BOONE COUNTY REGIONAL PLANNING COMMISSION MINUTES August 15, 2017 Boone County Board Room 6:00 PM ROLL CALL Members Present: Matthew Branom, Chair Bob Kemp, Vice Chair Tony Savino Absent: Phil Newhouse Rachel Bachrodt Staff Present: Hilary Rottmann, Land Use Planner With a quorum present, Matt Branom called the meeting to order at 6:00 p.m. MINUTES: It was moved by and seconded (Savino/Kemp) to approve the July 18, 2017 minutes (4-0) voice vote. PUBLIC COMMENTS: N/A OLD BUSINESS: N/A NEW BUSINESS: Case 19-2017; The applicant Manchester Township; 20904 Grade School Road, Caledonia Illinois 61011 is requesting a Special Use under Section 2.7 (Special Use) and section 3.16.1 (Table of Permitted Uses) of the Boone County Zoning Ordinance to allow for the construction of a machine storage facility in the A-1, Agricultural Preservation District at 2519 US Rt 20, in unincorporated Manchester Township, Boone County Illinois on 3.42 acres. (PIN: 01-21-200-029) Ms. Rottmann read over the applicant s request. Mr. Morse stated he had no comment but was available for questions. Mr. Savino asked if the older white building was staying on the property. Mr. Morse stated they were keeping the old school house. Discussion was had about the location of the new building. Mr. Kemp stated he talked to the neighbors and they had no objections. It was moved and seconded (Bachrodt /Savino) to approve Case 19-2017 as presented roll call vote was taken (4-0) motion was approved. Ms. Rottmann stated that RMAPP and herself had a both at the Boone County Fair. She went over the details for the first workshop for the project and it will be at Fire District #3. Mr. Brandon asked how many survey responses where obtained. Ms. Rottmann stated 154 responses have been obtained so far. Ms. Rottmann stated if we have a meeting in September that the location would have to be at another location another meeting has been planned same time and location. She would keep the members updated on what would happen. Ms. Rottmann stated that Andy Racz had stopped by today to discuss both the city and county planning commission meeting and discuss what each are doing. Ms. Rottmann stated there may be some legal issues with both groups meeting but would like to discuss this more with the State s Attorney and get back to the members. Mr. Branom discussed past history with each group and talked to Gina at the City about meeting. Ms. Rottmann stated she would be happy to create, attend, and help in anyway the board would like when it comes to both groups meeting. ADJOURNMENT: It was moved and seconded (Bachrodt/Kemp) to adjourn the meeting. MEMO BOONE COUNTY PLANNING COMMISSION SOLAR FARMS IN BOONE COUNTY BACKGROUND: Applicant is interested in constructing a solar farm. Currently we do not have specifications in the Boone County Zoning Ordinance addressing this development. It would fall under Energy Facilities. Boone County Zoning Ordinance 1.2 Definitions Energy Facility Shall mean any public or private processing, producing, generating, storing transmitting, or recovering facility for electricity, natural gas, petroleum, coal, or other sources of energy. Section 3.16.1 Table of Permitted Uses Energy Facilities 1.0MW or greater A-1 A-2 RE R-1 RC RC-2 RTN B-1 B-2 I-1 I-2 S S S S S S S S S S S KEY: P = Permitted Use S = Special Use T = Temporary Use A = Accessory Use CURRENT: We have received many calls about solar farm development in Boone County. The County Board is discussing creating an additional text amendment to go along with the special use process like the boarding and breeding amendment. It is still a special use but there are provision that applicants must abide by prior to submitting an application. Please refer to Chapter 4 of the Boone County Zoning Code for additional examples of what this would look like.
