In order for the Council to attain the Power of Well being, three further Councillors need to attend the appropriate training. NCALC are to advise the Council when the training is available. 10/843 Annual Support to Campaign for Rural England CPRE It was resolved to approve the annual financial support to CPRE at a cost of 29.00. 271

10/844 Parish Council Website Cllr Gilkes reported that he had started to set up the Parish Council website www.brixworthpc.org.uk. It was confirmed that the annual cost for the website would be 24.95. Any additions (i.e. pcbrixworth email addresses or a pdf writer) would be extra. It was resolved to arrange a meeting to look at the managing of the site. The Chairman reported that Mr Coles had informed the Parish Council that the Brixworthonline website may be sold or passed on. The Council wished to pass on their thanks to Mr Coles for providing this valued community website and service for the village over the years. 10/845 Police Representative s Report PCSO Jo Hillery gave the following report: 7.1.10 Bike stolen from Northampton Road 12.1.10 Land Rover stolen from Station Road 12.1.10 Two vehicles damaged in Broad Street 20.1.10 Motor bike stolen, youth crashed the bike and was arrested 20.1.10 Theft from motor vehicle (van with tools) in Hall Park 21.1.10 Car damaged in the Ashway 21.1.10 Man exposed himself to young girls on St David s Recreation Ground 22.1.10 Three parking tickets issued parking on yellow lines in Northampton Road 22.1.10 Police visited ten youths parents (regarding anti social behaviour), resulting in banning the group going out. One being interviewed at Police Station. Overall crimes are up 221 compared to 185 this time last year. Community Panel held on 7 January 2010, unfortunately noone turned up. Next meeting to be held on 18 March 2010. Sgt Harris has left following promotion and Sgt Grady is back to lead the Brixworth Safer Community Team. Recreation and Amenities Development 10/846 To Accept Minutes of Meeting 19 January 2010 The Minutes of the Committee Meeting held on the 19 January 2010 having been previously distributed were accepted. 10/847 Cricket Club s Request for Continuation of Arrangement at St David s Recreation Ground this Season It was resolved to continue the Cricket Club s arrangement at St David s Recreation Ground as previous years. 10/848 Report on BMX/Skate Facility Members had received a copy of a letter of engagement from Shoosmiths and received, at the meeting, a report on the legal situation from the solicitor. The report concluded that whilst Brixworth Parish Council can proceed to use the Road as the 272

BMX/Skate facility once the Traffic Regulation Order has been sealed, it cannot stop the neighbouring land owners also using the Road with motor vehicles to gain access and egress to their own land in accordance with any existing access points to those land parcels. I do not think it would be safe for the facility to be in use and for motor vehicles to use it at the same time and consider that Brixworth Parish Council would be at risk as licensee of the land in respect of any damage to property, personal injury or death which occurred as a result of an accident between users of the facility and other persons entitled to use the Road. Following a discussion and in light of the legal opinion the Council resolved to not proceed with the project and to seek redress for costs incurred following discussions with County Cllr Millar. It was agreed to include this in the next edition of the newsletter. The Clerk was asked to speak to the funders and advise them of the situation. Highways and Environment 10/849 To Accept Minutes of Meeting 1 December 2009 The Minutes of the Committee Meeting held on the 1 December 2009 having been previously distributed were accepted. 10/850 Brixworth Weekend Bus Service and Consider Questionnaire Following a discussion it was decided that the Council needed to contact the regulator or licensing authority for further information. Therefore the matter was put on hold until the Council had further details. Cllr Lacey agreed to make the necessary enquiries. This is to be reported at the next Highways and Environment committee. 10/851 Bad Weather Road Conditions in the Village Concerns were raised with regards to certain roads not being gritted during the bad weather (in particular Froxhill Crescent). It was suggested to invite a representative from MGWSP along to a meeting to discuss. Correspondence for discussion 10/852 Letter - Brixworth Christian Fellowship The Council had received a letter from the Christian Fellowship thanking the Council for reducing their charge for the Olive Branch Coffee Shop. 10/853 DDC Chill Out Home Insulation Scheme The District Council has sent out letters to all residents with regards to the chill out home insulation scheme. An exhibition is to be held in the village on 6 February 2010. 10/854 DDC Standards for England Annual Assembly 2009 A toolkit for Parish Councils has been issued to all parishes. The Chairman is currently looking at the document, which will be available for all other members to look at. 273

10/855 DDC Mowing in Villages It was resolved to charge the District Council 875.00 per annum (the council charged 826.00 in 2006) to mow the land at the junction of Spratton Road and Brampton Way. 10/856 East Midlands Fire and Rescue Control Centre Details of the new Fire and Rescue Control Centre were noted. 10/857 NCALC Consultation of Northamptonshire Councils Charter NCALC has submitted a consultation document which describes the working relationship between Local Councils and Principal Councils in Northamptonshire. Members are to email their comments to the Clerk for further discussion at the next meeting. 10/858 Correspondence for information only The Chairman reported that the correspondence file was available for circulation. 10/859 Date of Next Meetings The next Full Council Meeting is to be held on 23 February 2010 in the Community Hall, Library/Community Centre. Urgent Matters For Report Only 10/860 Twinning Working Group The next working group meeting is to be held on 3 February 2010. The group will put together a report to present to the Full Council. 10/861 Community Centre The Clerk reported that she had spoken to ACRE s solicitor who is happy to attend a meeting, carry out the preparation of a trust deed and help with the application for registration to the Charity Commission at a cost. This item was delegated to the Highways and Environment Committee to consider. 10/862 Weight Watchers The Chairman has received complaints regarding the large weight watchers signs, which are, permanently, on display on the roadside. It was agreed to ask for the signs to be removed. 10/863 Mobile Cinema Item to be discussed at the next Highways and Environment committee. It was suggested for Cllr Nunn to provide details for inclusion in the next newsletter. There being no other business the meeting closed at 9.30pm Signed as a true record of the above meeting. Notes of matters raised by members of the public. 1. A resident from St David s Close reported that members of the football clubs are still parking their vehicles inconsiderately in the close. PCSO Hillery confirmed that she would provide leaflets to be put on to the offending vehicles. If the offender persists then an inconsiderate parking ticket can be issued. It was noted that the Council has written to all the clubs to remind them that members should use the car park at the rear of the pavilion. 275
