Proposed by Cllr Barbara Marshall. Seconded by Cllr Arthur Renshaw. All in favour. Declaration of Interests Cllrs Barbara Marshall and Sue Fulford regarding matters related to planning. Matters Arising Vacancy in Office of Councillor. The Parish Council received one application from Mr Chris Norris who was present at the meeting as an observer. Chairman suggested that if at the end of the meeting Mr Norris was still interested in becoming a Councillor that Cllrs would discuss the matter then. Public footpath no. 6 believed to have been diverted / barbed wire fence. Carried over from November meeting: SCC Rights of Way has responded saying that they were short staffed and would look at the matter when they could. Two Members of the Public entered meeting room. SCC Student Transport / Thomas Alleyne s High School. As no further response had been received from Thomas Alleyne s High School the Parish Clerk was asked to contact the school again. Action Parish Clerk. Public footpath nos.17 and 7 re defective stiles. SCC Rights of Way has been advised. Accounts for Payment Mrs R Hill, Parish Clerk salary s for February 2018 and expenses 388.90 Staffordshire Pension Fund, Pension (February payment) 142.00 All of the above accounts were proposed for payment by Cllr Barbara Marshall and seconded by Vice Chairman. Chairman raised that the next payment for the playing field lease was due on 23 February, but on same day the RPI is to be reviewed, as the Parish Council has to pay before 23 February and as the Council has not been advised of any change Cllrs agreed to pay the amount as advised in the Archdiocese of Birmingham s email dated 19 November 2015. RCAB Barton Our Lady of Perpetual Succour, Lease of the Playing Field 728.57 for the period between 23/02/2018 and 22/02/2019 The above account was proposed for payment by Cllr Ken Rudman and seconded by Cllr Arthur Renshaw. General Correspondence SCC re Public Consultation SCC Managed and Delivered Libraries and the Mobile & Travelling Library Service. Cllr Sue Fulford gave an update. Resulting from discussion on the matter Cllr Sue Fulford agreed to draft a response to the consultation and put this forward to Cllrs for discussion at the next Parish Council meeting. Action - Cllr Sue Fulford. Details of the consultation to be posted on the Parish Council s Latest News webpage. Action Parish Clerk. Mr Andrew Griffiths MP entered the meeting room. Planning Applications and Related Matters Cllrs Barbara Marshall and Sue Fulford declared interests regarding P/2017/01569 and P/2017/01499. After some discussion the rest of the Cllrs agreed to contact Borough Cllr Stephen Smith regarding the possibility of calling in P/2017/01569, P/2017/01499 and P/2017/00541. Action Parish Clerk. Chairman explained to Members of the Public present the background history regarding planning, appeals, Local Plan and Neighbourhood Plans. Planning applications: P/2018/00001: Retention of vehicular access and car parking area at front of property. 5 Station Cottages, Draycott in the Clay. Having received no representations from Parishioners, it was agreed that the Parish Council has no comment to make on this application. Action Parish Clerk. P/2018/00044: Certificate of lawfulness for the continued use of agricultural land to domestic garden. Woodedge Cottage, Woodedge Lane, Marchington. Parish Council to request that a condition be added to the planning decision stating that none of the proposed development will be used as business premises. Action Parish Clerk. Marchington Old Barracks Site/Relief Road Stubby Lane Moreton Lane. Chairman explained to the Members of the Public present the history and background to the proposal. He added that a response had been received from Marchington Parish Council outlining their position opposition to any relief road. At the last meeting Cllrs had agreed to wait until the outcome of the ESBC Brownfield report. Cllr Arthur Renshaw raised about the SHLAA. While the two Parish Council Chairmen had met a number of times to discuss the issue, Mr Andrew Griffiths MP suggested that both Parish Councils should met to discuss the matter. He added that money was available through the Government for such schemes, but felt that the support of both Parish Councils would be needed for any proposal to be considered. Other issues discussed with Mr Andrew Griffiths MP Discussion then took place regarding various recent planning applications, neighbourhood plans and the Local Plan. The high cost of preparing a neighbourhood plan was raised. Mr Andrew Griffiths MP said he was willing to contact Mr John Howell MP (planning advisor) asking him to make contact with the Parish Council. He added that he thought that some funding for Neighbourhood Plans was still available. Cllrs accepted to take up this offer and to reconsider the possibility of pursuing a neighbourhood plan in the future. Action Mr Andrew Griffiths MP. Cllr Arthur Renshaw raised about recent planning applications being for 9 houses or less and that the Parish was missing out on Section 106 monies and asked if the Government realised that Parish Councils were missing out on these monies. Mr Andrew Griffiths MP replied yes. Discussion turned to HGVs and A515 weight limit. Mr Andrew Griffiths MP said that he was on the Parish Council s side regarding the issue of HGVs and that a number of MP s in Staffordshire were pushing the County Council on their strategy plan. Mr Andrew Griffiths MP concluded by explaining the latest on The Maltings in Uttoxeter. Chairman thanked Mr Andrew Griffiths MP for attending. Mr Andrew Griffiths MP left the meeting room. Carried over from January meeting: SCC Highways has been informed. Police & Crime Commissioner for Staffordshire re Speed Awareness Signs. Carried over from January meeting: Borough Cllr Stephen Smith offered his assistance regarding a remedy to the bin lock problem. Cllrs expressed their thanks. Annual inspection report follow ups. Cllr Ken Rudman to contact MAC Groundwork regarding the fencing / hedging (at least 2ft high quicks), zip wire seat height, zip wire cable stop, rounding of edges to slide platform, misshapen tunnels in slide mound. Action Cllr Ken Rudman. Village Hall Update No update. Any Other Business Cllr Barbara Marshall raised that Calor in the Community funding was open again. Cllrs agreed not pursue at the moment. Cllr Nigel Powlson raised about an article in the Parish Magazine regarding public footpaths. Discussion took place. Action Parish Clerk to resend the details to Cllrs. Cllr Sue Fulford raised that the manhole near to the Kuehne & Nagel site entrance was sinking again. Action Parish Clerk to log a call with Highways. Cllr Arthur Renshaw raised that two drains in Stubby Lane were causing issues. Action Parish Clerk to log a call with Highways. Vacancy in Office of Councillor Chairman asked Mr Chris Norris if he wished to continue to put himself forward as Councillor. Mr Chris Norris replied yes. All Cllrs discussed and agreed to co-opt Mr Chris Norris. Proposed by Cllr Ken Rudman. Seconded by Cllr Sue Fulford. All in favour. Action Parish Clerk.
