PUBLIC WORKS COMMITTEE MEETING MINUTES WEDNESDAY, SEPTEMBER 30, 1992-7:00 P.M. George Brodie - Chairman Scott Northmore Dan Brooks (Absent) Katie McCann Bill Glennie Staff members Ron Walton and Andy Nelan were in attendance The meeting convened at 7:00 p.m. and adjourned at 9.25 p.m. ACCOUNTS The following invoices were available for review: Batch 209 BWS 04, 209 RDI 04, 209 RDI 03, 200 BWS 03. DELEGATIONS A delegation headed by Catherine Serwaczek representing certain residents on Wellington Street North explained to the Committee, their concerns regarding traffic and pedestrian safety. THE COMMITTEE ADVISED MRS. SERWACZEK THAT THE O.P.P. HAD BEEN NOTIFIED THE PROBLEM IGNORING THE RESTRICTED ACCESS ON WELLINGTON STREET AT CERTAIN TIMES AND WOULD BE MONITORING THE ROAD, POSSIBLY AS SOON AS TOMORROW. IN ADDITION THECOMMITTEE'tNDICATED THAT THEY WOULD BE CHECKING WITH THEIR TRAFFIC CONSULTANT REGARDING THE PROPOSAL FOR A THREE WAY STOP SIGN AT WESTVALE. MRS. SERWACZEK INDICATED THAT A LOCAL IMPROVEMENT FOR A SIDEWALK ON A COST SHARING BASIS WITH THE MUNICIPALITY MAY BE INTEREST TO THE RESIDENTS. THE ROADS ENGINEER IS TO LOOK INTO THIS MATTER FURTHER. The Roads Engineer indicated that a discussion paper regarding the management of excess fill has been sent to the various Municipalities from the Ministry of The Environment. It was pointed out that this document has far reaching implications and the Ministry of the Environment is currently looking for input before they make the final decision. RON WALTON WILL CIRCULATE THIS INFORMATION AND ANY COUNCILLORS HAVING COMMENTS SHOULD REPORT BACK TO MR. WALTON WHO WILL CO-ORDINATE THE RESPONSE. A delegation was present at the Committee to discuss a proposed park in Springdale Park. It was pointed out to the Committee that the Town currently owns a couple of small pieces of property that were given to the Municipality as dedicated parkland. Brian Horsley was also present at the meeting and indicated that he did not feel this dedicated parkland was appropriate to be developed as a children's park. Roads Department Items A request was received from Camp Big Canoe to allow them an additional weekly garbage bag limit due to the fact that they are only in operation during the summer months. THE COMMITIEE ASKED THAT THEY BE ADVISED THAT THE THREE BAG LIMIT IS IN EFFECT FOR ALL RATEPAYERS, HOWEVER THEY HAVE THE OPTION PURCHASING ADDITIONAL TAGS AT $1.00 PER TAG TO A MAXIMUM THREE ADDITIONAL TAGS PER WEEK OR THEY CAN ARRANGE THEIR OWN GARBAGE PICK-UP AND THEY WOULD BE REMOVED FROM THE URBAN SERVICE GARBAGE AREA. The Committee was advised that the Totten Sims Hubicki draft Transportation Study would be available on October 19th for review. NO ACTION REQUiRED AT THIS TIME A letter was received from the Bracebridge Historical Society pointing out that they are pleased with the proposed Decorative Lighting Proposal for the Town and the outline of certain improvements to the Downtown area. The Society has indicated that they would like to assist in fulfilling the decorative lighting goal and as such have certain monies set aside to illuminate Wood chester Villa and make it an attraction for the Town. KEN CUMMING AND THE DECORATIVE LIGHTING COMMITIEE ARE TO BE ACCORDINGLY ADVISED AND ANDY NELAN WILL MAKE ARRANGEMENTS ON BEHALF THE SOCIETY. The Committee was advised that Mr. Harold Dawson had recently donated a number of streetlights and had installed them as a donation to the activity park. THE COMMITIEE WISHES TO SHOW THEIR APPRECIATION TO MR. DAWSON AND ASKED THAT A LEDER FROM THE TOWN BE SENT AND ALSO THAT A RECOGNITION PLAQUE BE DRAWN UP AND ACCORDINGLY PRESENTED. COUNCILLOR BILL GLENNIE WILL BE CHECKING WITH THE SCHOOL IN REGARD TO POSSIBLE DESIGNS THIS PLAQUE. The Roads Engineer outlined the recently advertised sanding tender. It was pointed out that Muskoka Transport is prepared to undertake the sanding contract for a tendered number of 700 hours at $48.29 per hour. THE COMMITIEE WAS IN FAVOUR A copy of the proposed Snowmobile By-law was circulated to the Committee for their review. THE COMMIDEE WAS IN FAVOUR AND COUNCILLOR DAN BROOKS WILL BE CHECKING INTO THE SIGNING ASPECT THE BY-LAW FOLLOWING ITS PASSING. A IS TO BE ACCORDINGLY PRESENTED TO COUNCIL. SEE NEW ITEM #PW92-53.
The Roads Engineer requested permission to undertake the signing of all recreational trails and footpaths and to produce a map of all existing trails and their uses in accordance Section 4 of the Implementation Schedule of the Recreational Trails Report. ACTION THE COMMITTEE WAS IN FAVOUR The Committee discussed handicapped parking in front of the Courthouse on Dominion Street. After a careful review of various alternate proposals it was suggested that the best location may be beside the Crown Attorney's spot in the existing large parking lot. COUNCILLOR SCOTT NORTH MORE IS TO DISCUSS THIS MATTER WITH THE MINISTRY GOVERNMENT SERVICES. The Committee discussed the naming of Potters Road. A letter had been received signed by the majority of the residents on the road requesting that it be called Partridge Lane. A IS TO BE PRESENTED TO COUNCIL AUTHORIZING THIS ROAD TO BE CALLED PARTRIDGE LANE. SEE NEW ITEM #PW92-54. A request was received to change the name of Slaters Falls Road to Crockford Road. THE COMMITTEE ASKED THAT A PETITION BE CIRCULATED IN THE AREA SHOWING THAT THERE IS A MAJORITY RESIDENTS SUPPORTING THIS NAME CHANGE. The Committee discussed the Kennedy Severance on Lone Pine Drive in regard to the suneying of the old Ferguson Road. THE COMMITTEE DID NOT FEEL THAT IT IS NECESSARY FOR THE TOWN TO SPEND FUNDS ON THIS ITEM. A request was received to have a security deposit released on Granite Bluff. We are currently holding two lots as security. THE COMMITTEE WAS IN FAVOUR RELEASING THE TWO GUARANTEED LOTS AND ACCEPTING THE ROAD SYSTEM INTO THE TOWN'S ROADS MAINTENANCE NETWORK SUBJECT TO MINISTRY TRANSPORTATION'S APPROVAL AND THE RETENTION $10,000 CASH OR A LETTER CREDIT TO COVER ANY DEFICIENCIES. IN ADDITION THEY ASKED THAT THE LOT CURRENTLY HOUSING ALL KINDS BUILDING MATERIAL BE CLEANED UP AND THAT THE ADVERTISING SIGN IN THE SUBDIVISION BE CHECKED. Tenders have been received for Decorative Lighting in the Town of Bracebridge and the repairs to the Town Office Hose Tower.
