-iii- INTRODUCTION J. Robert Howie was Minister of State for Transport in the Joe Clark ministry from 4 June to 2 March 1980. He was also Prime Ministe Clark's political minister for New Brunswick during this time period. In contrast to his responsibilities as Minister of State for Transport, which are well-represented in this fonds, Howie's political activities outside of the Ministry of Transport are not well documented. Nevertheless, much of the fonds pertains to Atlantic Canada, particularly that half of the fonds concerning Marine Services. See also the controversy surrounding National Harboars Board wharfage charges in St. John and Halifax (H-2-4-4, the regional reaction to the Atlantic Pilotage Authority tariff increases (H-2-4- 9-3), oil spills on both the East and West coasts (H-2-4-13), the development of Atlantic Canadian Transportation policy (H-2-8-18), and federal policy relating to the port of St. John (H-2-9-4-2). The records are organised in an official classification system that was apparently used by the Department of Transport and by the offices of both Howie and the Minister of Transport, the Hon. Donald Mazankowski.
