General Summary of Function/Purpose of Position As the recognized resource, Flight Dispatcher, this position is the primary customer contact for the Air Transport Unit which provides "on demand" air travel for the executive, legislature, judiciary and other state agencies and state four year universities/colleges. This position will maintain records related to Office of Aeronautics flight security programs for regulatory compliance; act as the recognized resource person for Aircraft Logs, the state s complex flight scheduling software; includes maintaining currency records for the unit, acting as primary vendor contact, and assisting other staff members in its use; research topics for inclusion in MDOT Aeronautics aviation seminars, education events and other public forums; and coordinate flight and maintenance schedules, compiles necessary flight logs, records, etc., and submits user billing information to the Bureau's Fiscal Coordination Unit.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 30 Schedule and dispatch flights. Primary contact and resource person for Aircraft Logs Act as primary customer unit contact for 24/7 on-demand air transport fleet. Provide unit supervisor with records of current pilot flight assignments, maintenance schedules for mandatory inspections and crew currency requirements. Become proficient on the use of Aircraft Logs, the flight schedule and reporting software. Using both air transport unit operational requirements and customer travel parameters and needs, coordinate with flight crew to determine proposed trip requirements pertaining to passenger/loading, destination(s), travel date(s), and desired departure/arrival times. Coordinate with flight crew to determine the appropriate airport at users' destination and the proper aircraft required based on customer needs and pilot requirements. Duty 2 General Summary: Percentage: 30 Maintain Section Data including Regulatory, Financial, Legislative Reporting Requirements Prepare, closeout and reconcile all flight logs for cost and billing purposes. Maintain proper records of all completed flights including but not limited to flight times, pilot duty hours, pilot currency, flight logs and costs associated with flights conducted by and for Air Transport unit. Track and manage records, assuring proper entry of requested user information, destinations, passenger manifests, aircraft flight time and pilot duty hours into computer scheduling software. Confirm correct log entry of resultant aircraft, pilot, and applicable layover charges. Oversee reconciliation of all flight logs, aircraft logbooks, maintenance records and monthly reports. Manage transfer of completed logs to the Office's Fiscal Coordination Unit for inter-accounting these charges. Duty 3 General Summary: Percentage: 20 Aviation Safety & Security Compliance Track Office of Aeronautics security programs for compliance with FAA, TSA and Homeland Security regulations and directives. Initial contact for Customs & Border Protection (CBP) to schedule appropriate CBP inspections for international flights. Maintains security sensitive waiver with FAA/TSA for flight operations into Reagan ational Airport. Duty 4 General Summary: Percentage: 10 Outreach and Education This position will conduct research, develop subject materials and participate in presenting aviation safety related programs at aviation seminars, education events and other public forums. The position will coordinate and participate in planning of same. Participate in research, planning, preparation and presentation of safety seminars to the public. Participate in aviation related conferences, meetings and education in-service programs/workshops. Duty 5

26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Education typically acquired through completion of high school. EXPERIECE: Departmental Technician 10 Three years of experience as a technician or paraprofessional, including one year of experience equivalent to the experienced level in state service. OR Two years of experience performing administrative support activities equivalent to the 9-level in state service. OR Two years of experience as a supervisor of administrative support activities equivalent to the 9-level in state service. Alternate Education and Experience Departmental Technician 10 Possession of a Bachelor s degree and one year of professional experience may be substituted for the experience requirement. KOWLEDGE, SKILLS, AD ABILITIES: Knowledge with state and federal aviation regulations and rules are preferred Knowledge of airport operations, preferred. Ability to maintain records and prepare reports and correspondence related to the work. CERTIFICATES, LICESES, REGISTRATIOS: Valid driver's license.
