FISCAL YEAR 2017 ANNUALREPORT Celebrating 10 Years of Changing the Face of the Cedar Valley!

Message From The President Dear Friends, Fiscal Year 17 has been a landmark year. It was 10 years ago in November that the founding Black Hawk County Gaming Association board members made their first group of grant awards to community projects. The board members were interested in supporting projects that made the Cedar Valley a stronger, better place to live. Since November of 2007, our volunteer members have committed significant hours in providing excellent governance for the organization and in reviewing the hundreds of grant applications submitted to our organization. They carefully consider proposals that enhance public facilities, create, replace or upgrade substantial capital items and create new opportunities for many cities, counties and qualified 501c3 organizations. Over the past ten years, board members have awarded $39.3 million dollars to 444 different projects in seven counties and 51 cities. Now that is an accomplishment! We take immense pride in our work and the foresight our founders had by successfully bringing a casino to the community and utilizing funds received from our partnership with the Isle Casino to make the Cedar Valley a better place to live and work. Now that a decade of funding has passed we want to highlight our progress towards our mission of Helping the Cedar Valley Prosper. The report contains a list of every project funded in the past 10 years and tells our story of FY17 projects. During FY17, grant awards to projects totaled $4.8 and funded 45 separate projects. From public safety, parks, recreation and sports related projects to funding museums and qualified non-profit organizations, revenue received from the Isle has been used to enrich and strengthen our communities. Over 10 years ago, the board held discussions about the definition of Transformational what it meant and how to achieve it as those discussions took place the board slowly and steadily funded projects quarter after quarter. And now, as we look out our office window from the third floor of the US Bank Building transformation has become a reality in the form of the Sportsplex, The River Loop Expo, the Amphitheater and numerous projects under construction that did not receive funding from BHCGA, but located in downtown Waterloo. Projects like Single Speed Brewery, Hawkeye Community College new downtown campus, Grand Crossings, a Courtyard by Marriott Hotel, Green@Techworks and much more. While projects funded by BHCGA started the transformation other entities stepped up to complete and construct valuable projects which energize and affirm our deep and unwavering commitment to creating a better place to live and work. After 10 years of life changing work, we are now preparing for the next stage of determining funding for eligible and worthy projects. During this fiscal year, the board developed a Discretionary Fund and process to help BHCGA react more quickly to needs in our community. Our board also boldly moved towards more investment in people and projects; while continuing our commitment to be true to our founders with bricks and mortar projects. In the future we plan to create a process which would allow our organization to begin proactively funding important work in our community. Our board is privileged to make decisions about funding which impacts our area. We are grateful to the Isle and all the patrons who make the casino successful. We are very proud of the work in our community by dedicated and committed employees of the organizations we have funded. The future is bright, and we look forward to continuing our good work. Project Narratives PUBLIC SAFETY Any community s greatest asset is the people who live and work there. Keeping residents safe is a top priority, but having access to life-saving and other protective equipment can be costly. Funding is this category supports public safety entities serving their communities such as Fire, Police, Ambulance, emergency Management and projects which support security infrastructure or improve community safety. Cedar Falls Police Gator Utility Vehicle - $11,604 Cedar Falls Police will purchase and equip a UTV Gator with emergency lighting, radio, & other necessary equipment to help assist with public safety, special events, and other incidents. This gator will allow officers to respond to unusual events with quick, easy access to difficult areas. The entire Cedar Valley will benefit from this safety vehicle. Black Hawk County Emergency Management Agency Emergency Management Vehicle - $19,635 Funding will be used to purchase a service quality vehicle to support 24/7 response and routine travel for Black Hawk County Emergency Management staff and will serve the Cedar Valley for the next 7-10 years. City of Hudson Boiler System for the Fire Department - $3,781 The City of Hudson will receive funding to support the replacement an old boiler system in their Fire Department. The new boiler system will be more energy efficient for the department. City of Cedar Falls University Avenue Landscaping - $450,000 Landscaping and amenities related to the University Avenue Reconstruction Project will be constructed. Landscaping improvements will include sitting benches, bus shelters, connections to sidewalk/trails, bike racks and trees will be included. City of Shell Rock Emergency Services Equipment - $20,550 The City of Shell Rock Emergency Services will use funding to purchase a compressor and self-contained breathing apparatus. This equipment provides emergency personnel the ability to provide top-notch care.

Project Narratives American Red Cross Emergency Response Vehicle - $61,750 A Next Generation Emergency Response Vehicle will be purchased to benefit those effected by an emergency. The vehicle will be used to respond to flood and fire emergencies throughout the Cedar Valley and will make sure we are ready in any case someone may need help. QUOTA International Club of Waterloo Cops n Kids Literacy Program - $5,000 The Quota Club provides books to each student in 8 Waterloo elementary schools. Distributed by Waterloo police officers, the program fosters and encourages a positive relationship between Cops and kids. The program also aims to instill a life-long love of reading in the children and the importance of reading. City of Waterloo Police Department Crime Lab Full Spectrum Imaging System - $30,000 Funding from Black Hawk County Gaming Association will be used to support the purchase of a full spectrum imaging system to improve the efficiency and accuracy in the processing of physical evidence. The equipment will be used to locate and process visible and invisible trace evidence at crime scenes and on recovered evidence. Jesup Ambulance Zoll X-Series Equipment - $10,000 The Jesup Ambulance Service will be able to continue providing top-notch care for patients. The new equipment will be used to send cardio ECG messages to the hospital before the ambulance arrives. The Zoll X-Series will also assist paramedics with better hearing and reading patient s heart beats to assist in CPR. Chickasaw Township Fire Department Ionia New Fire Station and Community Building - $50,000 Chickasaw Township will be building a new fire station. It will include 5 truck bays, a bunker gear room, a training/meeting room and kitchen. This building will allow enough space for all equipment that is currently being kept outside, in a trailer, or on the other side of town to be kept inside. Raymond Fire Rescue Fire Tanker Truck - $100,000 Raymond Fire Rescue will be purchasing a new fire truck apparatus. The need for a new apparatus is due to the growing population of the population they serve. This new pumper will be able to house all the equipment that the fire fighters will need to be prepared for any type of situation. Denver Ambulance Denver Ambulance Services will be buying 2 new cardiac monitors for their ambulances. These monitors will help first responders to monitor the heart rate of all patients in need. Emergencies will now be handled with excellent equipment! City of Janesville Fire Rescue Apparatus Replacement - $20,000 The replacement of an aging truck with a new and updated truck will help the response time for people in the Janesville area. The truck will respond to extrication, vehicle fires, wildland fires, and much more. Reinbeck Fire MSA Thermal Imaging Camera Equipment - $2,500 The MSA Thermal Camera that the Reinbeck Fireman Inc. will be purchasing will be able to see various levels of heat when it is pointed at a situation. This tool will help keep firefighters safe and will avoid sending them into dangerous situations, especially when visibility is low. City of LaPorte City Fire Department Tanker Truck - $115,000 A new tanker truck for the City of LaPorte City will cater to the 115 square miles covered by the Fire Department. The truck will ensure that emergencies in rural areas that do not have access to copious amounts of water, will be handled appropriately. Buchanan County Emergency Project Rising Water - $6,564 Placing 11 Davis Weather instruments and 24 CoCoRaHS units throughout Buchanan County will record precipitation amounts and patterns to predict and provide information when potential flooding occurs. Buchanan County Emergency Management will be able to better protect and predict natural disasters. Independence Fire Department Unmanned Aerial Vehicle - $18,332 An Unmanned Aerial Vehicle that will carry two cameras will help the Independence Fire Department with search & rescue, fires, river rescue, hazmat, high angle, etc. The vehicle can be flown in the rain and snow, so inclement weather will not be a problem when an emergency arises.

Project Narratives PARKS/RECREATION/SPORTS Since its inception, Black Hawk County Gaming Association has emphasized investing in quality of life projects that benefit the entire Cedar Valley. Whether it is engaging in physical fitness activities, exploring the natural wonders of the outdoors, purchasing capital equipment, or park and trail improvements, funding in this category has supported and enriched parks, recreation and sports related projects across our service area. Waterloo Leisure Services Cedar River Boat House Enhancements - $500,000 The Waterloo Boat House enhancements include adding landscaping, a new parking lot and other improvements to create a safer, more appealing environment. Improvements will be made to the river access as well.

Project Narratives Friends of Fontana Park Winter Wildlife Display Building - $17,770 Fontana Park is the most popular park in Buchanan County. The outdoor animal displays attract visitors from across the Cedar Valley. Funding will be used to support the construction of a new building to house Winter Animal Displays. New Hampton Parks & Rec Municipal Pool Project - $25,000 New Hampton Parks & Rec will be remodeling their already existing municipal pool. They will be adding a drop slide, splash pad, floatables, and more! This project will help bring the community together and offer more options for patrons of all ages! Butler County Conservation Board Rolling Prairie Bike Trail Expansion - $25,000 The Rolling Prairie Trail is expanding a trail that will connect Coulter to Oelwein, encompassing over 80 miles of trail. They will be hard-surfacing the 5.45-mile trail segment from Allison to Bristow. The trail will have a natural canopy created by mature trees to open segments with prairie plants. New Hampton Economic Development TRIBE Trail - $50,000 The TRIBE trail will be connecting two recreation trails and doubling the length of recreational paths. Community members will have the opportunity to lead healthier lifestyles in a safe place that does not interfere with the multiple highways in the area. Winthrop Community & Commercial Club Outdoor Multipurpose Court - $25,000 The Community & Commercial Club will be building a multi-purpose court that will be used to play tennis, pickle ball, and basketball. The court will be surrounded by a fence for safety. This court will promote healthy lifestyle activities for children and adults of all ages. Evansdale Park Board Meyers Lake Angels Park Bridge - $30,000 The Evansdale Park Board will provide permanent, ADA compliant access from Meyers Lake Park and Angels Park. The bridge will create the opportunity for an increase of recreational activities such as fishing at the park. There will also be increased accessibility to the shelter and picnic tables on the island. Waterhawks Ski Club Concession Stand Replacement - $24,000 The Waterhawks Ski Club will be constructing a new concession stand that is out of the flood area. The current facility was not originally built to sell concessions and does not meet the food safety guidelines. The new building will have the sole purpose of selling concessions for patrons watching their ski show.

Project Narratives Cedar Valley Arboretum and Botanic Gardens Mowing and Utility Equipment Upgrades - $10,500 A John Deere Z970R Commercial Zero Turn Mower and John Deere Utility Gator will be purchased for the growing Cedar Valley Arboretum. This reliable equipment will reduce yearly repair expenses and improve the work done around the grounds! Waterloo Leisure Services Youth Ball Diamond Improvements - $65,000 Waterloo Youth Diamonds will be getting new improvements! The lighting will be replaced, walking paths will be added, and replace worn bleachers. These improvements will help increase the satisfaction of those who are watching games. Cedar Valley Sportsplex Year 7 of 8 Year Pledge - $1,125,000 The Sportsplex funding commitment is the largest award ever granted by BHGA. The $8 Million was pledged over the past 8 years. The $27 Million facility is performing well with thousands of members utilizing the state of the art facility. City of Allison All Veterans Monument - $30,000 The City of Allison plans to create a year-round visual tribute to recognize the service of veterans. A pentagon-shaped granite tower featuring all branches of the service will also include engraved names of each veteran.

Project Narratives HUMAN SERVICE ORGANIZATIONS & EDUCATION Human Service agencies focus on meeting a variety of human needs and maintaining a commitment to improving the overall quality of life to the people they serve. Grants awarded in this focused category help to provide important services to people in the Cedar Valley. This category also includes grants to organizations with a focus on Education. House of Hope Build Hope Facility - $400,000 Funding will be used by the House of Hope to renovate a donated building for homeless women and children. The transitional housing project will create a safer, larger environment for the residents. Ethnic Minorities of Burma Advocacy and Resource Center Refugees Empowerment Access to Community Health (REACH) - $12,000 EMBARC is Iowa s first refugee-led service provider, founded by refugees from Burma. The REACH program is an interpretation/ translation social enterprise and major expansion of the Health Navigator Project. The project trains medical interpreters. Comprehensive Systems Multi Sensory Equipment - $1,997 Comprehensive Systems, Inc. plans to use funds awarded to develop a multi-sensory room with interactive LED bubble lights. The lights will create a stable and therapeutic environment for individuals with special needs. Hawkeye Community College Building Long Term Investment in Families and Education (LIFE) Facility - $1,000,000 The new adult learning center will create education opportunities for adults across the Cedar Valley in a centrally located building located in downtown Waterloo. A hub for educational and assistance services, the center will house nursing and computer numerical machining programs, English language learner and adult basic education programs, a childcare center, a medical clinic, and a thirdfloor adult event center and art gallery.

Project Narratives Iowa Jobs for America s Graduates (IJAG) Unlocking Student Potential in Waterloo - $60,000 IJAG - Help high schoolers in the Waterloo area to overcome boundaries that may restrict them from being successful in the future. This opportunity will expand access in the Waterloo School District. Cedar Valley TechWorks Passenger Elevator for Tech I Building - $179,900 Cedar Valley TechWorks will renovate and upgrade one of the two freight elevators in the Tech 1 building to a passenger elevator, while retaining the historic significance. This elevator will maximize use and accessibility for the building and the campus. Sustainable Independence FFA/Ag Greenhouse Solar Array - $3,000 Sustainable Independence will be helping to put a 3kW solar PV array next to the FFA/Ag Greenhouse next to the trail at the Independence Senior/Jr. High school in hopes to provide outdoor education to students and the public. This opportunity will help students learn at an early age about sustainable energy and the importance of it. Habitat for Humanity Grounds Improvements and ReStore Equipment - $5,237 Habitat for Humanity will be resurfacing the construction staging area at their office that is used as an alternative work area. There will also be a scissor lift truck, a large wagon cart with 4-ply pneumatic wheels, and an appliance hand truck to assist with donation pick-ups and work at sites. Gladbrook Reinbeck Daycare Inc. Little Rebels Learning Center and Daycare Expansion Projects - $25,000 Gladbrook-Reinbeck Day Care Inc. will expand its current center to add an additional preschool room for the integration of the Early Childhood Special Education along with two other rooms. Since their numbers have been increasing, they now need to increase their space as well. St. Vincent DePaul New Truck $20,632 A new truck will be purchased by St. Vincent DePaul to replace an aging vehicle. The truck will be used to help distribute clothes, furniture, and household necessities to low income families. The vehicle will also be used to pick up donations made by many generous donors. North Star Community Services Multi-Sensory Environment Project - $7,000 North Star Community Services will be creating a multi-purpose sensory environment for the people they serve. The room will be split in two separate parts to cater to unique needs. There will be a Relax and Recharge side and an Alert and Attend area. Each will have different lighting, furniture, and activities to create welcoming environments. East Buchanan Community School District Greenhouse for Education - $29,915 A polycarbonate greenhouse will be built to help the education of kids in K-12. This greenhouse will be used for science, math, agriculture, foods, leadership, & entrepreneurship. YMCA 100 Ton Chiller Replacement - $60,000 Funding from BHCGA was used to support the purchase of a 100 Ton Replacement Chiller. The new equipment replaced aging equipment that had numerous repairs. The new equipment will provide reliable cooling for the building and energy saving as well. Community Services Building, Inc. Community Building Exterior Tenant Signage - $16,250 A new, vibrant exterior sign will be added to the outside of the Community Services Building. This sign will assist tenant s visibility, so they are not overlooked from the road. The digital message board will help alert people of messages each of the 8 agencies have to share.

Project Narratives LIBRARIES, MUSEUMS AND THE ARTS Public library facility improvements and equipment, museum capital projects and exhibits and improvements in arts/ theaters are included in this focused category. Grout Museum Iowans in the Korean War Project - $210,123 The development of a new exhibit with an overview of the Korean War will be added to the Grout Museum and will specifically feature Iowan s participation in the War. The project will also expand the Veterans Oral History Project to include more Korean War veterans from all of Iowa. City of Waterloo Library World s Greatest Spring Break Book Giveaway - $3,500 Working in partnership with the R.J. McElroy Trust and the Waterloo Public Library funding from BHCGA was used to support the purchase of 1,000 high quality brand new books. The project aligns well with the community efforts to improve reading in young children.

Legacy Grants Legacy Grant Program The Black Hawk County Gaming Association Legacy Grant Program provides funding for projects over $500,000 for large-scale, signature projects in the Cedar Valley. These projects are all significant investments to enhance the community. From the Sportsplex to the Grout Museum, to the RiverLoop Expo and the Hartman Reserve Interpretive Center, Legacy Grant Funding has played a key role in revitalizing and improving our community. About Us Black Hawk County Gaming Association is the corporation that holds and maintains a license to conduct gambling games in accordance with the Iowa Excursion Boat Gambling Act. The Association was founded in May of 2003 by Bob Fulton, Jim Lind and Don Hoth to be the non-profit license holder of a gambling license. The Iowa Racing and Gaming Commission awarded a gaming license to BHCGA in May of 2005. The Isle Casino and Hotel at Waterloo opened on June 30, 2007. In August 2007, the BHCGA opened an office in Waterloo and began accepting grant applications for funding. In accordance with Iowa law and its operating agreement with the City of Waterloo, the Association receives 5.75% of the Isle s adjusted gross receipts from gaming and distributes the funds each quarter in a competitive grant process. Since its inception, Black Hawk County Gaming Association has received and reviewed hundreds of grants. To date, 444 grants have been approved which total $39.3 million in funding. FUNDING GUIDELINES WHAT WE ARE Black Hawk County Gaming Association is a corporation that holds and maintains a license to conduct gambling games in accordance with the Iowa Excursion Boat Gambling Act. Black Hawk County Gaming Association benefits the Cedar Valley by: Providing property tax relief to cities and counties Funding capital improvement Making charitable contributions to qualified 501c3 organizations via the grant program WHO WE ARE Board of Directors of the Black Hawk County Gaming Association includes sixteen residents of Black Hawk County who represent the broad interests of the Cedar Valley. Board members volunter their time to select funding for worthy projects. WHAT WE DO Black Hawk County Gaming Association accepts, reviews and acts on requests to fund projects, activities and programs that benefit the Cedar Valley. WHERE WE DO IT Black Hawk County Gaming Association funds projects, activities and programs for organizations and communities in seven Iowa counties. Our primary focus is Black Hawk County. We also serve Bremer, Buchanan, Butler, Chickasaw, Grundy and Tama counties. Projects located in counties other than Black Hawk must first apply to their local county foundation for funding. LETTER OF INTENT - APPLY ONLINE! The initial requirement of any organization seeking a grant from Black Hawk County Gaming Association is a Letter of Intent. The letter should describe the organization, the project for which funding is requested, the total budget with timelines and projections for project completion, the portion of the budget for which Black Hawk County Gaming Association funds are being requested, and other funding sources requested and / or committed to the project. WHEN WE DO IT Black Hawk County Gaming Association funds projects four times per year. Counties other than Black Hawk are eligible for funding twice each fiscal year.

About Us REQUESTS WE WILL CONSIDER The Board of Directors of the Black Hawk County Gaming Association is interested in awarding grants that will make the Cedar Valley a stronger, better place to live. It places particular emphasis on proposals that enhance public facilities; create, replace or upgrade substantial capital items or create new opportunities where none now exist. Projects should demonstrate the ability to leverage funding and support from additional sources. Special preference is given to applications that maximize community resources through cooperation and collaboration with other organizations in the community and the elimination of redundant services, programs or projects. Applications should demonstrate the sustainability of the proposed project without additional long-term financial commitments from Black Hawk County Gaming Association.
