NOTICE OF TIER 1 AGREEMENTS FILING Pursuant to statements submitted by Member airlines of the International Air Transport Association (IATA), the undersigned has been constituted to be their attorney-in-fact for filing with the Department of Transportation copies of agreements adopted by the IATA Traffic Conferences. On their behalf, and pursuant to the procedures specified in Order 2012-4-18 (13 April 2012), I am filing with the Department, in Docket OST-2012-0058, this Notice, the subject agreements and supporting documentation. These agreements are Tier 1 agreements tentatively exempted by Order 2012-4-18 from Condition #2 to the Department s approval of the Provisions for the Conduct of the IATA Traffic Conferences, which condition requires preimplementation Department review. The intended effective date of the agreements is 1 April 2014. The subject agreements amend or establish Resolutions and/or Recommended Practices that do not address subject areas which the Department has indicated it still chooses to review under Condition #2. The text of the agreements and other conference documentation sent to airline Members of IATA accompany this Notice. The cover pages of the documentation clearly identify each affected Resolution and/or Recommended Practice and show whether the subject agreements are amendments or new agreements. Other pages provide the text of each subject agreement. Where an affected Resolution or Recommended Practice has previously been exempted from Condition #2 by Department action, the cover pages include the appropriate

ADOPTED Res Doc : 1 Resolution : 017f Page: 2 of 3 a) the fare for the revised journey will be assessed in the currency of the country of commencement of transportation. b) the fares and charges to be used will be based on the fares in effect on the date of original issue and applicable at the time of commencement of transportation using the IATA rate of exchange applicable at on the date time of the original transaction issue c) when collection is in a country other than the country of commencement of transportation, the amount to be collected will be the amount in the currency of the country of commencement of transportation, converted to the currency of the country of collection at the bankers selling rate in effect at the time of rerouting reissue 4) nothing herein shall be deemed to permit a passenger travelling on an inclusive tour to voluntarily change his routing to a carrier not participating in the tour and still retain the inclusive tour benefits When the revised journey results in a change to the country of commencement of travel (COC) and the currency of the new COC is not the same as that of the previous COC, convert the amount of the fare in the currency of the original COC to the currency of the revised fare at the Bankers Selling Rate in effect on the date of original issue (historic BSR). i. If the original fare in the currency of the new COC is greater than the revised fare in such currency, convert the difference back to the currency of the original COC by reversing the conversion process. This represents the value eligible for refund/netting as applicable. ii. If the original fare in the currency of the new COC is less than the revised fare in such currency, collect the additional amount from the passenger. SECTION C - TOTALLY UNUSED TICKETS 1) Voluntary changes to the first flight coupon (Exchange) a) when a passenger requests a change to the carrier, flight, date, class of service or sector of the first flight coupon, a new ticket must be issued b) the new fare shall be calculated from origin to destination of the new journey based on the fares applicable at the time of commencement of the new transportation and the IATA rate of exchange applicable at the time of reassessment (current fares and IROE) c) all other changes to the first flight coupon are reissues and the provisions of paragraph 2 shall apply 2) Other Voluntary changes (Reissue) a) when a passenger requests a change other than as in 1) a) above, the provisions of Section B shall apply the fare for the revised journey shall be assessed based on the fares in effect on the date of original issue and applicable at the time of commencement of transportation. The IATA rate of exchange in effect on the date of original issue shall apply. b) the fares and related charges shall be recalculated from origin/unit origin for the journey/subjourney to be travelled SECTION D - REFUNDS (for partly used tickets) 1) refunds will be assessed as follows: PTC COMP 1742

ADOPTED Res Doc : 1 Resolution : 017f Page: 3 of 3 a) the amount of the refund will be assessed in the currency of the country of commencement of transportation b) the fare for the travel undertaken will be assessed using the fare(s) in effect on the date of original issue and applicable at the time of commencement of transportation and using the IATA rate of exchange applicable at on the date time of the original transaction issue c) i) when original payment has been made in a currency other than the currency of the country of commencement of transportation, refunds in the same currency as originally tendered will be made at the exchange rate used for the original payment ii) refunds other than outlined in Subparagraph c)i) will be made at the bank rate in effect on the date of the refund. Composite Passenger Tariff Coordinating Conference Dublin, 30-31 October 2013 Summary of Agreements For intended effective date of 1 April 2014, Composite meeting adopted the following changes. Deleted certain specified routings within TC3 as they were no longer needed(resolution 017c, Attachment A ) Added paragraphs 31 and 33 in Resolutions 100 and 101 to facilitate the automation of voluntary changes and refund processes, and aligned Resolution 017f accordingly Amended the definition of Local Combination for clarity (Resolution 012) Added a Side Trip in Resolution 100 for clarity Corrected the definition of Reissue to be in line with the changes made to Resolution 017f and the definition of Exchange at a previous conference Amended the definitions of other and related charges for consistent rounding process for baggage fees Included China in the definition for RU and TS global indicators (Resolution 011b) Redundant terms removed from Resolution 024k PTC COMP 1742
