Introduction The cooperation between the Government of Montenegro and international financial institutions has been very intensive in recent years. Grants and loan funds, which are provided by international financial institutions, are intended mainly to improve the macroeconomic environment, legislation, implementation of institutional reforms, all aimed at creating an environment that would attract investors, in the function of sustainable growth and development. It is for the purpose of affirming the importance of continuous collaboration with international partners, the Ministry of Sustainable Development and Tourism will organize the third conference on "Supporting the implementation of projects in the field of environment and utility infrastructure." The conference is of particular importance for ensuring effective financial and technical support of international donors and financial institutions in the implementation of priority projects in the field of environment, waste, wastewater and water supply management. When selecting projects, in the field of environment, waste, wastewater and water supply management, in this brochure we want to promote the projects in these areas which constitute the priorities for improving the situation, whose implementation is scheduled to begin by 2012, and for which no funding has been provided. Also, the brochure lists the projects whose implementation is fully secured in terms of funding in order to affirm the entities who provided the required loan or grant funds, such as international financial institutions, EU funds, international organizations and partners with whom the authorities of Montenegro opened collaboration at the state level. We believe that the efforts made by the Montenegro are recognized by international financial institutions, which have positively evaluated the results achieved so far, and at the same time impose an ongoing demand for intensified efforts in the future. Montenegro experiences this as its duty again and is making every effort, within the framework of EU support for projects in the field of environment, waste, wastewater and water supply management, to make their implementation more efficient, faster and more competent. Projects for which the Funding was Provided 4

Waste Management 1. Construction of a Regional Landfill in Bar The total value of the project is 12.567 million Euros. Phase I of the construction project in the amount of 8,200,000 is funded from a World Bank loan ( 8,000,000) and by the Government of Montenegro (200,000 ). In 2010, the spatial planning document was adopted by the Local Parliament of Bar. The Municipalities of Bar and Ulcinj adopted their respective decisions on forming a joint Company to manage the regional landfill and signed the Contract establishing a Limited Liability Company for the management of sanitary landfill "Mozura" - Bar. The Company was registered. The Feasibility Study was prepared by "PORR Technobau" on the level of Conceptual Design. The contractor "Integral'' from Banja Luka will prepare a Final Design and carry out the works, following the "design and build model, FIDIC (Yellow Book). It is necessary to provide funds for the II, III, IV, V, VI, VII phase of construction. 2. Rehabilitation of the Dumpsite "Cafe" in Bar The value of rehabilitation works is 3,500,000. The amount of investment will be covered through a loan arrangement with EIB, as well as supervision of works. In June 2009, the Municipality of Bar engaged the consulting firm "IK consulting" to prepare a Final Design of restoration and reclamation of the dumpsite "Cafe". Draft Final Design was prepared. Through the fund WBIF2010, funding was provided for the development of tender documentation according to the build contract model - Red Book FIDIC. In this regard, the international consultant "COWI in cooperation with PROCON prepared the Terms of Reference for the selection of designer of tender documents for rehabilitation and recultivation of the dumpsite "Cafe" in the Bar. 3. Rehabilitation of the Dumpsite Vrtjeljka in the Old Royal Capital Cetinje The value of investment was not determined since no technical documentation was prepared. The international consultant "COWI" (WBIF 2010) was engaged by the Commission of the European Union to prepare the necessary technical documentation. The project is planned to be financed from the EIB loan. 4. Construction of a Regional Landfill in Kotor Total estimated cost of the investment at the level of the Draft Final Design amounts to 14,683,159, while the amount of 7,750,000 relates to the implementation of the first phase of the Project which includes: construction of the landfill body; procurement of equipment for the landfill; construction of access road to the recycling center. This amount provided for the construction of a landfill with a service life of 20 years. The Government of Montenegro adopted the Decision on determining the public interest to carry out the municipal activities of construction, maintenance and use of the regional sanitary landfill for the Municipalities of Kotor, Tivat, Budva on the site of "Trešanjski mlin"; the Government of Montenegro, by its Decision on determining the public interest to carry out the municipal activities of construction, maintenance and use of the regional sanitary landfill for the Municipalities of Kotor, Tivat, Budva, entrusted the activities of delegation of execution of works and organization of technical supervision in the course of construction of the landfill and the necessary infrastructure, as well as maintenance and management, to the Limited Liability Company DOO Lovanja "Kotor; The Feasibility Study was prepared by "PORR Technobau" from Austria and includes a Conceptual Design; in parallel the procedures for Final Design drafting and auditing are implemented. "IK Consulting" Belgrade was engaged as a designer, while the audit is conducted by PI "Institute for Research and Development in the of Occupational Safety", Podgorica. The draft Final Design includes the construction of a recycling center; EIA was prepared in 2009 by "Energoprojekt" - Belgrade and the Ministry s approval was obtained. In December 2009, MORIT announced a public call for the selection of the winning bidder for the development of a Local Location Study for the location where the construction of a landfill is planned. In January 2010, "Planning" - Niksic was selected to design the Local Location Study. A draft document was prepared and public hearings conducted. 5

5. Construction of a Regional Landfill in Nikšić According to the draft Final Design, total investment costs amount to 16,573,328. Through a loan arrangement of the EIB, the funding was provided in the amount of 9,200,000 for the implementation of the first phase of the project that includes: construction of the landfill body; procurement of equipment for the landfill and construction of the access road is funded from the EIB loan. The spatial planning documents were adopted by the Municipality of Niksic in November 2009. In April 2008, the Decision on joint organization of municipal waste disposal operations for the Municipality of Plužine and Šavnik was adopted, and in March 2009 the joint venture DOO Budoš was established. In 2008, the Feasibility Study was prepared by the consulting firm "Eptisa" from Spain, including a conceptual design. In 2009, the EIA was also prepared by the consulting firm "Eptisa", and the EIA was approved by the Ministry. "IK Consulting", Belgrade, was engaged to prepare a Final Design for the regional landfill in the Municipality of Niksic, while the PI "Institute for Research and Development in the of Occupational Safety", Podgorica, was engaged to audit the design, which is conducted in parallel with the development of the design. Increasing the capacity of the landfill requires the preparation of a new EIA, while the funding for the EIA preparation for the purpose of building a landfill in Niksic was provided from the WBIF 2010 Fund which will be implemented by PROCON in cooperation with the international consultant "COWI", which was selected by the Commission of the European Union. Through the Fund WBIF2010 funding was provided to prepare the tender documents according to the model contract ''build'' - Red Book FIDIC. In this regard, the international consultant, in cooperation with PROCON, prepared the Terms of Reference for the selection of a designer of tender documents for the construction of a regional landfill in Niksic. 6. Construction of a Leachate Treatment Plant at the Landfill of Livade in Podgorica The project value amounts to 2,000,000. Through a loan arrangement with the EIB, funding was provided for the preparation of Final Design and the construction of a leachate treatment plant. In 2008, VU-TI- INŽINJERING-Bar prepared a Conceptual Design for the construction of a leachate treatment plant. The sewerage network was constructed whereby the precondition for the construction of a leachate treatment plant was met. For further implementation of the project, it is necessary to develop bidding documents for the selection of the designer and contractor according to the ''build and design contract model -FIDIC Yellow Book, as well as for supervision of construction works following the model Contract, White Book FIDIC, and the funds are provided from WBIF 2010 which will be carried out by PROCON in cooperation with the international consultant "COWI, that was selected by the Commission of the European Union. In accordance with the Action Plan, the Terms of Reference were drafted for the selection of the designer and contractor and construction supervision by the international consultant COWI and PROCON. 6

Wastewater 1. Construction of a Wastewater Treatment Plant in the Municipality of Berane The value of the wastewater treatment plant construction project is 5,749,600. The location for WWTP, "Talum", is defined under the GUP. The Feasibility Study was prepared in December 2010 "WYG International. Auditing of the Study is currently under way, carried out by the Commission established by MORIT. The Local Location Study for the site of "Donji Talum" was completed in December 2010. The planned location is owned by the Municipality. 2. Construction of the Main Collector and Sewerage Network in the Municipality of Berane The value of sewerage network construction works is 7,651,600, to be financed partly from the EIB loan (1,272,600), and partly from the IPA 2012 fund (6.379.000), while the costs of supervision of construction (230,000 ) will be fully covered by the EIB loan. The Feasibility Study was prepared in December 2010 by "WYG International. Auditing of the Study is currently carried out by the Commission established by MORIT. 3. Construction of a Wastewater Treatment Plant in the Municipality of Bijelo Polje The value of wastewater treatment plant construction works is 3,680,000 and will be financed partly from the EIB loan (1.8 million), and partly from the fund IPF MW (1.88 million), while the costs of supervision of construction ( 111,000) will be fully covered from the EIB loan. The Municipality of Bijelo Polje adopted its Detailed Urban Plan in 2006. The land on the site planned for the construction of a wastewater treatment plant under the DUP is owned by the Municipality, and is currently inhabited by the Roma population living in illegally constructed buildings. The Feasibility Study was prepared by the consulting firm ''Jacobs'' engaged by the European Investment Bank, funded through the project Investment Fund for the Support to the Danube Region''. The EIA and Preliminary Design of the wastewater treatment plant and sewerage network are currently drafted by "IK Consulting", Belgrade. 4. Construction and Rehabilitation of Sewerage Network and Main Collector in the Municipality of Bijelo Polje The value of sewerage network construction works is 3,550,000, to be financed from IPA 2011 fund, while the costs of supervision of construction ( 106,500) will be fully covered from the EIB loan. The Feasibility Study was prepared by the consulting firm ''Jacobs'', engaged by the European Investment, through the project ''Investment Fund for the Support to the Danube Region''. The EIA and Preliminary Design of the wastewater treatment plant and sewerage network are currently drafted by "IK Consulting", Belgrade. 5. Construction of Wastewater Treatment Plant in the Old Royal Capital Cetinje The value of WWTP construction works is 7.5 million and will be financed partly from the EIB loan (6.5 million), and partly from the IPF MW fund (1,000,000), while the costs of supervision of construction will be fully covered by the EIB loan. The Municipality of Cetinje selected the location planned for the construction of a plant, which is located in the village Dobrsko; the Feasibility Study was prepared by the selected consultant "Energoprojekt" - Belgrade (May 2010). It was audited by the Commission appointed by the Ministry of Spatial Planning and Environment; the consulting firm Medix", Pogorica, developed the EIA in June 2010; a preliminary design is currently being developed by the "IK Consulting", Belgrade. It is expected that the preliminary design will be completed by the end of May 2010. After developing the preliminary design of the wastewater treatment plant and sewerage network, the Old Royal Capital of Cetinje will be required to prepare the Terms of Reference in order to develop the spatial planning documents required for implementing the project. 7

6. Improvement of the Sewerage Network in the Old Royal Capital Cetinje The value of the works amounts to 3,200,000 and is planned to be financed from the IPA 2011 fund, while the costs of supervision will be covered from the EIB loan. The Feasibility Study was prepared by the selected consultant "Energoprojekt" - Belgrade (May 2010). It was audited by the Commission which was established by the Ministry of Spatial Planning and Environment; Medix", Pogorica, prepared the EIA in June 2010.A preliminary design is currently under preparation by the "IK Consulting", Belgrade. It is expected that the preliminary design will be completed by the beginning of the third quarter of 2011. 7. Construction of Wastewater Treatment Plant, Improving Water Supply and Sewerage Network in the Municipality of Danilovgrad The total value of the wastewater treatment plant construction works and improving water supply and sewerage network in the Municipality of Danilovgrad amounts to 5,350,000. The funding for the project was provided through a loan arrangement with the EBRD. The Loan Agreement provided for the grant funding for supervision of works amounting to 375,000, and a grant to improve both financial and operational performance of the enterprise to manage water resources in the Municipality of Danilovgrad in the amount of 200.000. A Study of environmental and social impact of the Public Utility and Craft Company of Danilovgrad was prepared by the consulting company doo "DECONTA", in addition to a Technical and Economic Analysis of infrastructure development project in the Municipality of Danilovgrad, by the EBRD consultant. Both documents are financed by the EBRD. 8. Construction of Wastewater Treatment Plant in the Municipality of Nikšić The value of wastewater treatment plant construction project amounts to 15,000,000. Consulting services of the Consultant "TYPSA-TECHNOM", Spain amounted to 1.343.628.00. The Feasibility Study and EIA were prepared by Jaroslav Cherni" - Institute for Water Management Belgrade, in January 2009. Through the EIB loan for the project ''Water supply and Wastewater Management in Montenegro,' funding was provided to complete the construction of the wastewater treatment plant. In May 2011, a contract was signed between the Municipality of Niksic the Spanish consortium ''Aqualia/Hidroterm''. The contract covered both components, including the construction of a wastewater treatment amounting to 12,660,785.45 and the design and construction of the tunnel with the connections in the amount of 1,586,366.17. The value of the contract signed by the Municipality of Niksic and the Spanish consortium ''Aqualia/Hidroterm'' amounted to 14,199,838.00. 9. Construction and Reconstruction of the First Phase of the Sewerage Network in the Municipality of Nikšić The value of the first phase of sewer network construction project amounts to 3,500,000. A grant provided through the IPA 2008 programme fully covered the construction of the first phase of the sewer network. The Feasibility Study was prepared by "Jaroslav Cherni"-Institute for Water Management, Belgrade in 2006, including a conceptual design; in 2008, the Feasibility Study and EIA for the wastewater project in Niksic were audited by the consulting firm EPTISA" engaged through the project ''Support to the Environmental Sector" which was funded by the European Union. A part of the project relating to the reconstruction and construction of sewage network is carried out by the Delegation of the European Union, being responsible to conduct the activities implementing the approved funds through the IPA 2008 fund. After the selection of the Company Alpine Bau GmbH of Austria to implement the project, according to the "design and build" model contract, implementation of parallel activities was initiated relating to a Final Design developing and auditing, and phased construction (deadline planned for completion was 22 months from the date of signing the contract with Alpine Bau GmbH, i.e. November 2011). Auditing of the Final Design and supervision of works of reconstruction and construction of sewer network is carried out by the consulting firm "TYPSA TECNOMA", Spain. 10. Construction of Wastewater Treatment Plant in the Municipality of Pljevlja The value of wastewater treatment plant construction works amounts to 5,850,000 and will be partly financed from the EIB loan (2.35 million) and partly from the IPA 2010 Fund ( 3,500,000), while the costs of supervision of construction ( 180,000) will be fully covered from the EIB loan. The spatial plan was prepared, an opinion of 8

the Ministry of Spatial Planning and Environment obtained, and a public hearing held; the Feasibility Study was prepared in June 2007 by the consulting firm "Jacobs" engaged by the EIB, including a conceptual design for the construction of WWTP, the main collector and the reconstruction and renovation of the Cehotina River bed; a conceptual design and EIA for the construction of the WWTP were prepared by the consultant "Hidroinženjering doo", Slovenia, in September 2010. Auditing of the preliminary design is underway by the selected auditor, "IK Consulting", Belgrade, while the EIA was approved by the Environmental Protection Agency. The location planned for WWTP is privately owned. A land expropriation study was prepared. 11. Construction of Main Collector in the Municipality of Pljevlja The value of construction works for the main collector amounts to 2,500,000 and will be financed partly from the EIB loan (1,000,000), and partly from the IPF MW fund ( 1,500,000), while the costs of supervision of construction (75,000 ) will be fully covered from the EIB loan. The Feasibility Study was prepared in June 2007 by the consulting firms "Jacobs", engaged by the EIB, including a conceptual design for the construction of WWTP and main collector and the reconstruction and renovation of the Cehotina River bed; Final Design for the construction of the main collector line of sewer system was developed in 2007 by the Civil Engineering Faculty in Podgorica and audited as well, after which a phased implementation of the works was approached; so far 800 m of the storm water drainage system has been constructed and 700m of the municipal wastewater collection system. 12. Construction of Wastewater Treatment Plant in the Municipality of Plav The value of wastewater treatment plant construction works amounts to 7,092,900, to be financed partly from the EIB loan ( 3,424,800), and partly from the IPA 2012 Fund (3.6681 million), while the costs of supervision of construction (200,000 ) will be fully covered from the EIB loan. A Decision to develop an Urban Development Plan was adopted, and the spatial planning documents are currently being developed; the Feasibility Study was prepared by the consultant ''Energoprojekt-Hidroinženjering "ad Belgrade''; in parallel with its developing, the study was audited; the Terms of Reference were prepared which will, through the Program for preparation of project documentation (PPF), which is available from the Delegation of the European Union to Montenegro, provide technical assistance for the preparation of a conceptual design for the construction of a wastewater treatment plant and sewerage network. 13. Construction of the Sewerage Network in the Municipality of Plav The value of sewerage network construction works is 3,017,100, to be financed partly from the EIB loan (2.1271 million), and partly from the IPF MW Fund (800,000), while the costs of supervision of construction (90,000 ) will be fully covered from the EIB loan. The Feasibility Study was prepared by the consultant ''Energoprojekt- Hidroinženjering" a.d. Belgrade''; in parallel with its developing the study was audited. The Terms of Reference were prepared which will, through the Program for the preparation of project documentation (PPF), which is available from the Delegation of the European Union to Montenegro, provide technical support for the preparation of a conceptual design for the construction of WWTP and sewerage network. As a part of funding provided from the assistance program for infrastructure (IPF Municipal Window) for the year 2009, to implement the project "Construction of wastewater treatment plants in the Municipalities of Cetinje, Bijelo Polje, Pljevlja and Plav" the total amount of 5,000,000 was provided. The funding will be implemented in accordance with the conditions to be defined by the Memorandum of Understanding between the Government of Montenegro and the EIB, and in accordance with the Contribution Agreement between the EC and the EIB. 9

Environment 1. IPA Project "Ambassadors of Cross Border Cooperation - Durmitor and Tara" in the Cross Border Programme Serbia-Montenegro The project is on hold. The specific objective is to strengthen the cooperation between national parks: NP "Durmitor" and NP "Tara" in the cross border region through the improvement of the tourism structure. Value: 136,916.54. Implementation time: 18 months 2. IPA "Nature for Future", in the Cross-Border Cooperation Montenegro-Croatia The main and most important activity of the Project is the construction of a joint partnership center for visitors through education in both national parks, located in the border area.
