1 PURPOSE OF THE CALL FOR EXPRESSIONS OF INTEREST The Chamber of Commerce and Industry (CCI) of Morbihan is launching a call for expressions of interest to identify the airlines that might be interested in the development of routes to and departing from Lorient Bretagne Sud Airport. The aim is to get in touch with them to study feasibility of new routes. This approach is justified by established customer potential, immediate availability of equipment, expectations of businesses in southern Brittany and the desire of local authorities to enhance the development of the airport. Parliamentarians, local elected representatives and many business leaders have recently expressed their attachment to the airport, both for business connections and incoming tourists. 2 PRESENTATION OF LORIENT BRETAGNE SUD AIRPORT Airport website: https://www.lorient.aeroport.fr/ Lorient Bretagne Sud Airport is a joint-used airport (military and civilian) owned by the Government. The Government has entrusted the management of the civil part of the airport to the CCI of Morbihan, through a public equipment concession, until 31 December 2021. 2.1 Territorial context The airport is located in the town of Ploemeur (56270), west of the city of Lorient, in the department of Morbihan, close to Finistère. It is set up in a catchment area population of 700 000 inhabitants within an hour radius. Its demographic and economic dynamism ensures this territory's steady growth, especially on the coast. In terms of tourism, South Brittany is very attractive, thanks to famous places such as «la pointe du Raz», the town of Pont-Aven, «le Golfe du Morbihan», as well as «le pays d Auray» (Carnac, Quiberon, Belle-Ile ) which represents 39% of overnight stays in Morbihan. In economic terms, Morbihan has a great variety of companies, characterized by the dynamism of business creation (2 558 in 2017, for a net balance of 1 245 establishments). 2.2 Available fittings The civilian part of Lorient Bretagne Sud Airport is equipped with: - a 3 600 square meter terminal which can host 500 000 passengers a year, open to international traffic; - aircraft parking renovated in 2013 ; - a car park for 450 vehicles. The airfield is offering two runways: - a main runway of 2 400m x 45m east-west facing, concrete coating, with a landing aid ILS CAT 2, lighting system HI/BI-PAPI, approach ramp, flashing lights ; - a secondary runway of 1 670m x 45m north-south facing, concrete coating, with a landing aid ILS CAT 1, lighting system BI. The runway equipment is capable of handling A318/319/320/321 and B737/800 aircraft. The equipment is as follows: - two mobile generator sets 28VCC/115VA/400 HERTZ, - one air start unit (ASU), - an aircraft bridge, - a Loader Lam 7000 for containerised aircrafts, - a toilet trailer and a drinking water trailer, - a defroster for aircraft of type 1. Aircraft Rescue and Fire Fighting Services (SSLIA) is level 6 under regulations and level 7 under derogation. The airport is open to traffic after validation of scheduled flights during the IATA seasons and for seasonal flights. The terminal is equipped with a two-line filtering inspection station to regulate the flows. It also includes a travel agency (Corpo-Travel), a VIP private lounge and a business area. 2.3 Traffic statistics In 2017, Lorient Bretagne Sud Airport served those destinations: - PARIS-ORLY by HOP! Air France airline (86 673 passengers) - PORTO by Ryanair airline (24 384 passengers) - LONDON-STANSTED by Ryanair airline (13 095 passengers) It welcomed 129,786 passengers in 2017: - 124,152 on regular flights, - 5,634 on non-scheduled flights. From April 2018, two new destinations are served: - TOULOUSE, served by APG Airlines; - LE BOURGET, marketed by Corpo-Travel Agency. Call for expressions of interest page 4 on 6

2.4 Marketability A commercial study was carried out in 2013. It established a customer potential on different routes, and particularly: Business customers destinations: - to hubs allowing to reach various European cities, - to the South East of France. Tourist customers destinations: - to Northern Europ and the West Indies, - to Eastern Europ and Maghreb. A new commercial study is being conducted in 2018 by national and regional French authorities. 3 POSSIBLE ROUTES 3.1 Identified needs For the territory of Lorient and southern Brittany, the CCI of Morbihan spotted needs from and to the following airports: Regular services: Seasonal services: PARIS-ROISSY AJACCIO LYON BASTIA TOULON MADRID MARSEILLE BARCELONA FRANKFURT DUBLIN AMSTERDAM - This list is non exhaustive. The CCI of Morbihan can study all the destinations for which the airlines express their interest. 3.2 Open proposals The airlines interested in Lorient Bretagne Sud Airport are free to propose the development of air links: - to and from all destinations, including those not stated among identified needs (table above), - any frequencies: regular or seasonal, - with stopovers in other airports if necessary.
