stretch of beaches observed. The assessment was conducted from the ground. No intrusive or destructive testing was required during these observations to determine the extent of sand fence damage. The photographs contained in this report are typical of the conditions found, all photographs were not included. Specific design of repairs or corrective actions were developed concurrently with this assessment and any fence design reflects the Ocean & Coastal Resource Management (OCRM) guidelines for sand fence construction, including V shaped sections with a minimum section spacing. Sand fencing and beaches were observed seaward of the primary dune line and assessed based on the following criteria: 1. Is the entire sand fencing assembly missing? 2. Are any fencing posts remaining, plumb, and of sound embedment? 3. Is any of the fencing material still intact? - 4 -

IV. SUMMARY OF SAND FENCING OBSERVATIONS GARDEN CITY PHASE I & PHASE II Phase I & Phase II correspond with Public Access No. 01 through No. 44 located along S. Waccamaw Drive. Phase I corresponds with the three stretches of sand fencing previously installed by Georgetown County and spanning approximately 4,200 feet. These locations correspond with a short section of fencing located between Public Accesses No. 01 and No.02 and the majority of the beaches between Public Access No. 06 through No. 25. Phase I observations were performed to access the required portion of existing fencing to be reconstructed. Phase II is comprised of the remaining shoreline between the Horry/Georgetown County Line and Public Access No. 44 excluding locations covered in Phase I. Observation of these beaches was to document the existing condition of the beach, seaward dune lines, and observe for any sand fencing following both Hurricane Matthew and the beach nourishment efforts performed by Georgetown County. The total length of this phase is approximately 10,000 feet. Phase I and Phase II observations are discussed in the individual comments to follow provided for each Public Access in chronological order. Public Access 01 is the northern most access for Georgetown County and the following accesses to the South are numbered in ascending order. Public accesses are utilized as staging points to reference the photos and comments. Phase I and Phase II are labeled for each access s page as these two phases are mixed throughout the Garden City beaches. Individual access observations are provided within Appendix C to document the estimated length of beach observed at each access (typically spanning South to the next access). This estimated length along with observations of remaining sand fencing elements was utilized in the determination of estimated quantities for re-construction and photo-documentation is provided to as evidence to the observed damages along the coastline. GARDEN CITY: INLET HARBOUR PHASE III Phase III covers the remaining beaches located in Garden City not included in either Phase I or II. This phase includes approximately 1,900 feet of shoreline adjacent to the Inlet Harbour private community located at the southern end of Garden City. The length of beach at this location was utilized to provide an estimated quantity of sand fencing required to protect this stretch of beach for Georgetown County s consideration to install sand fencing at this location. NORTH LITCHFIELD PHASE IV Phase IV includes beaches corresponding with Public Access No. 45 through Public Access No. 59, spanning from the southern property line of Huntington Beach State Park to the northern boundaries of the Litchfield by the Sea community. This phase includes approximately 6,600 feet of shoreline and was observed to document the existing condition of the beach, primary dune condition, and observe for any sand fencing following Hurricane Matthew. Phase IV observations are discussed on a per public access basis in Appendix C, similar to Phase I & II. Photos and description of observations for any existing sand fencing and dune conditions are provided to document the damages sustained along this stretch of beach. Dune escarpment along this portion of shoreline is pronounced and can be measured up to four feet in height on vertical faces of dunes which lost sands due to erosion. - 5 -

LITCHFIELD BY THE SEA PHASE V Phase V covers the shoreline adjacent to the Litchfield by the Sea community and spans South to the Litchfield Inn, just North of Public Access 60. This phase includes approximately 6,200 feet of beach along the community and this length was utilized to provide an estimated quantity of sand fencing required to protect this stretch of beach for Georgetown County s consideration to install sand fencing at this location. LITCHFIELD BEACH PHASE VI Phase VI includes the public beaches spanning from Public Access No. 60 South of Litchfield Inn on Norris Drive through Public Access No. 66. This phase includes approximately 2,060 feet of shoreline and was observed to document the existing condition of the beach, primary dune condition, and observe for any sand fencing following Hurricane Matthew. Phase VI observations are included within Appendix C based on assessments performed at Public Accesses. Photos documenting existing conditions and discussion for each public access location is provided to document the damages sustained along this stretch of beach. Dune escarpment along this portion of shoreline is pronounced and can also be measured up to four feet in height. LITCHFIELD BEACH: INLET POINT PHASE VII Phase VII encompasses the beach adjacent to the Inlet Point community located on the South end of Litchfield Beach beyond Public Access No. 66. This portion includes approximately 4,580 feet of beach along the Inlet Point community. This measurement was used to determine an estimated quantity of sand fencing assemblies required to protect this stretch of beach for Georgetown County s consideration to install sand fencing at this location. GENERAL OVERVIEW Based on observations throughout Georgetown County (see Appendix C ) the majority of observed damages included sand/dune loss evidenced in soil failures at dune faces, leaving escarpments behind and observation of supporting sands removed around timber supports on dune cross overs. The escarpments observed were measured up to four feet in height at various locations. The vast majority of locations were observed to have no reusable elements of sand fencing to aide in the reconstruction of fencing. Few locations along the North portion of Garden City (Phase I & II locations) hosted fencing posts, none of which appeared to be reusable based on their out-of-plumb condition or deterioration observed on the posts. Based on these observations, the regrowth of dunes is important as a mitigation effort for future storms and the lack of sand fencing in the beaches current state will not aide in the promotion of dune growth. Sand fencing installation throughout all beaches would be required to provide assistance to rebuilding the dunes via capturing eroded sands, as no fencing is currently installed providing this action on a large scale at the time of this report. - 6 -

V. CONCLUSIONS AND RECOMMENDATIONS DAMAGE ASSESSMENT This summary is based on observed conditions at the public beach access walkovers in Garden City, North Litchfield, and Litchfield Beach, SC. This assessment was intended to document the current condition of the sand fencing and identify areas of damage that resulted from the Hurricane Matthew storm surge in October 2016. Typical sand fencing assembly consist of wooden posts with galvanized wire mesh fencing stapled to the posts. Observed damage to all fencing on the beaches included hydrodynamic and impact loads from debris and soil erosion of the beach/dunes due to the storm surge. The assessment was conducted from the ground and photo-documentation was used to record observable damage. Damage observed throughout all the above-mentioned beaches can be classified as one, or multiple, of the following observed occurrences: 1. Total failure: no fencing material or posts remaining. Typical of locations where heavy dune erosion was observable 2. Fencing failure: connector and/or wire stays failed during storm surge and fencing material was detached from fence posts 3. Scour/Erosion around posts: fencing posts no longer plumb due to combination of hydrodynamic forces during storm surge and movement of supporting soils The majority of the damage observed was total failure of sand fencing components and no components remaining during assessment for locations which previously hosted sand fencing. Various locations which did not exhibit total failure typically had only posts remaining. Few locations were observed where the existing fencing material was remaining. Based on this assessment, the damage to the seaward dune lines and sand fencing was substantial in terms of beach loss and structural damage to walkovers. While nourishment efforts have been performed for the southern end of Garden City to rebuild the beach, the remaining beaches and dunes are reliant on natural processes to rebuild the damaged dunes. These dunes are vital for protection from storm surges. It is our recommendation that sand fencing be installed along the entirety of the three beaches to promote dune growth that will help mitigate against future hurricane events. The re-construction of sand fencing along Garden City, North Litchfield and Litchfield Beaches will entail the construction of two (2) rows of sand fencing and result in the construction of approximately 3,650 sand fence assemblies. These assemblies consist of approximately 11,000 fencing posts and 73,000 linear feet of fencing material. A single fencing assembly refers to a V shaped section per the OCRM guidelines for sand fence construction (see details provided within Appendix A ). Total opinion of probable cost determined for the installation of double row sand fencing for all phases within this scope of work was approximately $212,000. Appendix A provides a broad overview of public beaches within Georgetown County which are discussed within this report and locations of public accesses are marked for referencing purposes. The seven phases utilized to distinguish beaches are depicted within this Appendix A and approximate dimensions for the lengths of fencing to be installed. - 7 -

APPENDIX A ESTIMATED QUANTITIES Based on the observed sand loss and lack of sand fencing to promote natural dune regrowth, estimations were conducted for each phase to determine 100% installation of both single and double row sand fencing for the consideration of Georgetown County officials in determining the correct locations to provide new fencing. Table A.1 below shows the breakdown of total beach length and quantities of fencing assemblies (three posts and fencing in a V shape) for each respective phase. Table B.1 below shows the probable construction costs for each phase for both single and double row installations. Determination of quantities for the above opinion of probable costs was based on the fence design included within Appendix D using OCRM s guidelines for sand fence construction.
