BOONE COUNTY REGIONAL PLANNING COMMISSION MINUTES July 18, 2017 Boone County Board Room 6:00 PM ROLL CALL Members Present: Matthew Branom, Chair Bob Kemp, Vice Chair Tony Savino Phil Newhouse Absent: Rachel Bachrodt Staff Present: Hilary Rottmann, Land Use Planner With a quorum present, Matt Branom called the meeting to order at 6:03 p.m. MINUTES: It was moved by and seconded (Savino/Kemp) to approve the March 22, 2017 minutes (4-0) voice vote. PUBLIC COMMENTS: N/A OLD BUSINESS: Confirmation of appointment to the Boone County Agricultural Conservation Easement & Farmland Protection Commission Ms. Rottmann stated that Rachel Bachrodt accepted the appointment to the Boone County Agricultural Conservation Easement and Farmland Protection Commission. NEW BUSINESS: Case 15-2017; The applicant Spencer Hammer, 2252 Anderson Drive, Belvidere IL 61008 is requesting a Special Use under Section 2.7 (Special Use) and section 3.16.1 (Table of Permitted Uses) of the Boone County Zoning Ordinance to allow for the construction of a self-storage facility in the B-2, General Business District at 2519 US Rt 20, in unincorporated Belvidere Township, Boone County Illinois on 2.8 acres. (PIN: 05-21-300-017) Ms. Rottmann read allow the applicants request. Mr. Hursh the applicant s attorney came forward and described his client s request. Mr. Hammer went over that this would be a cohesive addition to his current business. Discussion of current zoning and the layout of the units were had. Mr. Branom wanted to confirm if outdoor storage was permitted. Ms. Rottmann stated that by the county s definition of selfstorage facility outdoor storage is permitted if a special use is approved. It was moved and seconded
(Kemp/Savino) to approve Case 15-2017 as presented roll call vote was taken (4-0) motion was approved. COMMUNICATIONS: N/A COMMITTEE REPORTS: N/A DISCUSSION: Comprehensive Plan Ms. Rottmann went over the multiple community outreach opportunities that are available to participate in for the Comprehensive Plan update. August 23 rd is the first workshop date and it is located at Fire District Number 3 in Poplar Grove. Discussion was had over the progress of the project and that the Health Department will be Co-Chair the August 23 rd workshop and have helped translate all the marketing material into Spanish. Mr. Branom wanted to inform the committee that Andy Racz reached out to him again from the City of Belvidere wanted to possibly meet to discuss the County s Comprehensive Plan. Discussion was had; Mr. Branom stated he would talk to Andy and possibly Gina DelRose at the City about the structure or the agenda of that meeting. ADJOURNMENT: It was moved and seconded (Savino/Newhouse) to adjourn the meeting. Boone County Comprehensive Plan What is a Comprehensive Plan? It s a guide for decision making and helps set a course for the County over the next decade. What Does it Involve? The Comprehensive Plan presents a vision of Boone County s future. It identifies steps to move toward that vision by providing information about current conditions, long-term goals and objectives, and recommended implementation strategies. Boone County s Plan will address a wide range of issues including but not limited to: land use, housing, education, transportation, recreation, the preservation of historic and natural resources, and economic development. The plan serves as a long-term guide for the community, and it helps County leaders with setting policies and decision-making. How Can You Participate? Citizen involvement in the planning process is critical to ensure that diverse interests and perspectives are considered and incorporated into the Comprehensive Plan. Citizens will have the opportunity to contribute throughout the planning process through social media, surveys, public meetings and community engagement workshops. Each community workshop will be focused on a key topic area of the Comprehensive Plan and held in a community facility within Boone County.
