D R A F T M A S T E R P L A N 2 0 3 0 Foreword 3 Whe Robi Hood Airport Docaster Sheffield (RHADS) commeced commercial flights o 28 April 2005, it was the first day of the ew era of aviatio o the site of the former Royal Air Force Fiigley. I fact, the site ca be liked with aviatio sice before the outbreak of the First World War ad before the formatio of the Royal Air Force, so the sight of aircraft aroud the skies of South Yorkshire was by o meas a uusual pheomeo. RAF Fiigley had a reowed record of service to the atio i keepig with its motto USQUE AD COELUM FINES - To the Furthest Reaches of the Skies. The last military air base of equivalet size to that of Fiigley to be coverted to a commercial airport ad licesed by the UK Civil Aviatio Authority (CAA) was Stasted i 1949. I the iterveig time, the world has moved o ad we live today i a society that requires markedly differet stadards i all maer of day-to-day busiess activities. Thus, whe the airbase became surplus to RAF requiremets, the potetial of the site to further regeeratio i the regio was widely recogised - iteratioal coectivity is key to success i today s global ecoomy. aviatio related busiess space, leisure ad hotel facilities ad also 120 ew houses to complemet the former RAF housig. The project was therefore always more tha just a Airport - it was wedded with the creatio of a viable commuity. The scheme was approved by the Office of the Deputy Prime Miister o 3 April 2003 followig a Public Iquiry which ra for six moths ad gave detailed cosideratio to a wide rage of issues, icludig evirometal effects. Recostructio started i earest i February 2004, just 14 moths prior to the commecemet of operatios. Workig together may groups ad idividuals rose to the task of meetig this deadlie ad, with the iclusio of Europea Regioal Developmet Fudig from the EU Objective Oe programme, helped create a Airport ad Busiess Park capable of sustaied growth over the ext 25 years. Throughout the time of costructio, through to the preset, the operatig compay Docaster Sheffield Airport Ltd (DSAL) has remaied focussed o beig a good eighbour ad cotiues to work closely with Docaster Metropolita Borough Coucil (DMBC), local parishes ad those commuities affected by the Airport s activities. This has bee a sigificat stregth which the Airport recogises it has to work to maitai. The plaig applicatio to redevelop the site submitted o 1 November 1999 outlied the works ecessary to operate a commercial airport capable of hadlig passeger aircraft, freighter aircraft ad geeral ad busiess aviatio types ad predicted growth for the first fiftee years of operatio to 2014. The airbase site would also see the creatio of a busiess park that icluded geeral employmet ad Sice opeig, RHADS growth has bee uprecedeted. The aual rollig throughput is ow over oe millio passegers per aum which compares with may other UK regioal airports that have bee operatig for decades. The jewel i RHADS crow is the ruway, which is of a legth ad width that gives today s moder trasport aircraft global reach. RHADS is truly a iteratioal gateway ito ad from the UK through the Yorkshire ad Humber Regio ad, whilst the Regio is justifiably proud of havig such a airport o its door-step, RHADS should be regarded as a UK atioal asset. The Airport offers busiess ad leisure travellers access to approximately 50 destiatios i almost 30 coutries. As the route structure grows ad awareess of the Airport broades, so there is a icrease i iboud busiess ad leisure visitors which will provide a welcome boost

As a regioal asset, RHADS cotiues to be a catalyst for iward ivestmet which is importat to the Regio s regeeratio ad cosequetly the ecoomic ad social beefits that come from a stregtheed busiess base. I December 2003, The Future of Air Trasport White Paper published by the Departmet for Trasport (DfT) set out the Govermet s sustaiable log-term strategy for the developmet of air travel out to 2030 ad demostrated the essetial role that aviatio plays i the ecoomy ad the coutry s cotiued prosperity. I October 2007, the Govermet published Towards a Sustaiable Trasport System - Supportig Ecoomic Growth i a Low Carbo World. This drew upo the importat issues highlighted i the Ster Review of the Ecoomics of Climate Chage ad the Eddigto Trasport Study, which, together, demostrated the eed for a strog aviatio idustry (withi the overall trasports eeds of the UK), whilst makig the poit that sustaiable ecoomic growth across all busiess sectors requires recogitio of collective evirometal resposibilities. The Future of Air Trasport White Paper ivited 30 of the major UK airports (icludig RHADS) to prepare Master Plas that would iform the plaig process ad, most importatly, provide a mechaism for local commuities to egage with the Airport o its future developmet. Although airport Master Plas are ot statutory documets, the DfT did provide guidace o their preparatio ad the rage of topics for iclusio which should cover effects o the local eviromet, social issues, ecoomic impact ad surface access. If there is oe issue that has a major ifluece upo UK busiess geerally ad trasport specifically, it is sustaiability. The Airport Operators Associatio (AOA), with other air idustry stakeholders, has produced A Strategy towards Sustaiable Developmet of UK Aviatio to address the challeges outlied i the air trasport White Paper. The publicatio demostrated how the idustry is workig with Govermet to create a log-term strategy that balaces the eeds of the eviromet with ecoomic growth ad social resposibility. The Peel Airports Group (of which RHADS is a part) is a sigatory to the documet. I preparig this Master Pla, the Airport sought the views of those with a iterest i the growth of RHADS

Amogst the key stakeholders whose views were sought were the Airport Cosultative Commitee ad Chambers of Commerce. I October 2008, the Airport embarked o its largest o ever public cosultatio exercise over a twelve week period. A series of cosultatio evets were held across the sub-regio to publicise ad seek commet upo the draft Master Pla. Over 2,000 resposes were received. All the commets received were aalysed ad the results published i a Iterim Cosultatio Report i May 2009. Details of these commets, ad the Airport s respose to them, are set bee made to may other parts of the Master Pla; e.g. to reflect chages i plaig policies that will eed to be take ito accout of i ay future plaig applicatios for sigificat proposals. It is clearly importat for the Airport to cotiue its dialogue with local people ad others with a iterest i the developmet of RHADS. I this way it will be able to keep local commuities iformed of its future plas. The Master Pla will ow be submitted to the DfT, together with the reports o the public cosultatio exercise ad Sustaiability Appraisal. It is hoped that the Master Pla will give all those with a iterest i RHADS a commo uderstadig of its log-term aspiratios ad future developmet eeds. It will be subject to review every five years i accordace with DfT advice ad further public cosultatio each time. Natioally, demad for air travel is projected to be betwee two ad three times curret levels by 2030. 1.2 The Govermet s White Paper, The Future of Air Trasport DfT (2003) (the White Paper) establishes a strategic framework for the sustaiable developmet of airport capacity i the UK to 2030 i the cotext of wider developmets i air trasport; ad sets out the coclusios of the Govermet o the case for future expasio at airports across the coutry. The White Paper does ot of itself authorise or preclude ay particular developmet, but sets out policies that will iform ad guide the cosideratio of specific plaig applicatios brought forward by airport operators. It requires idividual airports to prepare ad publish Master Plas for their growth ad developmet over this period. 1.3 The Govermet has sice published a report 1 o progress made i implemetig the policies ad proposals i the White Paper. The report reaffirms the Govermet s commitmet to the strategy set out i the White Paper, that is, support for the developmet of the aviatio sector across the UK, maily through makig the best use of existig capacity, ad esurig where additioal capacity is required its provisio is i lie with its evirometal obligatios. 1.4 This Master Pla sets out the developmet proposals to 2030 for Robi Hood Airport Docaster Sheffield (RHADS) i accordace with advice from the DfT o the preparatio of master plas 2. The draft of this Master Pla has bee cosulted upo widely with the local commuity, local authorities i the viciity, busiesses ad eviromet agecies ad orgaisatios. All the commets received have bee take ito accout i the preparatio of this fial versio of the Master Pla. A separate report o the cosultatio exercise is published alogside the Master Pla. The Natioal Importace of Air Trasport 1.5 The White Paper recogises that airports ad air services play a key role i the UK s ecoomy. Airports play a vital role i facilitatig this activity ad i makig the UK a more attractive place i which to ivest ad do busiess. 1.8 Airports also play a vital role i less direct ways. I 2004, the tourism sector employed aroud 1.4 millio people, which is aroud 5% of total employmet, ad aroud 28 millio people visited the UK, spedig some 13 billio. These visitors accouted for aroud 85% of tourism expediture ad 70% of them arrived by air. 1.9 York Aviatio estimates that air trasport directly supports aroud 185,900 jobs ad cotributes about 11.2 billio of gross value added (GVA). Takig ito accout idirect ad iduced effects, this rises to 580,000 jobs ad 22.2 billio of GVA. It is the itetio of the Airport to submit appropriate plaig applicatios whe all the circumstaces are right, which will ecompass the mai proposals to accommodate future Airport growth.
