FAWLEY PARISH COUNCIL AMENITIES COMMITTEE Minutes of a meeting of the Amenities Committee held on Wednesday 29 August 2012 at 7pm in the Jubilee Hall, Fawley. Present: Cllr A Glass (In the Chair), Cllr P Pearce-Smith MBE (Vice-Chairman), Cllr O Foster, Cllr L McDermott, Cllr R Wappet. Also present: Cllr B Coyston, Cllr M Fidler, Cllr B Hall, Cllr E Holtham, Cllr K Smith. In attendance: Sue Markides, Deputy Parish Clerk. Paul Rowland, Sports Development Manager. Ross Cutting, Operations Manager. 1. Apologies: Cllr S Read. 2. Declarations of Interest: Cllr Wappet declared a non-prejudicial interest in minute 6 Planning, as he is a member of the New Forest District Council Planning Committee. He stated that he would consider the applications on the evidence in front of him at this point in time. 3. Minutes: RESOLVED: That the minutes of the meeting held on 4 July 2012 be confirmed. Suspension of standing orders 4. PUBLIC SESSION: There were no members of the public present, however a letter had been received from a resident unable to attend regarding planning applications 12/99057/99058 and this was read to the meeting. The contents were as follows: When considering this application, the local authority should consider the overall impact that a development of this kind will have on this community, in particular the additional environmental effect of another 24 hour, 7 day per week multiple retail outlet which will undoubtedly increase the noise and pollution elements within the village; not just the noise generated by refrigeration plant and the overall operation of a multiple retail outlet, but that created by the inevitable additional vehicular and pedestrian traffic that such a development will cause. While measures may be taken to minimise any noise generated, by Plant little, or nothing can be done to minimise vehicular traffic noise, traffic congestion, the pollution caused by any extra traffic and the clear dangers to pedestrians, in particular the pupils of the nearby Blackfield Primary and Infants School, who will be subjected to a much greater traffic flow and accordingly greater danger. The access roads from either Holbury, Fawley, Lepe or the New Forest are simply not wide enough to cater for such additional traffic and in a location where road safety is already an issue of grave concern, especially for school children, since there is no off street parking for parents who are either dropping off or collecting their children from school, the approval of plans that will invite or allow an increase in that traffic flow and volume will in effect be a rubber stamp that at some stage will resulting a death of one of our local children. I, for one, believe that this is too high a price to pay for the luxury of an extra grocery store. Standing orders reinstated
5. Chairman s Remarks: Cllr Glass advised that a complaint was received regarding the skatepark at Newlands over the bank holiday weekend. This included graffiti, which has since been removed and litter, which has been collected. However, the resident was also concerned that drug abuse was taking place there. The complaint was forwarded onto the Police who advised that they recently searched a larger group of youths there. The results were negative, however they will continue to patrol the area and let us know if they find anything. Cllr Glass requested that Cllr Wappet update the meeting regarding the attempt by travellers last Thursday to access the Newlands site. Cllr Wappet advised that the staff and Cllr Holtham who had been at Gang Warily, had reacted very quickly and the travellers had been removed by Police. However, as the Hovercraft event was being held at the weekend and to ensure the safety of the staff, security at a cost of 2200 (costs to be met from reserves) had been arranged. Cllr Holtham suggested that a few councillors met to ascertain what measures could be taken to improve the security of sites belonging to the Parish Council and this could then be reported to the next Public Services Committee meeting. The meeting asked that staff be thanked for their efforts in dealing with the travellers, in particular, the new apprentice Tiffany Markham. Cllr Hall noted that Gang Warily would be easy to access via the fence on the Fawley Road side. 6. Planning: RESOLVED: To submit observations on planning applications, as follows: a) New Forest District Council 12/99037 19 Hartsgrove Avenue, Blackfield, Fawley, SO45 1WG Porch; fenestration alterations to garage 12/99043 Block 32, Fawley Refinery, Cadland Road, Hardley, Fawley, SO45 1TX Waste heat boiler 12/99045 Davolia, Lime Kiln Lane, Holbury, Fawley, SO45 2HH Single-storey side & rear extension 12/99057 The Hampshire Yeoman, Hampton Lane, Blackfield, Fawley, SO45 1XA Single-storey rear extension and new front entrance in connection with use of building for retail purposes; installation of atm; fenestration alterations; demolition of timber structure Members noted comments from local shopkeepers who were concerned about the effect this would have on their trade and so were against the proposal and householders who experienced nuisance problems from the pub and so were broadly in favour. Traffic concerns were also noted. 12/99058 The Hampshire Yeoman, Hampton Lane, Blackfield, Fawley, SO45 1XA Installation of 3 wall mounted air conditioning units; 1 four fan condensing unit within a solid timber enclosure; 1 compressor unit in acoustic pack within brickwork enclosure (No 3) We recommend permission, however we would like the noise level to be monitored, and suggest that any increase experienced should not exceed one decibel above the existing.

To receive Monthly Sales Values June and July 2012: Cllr Pearce-Smith MBE asked whether people were able to access the golf course without paying. The Sports Development Manager advised that gym members did have free access within their membership but that they should come to reception first. He would try to ensure that regular monitoring took place and receipts were checked. Cllr Fidler noted the drop in income from the vending machines at Gang Warily. The Sports Development Manager advised that he was looking into the agreement with the company and would report back to the next meeting. Cllr McDermott asked if the figures for the Holiday Activities included those from this summer. The Sports Development Manager informed the meeting that the activities for this summer had made a loss, which the Clerk had advised he would cover from another budget. Cllr Glass requested that details of this be reported back to the Amenities Committee. RESOLVED: To accept the Monthly Sales Values June and July 2012 (see attached Appendix A). 8. To receive the report of the Sports Development Manager. The following report was provided: Fawley s First Dog Show This show was a great success obtaining revenue of 426.40 with only 35.00 being spent on ribbons and 29.70 on an advert in the Herald. This demonstrated a profit of 361.70, with all staffing working voluntarily. On top of this 140.00 was raised and donated to Holbury Animal Rescue. This event will now become an annual event that we hope increase the revenue even further in future. GW5 Tournament Our first 5 a side football tournament exhibited another success with 226.00 taken and outgoings only amounted to 86.00, again showing a profit of 140.00 for the day. This event has also provided a basis for introducing the first 5 a side league that Gang Warily has had to offer. On the back of this event we have had 2 enquires from different 5 a side organisations that will be looking to use the centre regularly in the future.
Living Social Subsequent to our previous event s success on Living Social, an online source for selling experiences, the Sports Team has agreed to another promotion. This time we will be offering a family golf experience where club hire is included; as this is a family experience we are advertised for a week instead of 3 days for a normal promotion. As previously mentioned Living Social has over 50,000 members locally and millions nationally. Fitness Fusion A 3-month agreement has been created with Fitness Fusion, a local fitness class provider, to use both Gang Warily and QE11 on a regular basis. They will be giving Fawley Parish Council 50% of their sales or a minimum of 10.00 per hour for court hire. They will be using the centre 8 sessions a week, at a time that does not interfere with any current sessions. With this Fitness Fusion will be promoting Gang Warily externally through their own website and outreach promotion. This will subsequently bring in an income, without the staffing and equipment costs from us. Concrete Table Tennis Table Since obtaining a free concrete table tennis table from Ping and NFDC, the table has been broken by through misuse, which is extremely sad to see, after providing the public with a free sporting activity that was receiving regular use. I am currently in the process of obtaining a forklift to move what remains of the table to the Gang Warily side of the site and seeing what concreting work we can do to recover the table. The Travellers Event I would also like to thank all staff members that were involved with the travellers incident last Thursday. The situation was dealt with efficiently and effectively and all staff involved worked well as a team to ensure the situation did not develop further. The Hovercraft Weekend The Hovercraft event had gone well over the weekend. A burger van had been on site paying a fee of 100 per day and 10% of sales made. Cllr Hall requested that a full report of the costs of the Hovercraft event be presented to Council. RESOLVED: If the Groundstaff are able to meet the necessary health and safety requirements then they remove the vandalised table tennis table using the forklift belonging to the Parish Council from Newlands to Gang Warily so that it may be repaired and repositioned there. 9. To receive a report on Staff Training: Members noted the report (see attached Appendix B). Cllr Fidler queried the costs of the training undertaken. The Sports Development Manager advised he would report fully to the next Amenities Committee meeting. Members were asked to note that one of the new sports apprentices had commenced a qualification in fitness training and the other, a qualification in customer care. 10. To consider Paint Ball Activity at Gang Warily: The Power Point presentation could not be provided to the meeting. Members thanked the Sports Development Manager for the work undertaken so far but requested that a detailed report be brought back to the Parish Council meeting in October. 11. To consider installation of patio area at Gang Warily: RESOLVED: To not use reserves for this project. To delay the installation of a patio at the Gang Warily Play Area until funds were available. 12. To receive an update report from the Newlands Committee: The Committee had nothing to report at this time.
13. To consider making a representation on NFDC consultation regarding whether charges should be introduced for Blue Badge holders in council car parks. As a Blue Badge holder Cllr Glass did not wish to take part in the vote. RESOLVED: To support the idea that Blue Badge holders pay to park in council car parks as long as any safeguards arising from the assessment on the impact these charges may have are adhered to. 14. To consider making informal comments on the proposed parking restrictions traffic regulation order for Teachers Way, Holbury. At this point in the meeting Cllr Wappet declared a prejudicial interest in agenda item 14 as he sits on the Manor School Board of Governors. RESOLVED: To fully support the proposed parking restrictions traffic regulation order for Teachers Way, Holbury. 15. To note agreement with Fitness Fusion RESOLVED: To note agreement with Fitness Fusion (see attached Appendix C). 16. Correspondence. a) For information: Licensing NFDC Temporary Events Notice. Cllrs are reminded that this agenda item involves no more than an exchange of information. Cllr Pearce-Smith MBE asked if anyone had knowledge of what could be happening at the old Racal site on the Hardley Industrial Estate. Cllr Wappet advised of legal complications that would need to be completed before the site could be taken over. Cllr Hall asked if overgrown vegetation obscuring road signs on the A326 could be reported. Cllr Pearce-Smith MBE asked if the car park behind the Jubilee Hall had a vehicle weight restriction, as there appeared to be a pick up truck permanently there. The Deputy Clerk would check the parking notice on site. The Deputy Clerk reported that the Responsible Finance Officer had managed to reclaim through the small claims courts a debt relating to overdue invoices amounting to 487.30 including court fees. The Chairman advised that the Responsible Finance Officer had been appointed as a consultee on the NFDC review of Localising Council Tax. Congratulations to be passed on to her. 18. To consider freezing current rate of bar lease to Blackfield and Langley FC. RESOLVED: To continue with the current rate of bar lease to the Blackfield & Langley Football Club. 19. Date of next meeting: 7 November 2012. There being no further business the meeting closed at 8.30pm... Chairman
