FOREWORD The redevelopment of The Royal Adelaide Hospital Site on North Terrace in Adelaide s CBD provides an unparalleled opportunity to build upon our city s world class reputation as a must see tourist and business destination and enhance our reputation as an urban innovator. The transformation of the Site into an internationally acclaimed mixed-use precinct will boost jobs, stimulate economic and social activity and play a key role in the future of the Adelaide Riverbank, creating a seamless connection between the Riverbank and North Terrace. The Riverbank Authority is committed to unlocking the potential of the Adelaide Riverbank. The Royal Adelaide redevelopment and a curated program of early activation initiatives are positive steps towards achieving this goal. RENEWAL SA & THE RIVERBANK AUTHORITY Renewal SA is leading the urban renewal of Adelaide on behalf of the Government of South Australia. We are dedicated to developing accessible and connected places as part of our vision for delivering an inspiring urban future. Through the South Australian Government s Vibrant City initiative, our role is to attract more people to live, work, invest and spend time in Adelaide s CBD. We also support the Riverbank Authority, a statutory body created to oversee the facilitation and coordination of development and promotion of the Adelaide Riverbank. The Adelaide Riverbank encompasses 380 hectares of land around the River Torrens, which includes The Royal Adelaide Site. The Adelaide Riverbank is an extraordinary place, accommodating some of Adelaide s most beautiful and important buildings and green spaces. Approximately nine million people visit the Adelaide Riverbank each year and thousands of South Australians work and study in the precinct daily. It is the Riverbank Authority s vision that through the development of businesses, spaces and events throughout the precinct, the Riverbank will become a powerful epicentre of life within the city of Adelaide. The State Government as the owner/custodian of The Royal Adelaide Site, has appointed Renewal SA to manage the redevelopment and through placemaking create a vibrant precinct throughout construction and early stages of the redevelopment. 4 BOWDEN: TOTEM TENNIS INSTALLATION

The Royal Adelaide Vision Adelaide is ranked as one of the world s best business destinations and offers a quality of life that is second-to-none, continuing to rank as one of the world s most preferred cities in which to live. The redevelopment of the old Royal Adelaide Hospital Site provides a once in a generation opportunity to transform Adelaide s CBD. South Australia has a progressive, open for business attitude and a business-friendly Government committed to cutting red tape to allow businesses to create jobs and opportunities. There is also a recognised increase in the confidence of entrepreneurs to start up and carry out business in the city. The announcement of the John Holland and Commercial & General consortium as the recommended proponent to redevelop the Site will see The Royal Adelaide transformed into a new precinct - an attraction for all South Australians as a place of perpetual energy, buzzing with people and a place that fosters new and future technologies and is a test bed for new ideas. Once completed, The Royal Adelaide will become an internationally acclaimed mixed-use precinct, including cultural, community, retail, commercial development, education, research and residential spaces. It will become symbolic of the new Adelaide a city that embraces and champions the development of dynamic precincts that stimulate innovation and social and economic activity. The vision for the Site is to create four distinct but intertwined quarters Garden; Arts, Culture and Tourism; Knowledge and Innovation; and Living all seamlessly integrated with the surrounding streets, businesses, tourist destinations and parklands. Commencing in 2017 when the Royal Adelaide Hospital and associated health services vacate and relocate to the new Royal Adelaide Hospital, Renewal SA will be responsible for delivering a curated program of place activation across the Site. The program will look to bring new life and economic activity to the East End, create jobs and stimulate innovation, helping to enhance Adelaide s reputation as a place where people and business thrive. Renewal SA will work closely with John Holland and Commercial & General to explore the opportunity for temporary activations to be considered within the final development plans. To begin the first stage of planning the programme of place activation, Renewal SA is now seeking expressions of interest from a range of diverse stakeholders for proposals and ideas that will activate buildings and spaces across the Site to create a vibrant precinct. 5 OUR PORT: ST. THE INVITATION Renewal SA, is seeking expressions of interest for short-medium term place activation ideas to be held within buildings and spaces at The Royal Adelaide Site from mid-2017. Renewal SA will manage the short medium term activation program that will breathe new life into the Site and encourage people to visit and start to see for themselves the exciting vision for this project. While providing a range of social, recreational, cultural and commercial benefits to the community, we are inviting expressions of interest for activation ideas that will align with the State Government s vision for the Site and: pay respect to the Kaurna people and more recent history of the Site speak to the entrepreneurial spirit and explore innovation and technology and Adelaide s role as the Southern Hemisphere s first Lighthouse City leverage connections with the East End, the education and cultural precinct, the Botanic Garden and the Adelaide Riverbank provide a cultural offering that benefits the character of the Site and attracts visitors and tourism support a healthy, sustainable, carbon neutral city through design and adaptive reuse (including temporary). The location of the Site lends itself to a variety of potential uses that may include commercial operations, not-for-profit, social enterprise, business incubation and innovation. Opportunities may include events, installations, arts and culture, co-working spaces and retail offerings, just to name a few. You are invited to submit your ideas and interest in activating buildings and spaces across the Site, which focus on delivering creative, innovative and unique experiences. We are exploring all sized opportunities and proposals shouldn t be constrained by existing buildings configurations. Renewal SA through future procurement processes will then determine the activations that are ultimately selected for the Site. 6 BONYTHON PARK: FORK IN THE ROAD EVENT

WHAT WE ARE LOOKING FOR We are looking for a number of short-medium term (two-five years) activations that offer cultural, social, recreational and economic benefits to the community. This Invitation is open to: entrepreneurs sole traders registered businesses community groups non-for-profit organisations educational providers. The location of the Site lends itself to a variety of potential uses that may include commercial operations, not-for-profit, social enterprise, business incubation and innovation. We are looking for interactive, sustainable (carbon neutral) and innovative place activation proposals, held during the day or night and they may include (but not limited to) some of the following themes: events / festivals / performances / entertainment / music markets public art / installations / projections leisure / sports cultural education co-working spaces retail / businesses food and beverage community heritage (history / storytelling) innovative (smart city / incubators / hubs) tourism environmental. It is highly desirable that the proposals link to East End, Education and Cultural Precinct and Botanic Garden. 7 Adelaide riverbank: ALPINE WINTER VILLAGE

WHAT YOU NEED TO KNOW ABOUT THIS SITE The seven hectares of prime land is situated on North Terrace, South Australia s cultural boulevard. The Royal Adelaide Site offers many strategic advantages, including: proximity to major employment centres including Adelaide s CBD and the health and education institutions located along North Terrace immediate accessibility to major roads and public transport links location in Adelaide s thriving East End with major investments in open space, retail and dining offerings prominent street frontages to North Terrace and Frome Road and eastern boundary abutting the Adelaide Botanic Garden State Heritage buildings. The first hospital buildings were constructed on the Site in 1841. While none of those original buildings remain, the Site now contains a broad variety of health care buildings of various ages and functions constructed during the approximate period of 1920 to 2004. As identified on page 9, the following buildings and spaces will be retained for adaptive reuse. Considerations Renewal SA reserves the right to allocate State Government funding in such manner as it considers appropriate. Tenancy terms including rental, liabilities, outgoings and fees and charges associated with services and connections have not been confirmed and will be determined at a later stage. Renewal SA will explore opportunities for funding where it may be required to support activation. EXISTING AND INFRASTRUCTURE CONDITIONS The existing infrastructure and buildings performance is generally satisfactory for their current use and would have complied with the Building Code of Australia at the time of construction or last refurbishment. The buildings will be provided in their current condition and may not comply with all current day legislative requirements. Where a new occupation proposes a changes in use and/ or classification, it should be noted, this may trigger building wide upgrades in order to comply with the requirements of a new certificate of occupancy. Costs associated with building upgrades, triggered by changes in use, are the responsibility of the tenant (subject to discussions with Renewal SA). Most of the buildings proposed for short term re-use are listed on the State Heritage Register and as such any modifications to the buildings would need to comply with the respective listings. INFRASTRUCTURE AND SERVICES The following services will be provided to the buildings: existing building main electrical distribution board existing lighting and power points existing domestic cold water supply existing sewer connections existing fire protection services. The following services are still to be confirmed: heating and cooling hot water telephone and data electronic security. Given the age of the Site's infrastructure, there is a reduced level of reliability in comparison to a new building. Due to the short term re-use of the buildings, the State Government s maintenance of site infrastructure is anticipated to be reactive in response to breakdowns and repairs in lieu of replacing systems and equipment. SITE INSPECTIONS Proponents wanting additional information about the buildings and spaces mentioned in this EOI Invitation should contact a Renewal SA Contact Person (see page 17). It must be noted throughout the duration of the EOI invitation process, the buildings and spaces identified for activation opportunities in this Invitation are currently occupied. Under no circumstances will it be considered appropriate for direct contact with the tenants and occupants of the Site without the express authority of Renewal SA. All access must be managed and authorised by Renewal SA. Renewal SA has organised a series of tours of the Site that will provide access to the mentioned buildings and spaces. Lodgement All Invitations must be lodged by: 2.00 pm (Adelaide time) on Friday 27 January 2017 (Closing Time). There are two (2) methods for lodging an Expression of Interest. HARD COPY LODGEMENT Please ensure your Expression of Interest is submitted in A4 paper format, with the exception of illustrations. All paper documents shall include one original and five (5) clearly identified copies (with the original bound and the copies unbound). In addition, a CD or memory stick of the Expression of Interest in PDF format is required (including attachments). PUBLICITY AND CONFIDENTIALITY Information supplied by or on behalf of Renewal SA is confidential to Renewal SA and you are are obliged to maintain confidentiality. Although Renewal SA understands the need to keep commercial matters confidential, Renewal SA reserves the right to disclose some or all of the contents of any Expression of Interest: to any consultant or advisor as part of Renewal SA s consideration of the Expression of Interest; and as a consequence of a constitutional convention in order that the relevant Minister may answer questions raised in the South Australian Parliament; keep Parliament informed or otherwise discharge the Minister s duties and obligations to Parliament and to advise the Governor; Parliament and/or the Government of South Australia, or if required to do so by law. Any condition in an Expression of Interest that purports to prohibit or restrict the Minister s right to make such disclosures cannot be accepted. You must not make any news releases or respond to media enquiries pertaining to this Invitation without Renewal SA s prior written approval.if you act contrary to these expectations, Renewal SA may exclude you from the Invitation process.
