INTRODUCTION Based n its wrking prgramme (Technical Annex), PLATINA, SWP 5.2 assisted the Eurpean RIS cmmunity in its endeavurs t implement RIS between Mid 2008 Mid 2012. The majr results are elabrated in this deliverable D 5.7 RIS implementatin supprt. The aim f the reprt is t infrm n the majr activities f PLATINA SWP 5.2 while supprting Eurpean RIS implementatin, especially the RIS Cmmunity related t the RIS Expert Grups. This reprt prvides an verview f sme specific activities executed by the PLATINA SWP 5.2 team - RIS prtal and measuring RIS implementatin and prvides an verall descriptin f the cntext in which the PLATINA SWP 5.2 executed its (RIS) wrk. This reprt cntains three chapters: 1. A descriptin f the majr PLATINA RIS implementatin activities. 2. A general analysis f the RIS cmmunity wrkflw. 3. Cnclusins and recmmendatins twards a shared EU visin n RIS Annex 1 cntains the minutes f the kick-ff meeting with the (c)chairpersns f the RIS Expert Grups. In the fllwing 8 annexes the varius aspects f an in depth study f PLATINA n hw t measure RIS implementatin are elabrated: - this study started in 2009 and was cncluded in beginning 2011. The PLATINA SWP 5.2 (RIS) team cnsisted f representatives f five PLATINA partners: CRUP, VNF, CETMEF via dnau, and DVS (prject leader) 1. CRUP was mainly active develping the first versin f the RIS webprtal and the web interface fr the RIS Expert Grups. VNF and CETMEF cntributed prviding sme input t PLATINA RIS attempt t measure RIS implementatin and t the D5.4 deliverable Required hardware and sftware n bard f vessels. Via dnau participated in all RIS Cmmn Issues meetings rganised by PLATINA SWP 5.2. Furthermre, via dnau cntributed cntent t the RIS prtal (D5.9), 1 CRUP = Cratian, Centar Za Razvj Unutarnje Plvidbe; VNF = Vies Navigable de France, CETMEF = Le Centre d'études Techniques Maritimes et Fluviales; DVS = NL Dienst Verkeer en Scheepvaart (Rijskwaterstaat) D 5.7 RIS Implementatin Supprt and Assistance Page 4

subcntracted wrk n the maintenance f the ENC Register (D 5.3), prvided substantial input in delivering a draft versin fr a new RIS Encding Guide (D5.15), and c-perated discussing varius pprtunities t develp a suitable methd t measure RIS implementatin, including develping and executin f a questinnaire t mnitr RIS implementatin status (D5.7). Based n the latter, via dnau drafted a (PLATINA) expert pinin dcument n RIS implementatin in September 2011, including the utcme f a questinnaire. This dcument was directly cmmunicated with the EC and nt crdinated with the PLATINA SWP team. The same cunts fr the activities via dnau cmmunicating the majr cnclusins f the utcme f the questinnaire t the EU RIS Cmmittee n 1 March 2011 in Brussels. This reprt is written by the DVS PLATINA RIS team, which executed mst SWP 5.2 wrk. The frmat f this reprt has been chsen t put the RIS implementatin wrk in an verall plicy cntext, aimed at cmmunicating the knwledge and insights btained between 2008-2012. 1. PLATINA RIS IMPLEMENTATION ACTIVITIES 1.1 Intrductin As a kick-ff t its wrk, PLATINA SWP 5.2 rganised a meeting with all (c)chairpersns f the Expert Grups (EGs) at the request f the EC - n hw t best assist the RIS Expert Grups (EGs) in their wrk and what cmmn RIS issues shuld be priritised. This meeting was held n 28 July 2008 in Brussels. The participants were the chairpersns f the EG n NtS, VTT and Inland ECDIS, the c-chairman f the EG ERI, the EC RIS prject fficer and PLATINA SWP 5.2 representatives. The majr utcme f the meeting 3 was a list f issues f which the participants requested direct invlvement f PLATINA. On implementatin supprt - cmmunicatin and assistance specifically the need was expressed that PLATINA wuld especially fcus n: 1. Develping a web infrastructure, general and in specific, fr the EGs cvering: Publicatin f standards at ne pint (ne-stp-shp). Prmtin/advertisement f RIS and making things easier t find. Interactive prtal identifying the infrmatin needed and where t get it. 2. Mre infrmatin and interactin amngst the RIS cmmunity members, i.e.: Platfrm fr interchange. Interface/mnitring between the EU and the PIANC 4 grup that was revising the RIS guidelines. In additin t the specific RIS Implementatin Supprt issues, the meeting identified the need t: Assist in the wrk f the EGs, i.e. develping Terms f Reference fr the wrk f the EGs secretarial assistance fr sme EGs 5. Develp an ENC Register, execute ENC Register maintenance and supprt ENC distributin free f charge. 7 Establish RIS Reference Data Management Services 8. The identificatin f a Cst-Benefit Analysis (CBA) f RIS implementatin - including an inventry f what has been prduced n the subject within the EU Member States - was nt identified as a majr cncern by the participants f the 28 July 2008 meeting. In shrt, the three mst imprtant implementatin issues cvered in this chapter are: 1. RIS webprtals. 2. Infrmatin exchange. 3. Measuring RIS implementatin. 1.2 Executin f implementatin supprt tasks by PLATINA 1.2.1 RIS webprtals The basic structure f web prtals was develped between 2008 2009 by CRUP and DVS, and apprved by the EC. The RIS prtal structure was revised in 2010/2011. The web interfaces cver: The RIS prtal www.ris.eu general infrmatin n RIS, als aimed as distributin channel fr news items and keeping the RIS cmmunity up t date n varius develpments. The expert grup prtal ww.eg-ris.eu a specialized prtal fr the EG members t disseminate infrmatin and keep a library. Since 2010, bth RIS prtals are fully managed by DVS (webmaster). The RIS Expert Grup prtal allws access rights t all members f the RIS Expert Grups. 6 A PLATINA (D 5.6) reprt n this issue t the EC was written in clse c-peratin with the chairpersns f EGs and sme additinal RIS experts (disseminated t the EC in Octber 2011). 7 PLATINA D 5.2 and D 5.3 reprts. 1.2.2. Infrmatin exchange T enable mre infrmatin exchange amngst RIS Cmmunity members, RIS Cmmn Issues meeting have been rganised and chaired yearly by the PLATINA SWP 5.2 team in clse c-peratin with the chairpersns f the EGs. Three meetings have been rganised since 2009 and fit int the RIS week prgramming. The RIS week is rganised twice a year June and Nvember - and allws varius EG meetings t cnvene in the same place and same week. It assembles the varius members f the RIS EGs and facilitates all experts t meet and discuss pending issues f shared interests in a plenary sessin. During the PLATINA lifetime, the three Cmmn Issues meetings were rganised during the annual RIS week in Nvember. 9 Sme majr issues, which featured the agenda, were: EU and natinal prject verview. Key RIS technlgies (PLATINA prduced a dcument). 10 Measuring RIS implementatin. RIS webstructure. Implementatin issues. RIS strategy. The issue f the revisin f the PIANC RIS Guidelines was partly discussed in the Cmmn Issues meeting. Between 2008-2010, the PLATINA SWP 5.2 was lead by Cas Willems, wh als acted as chairman f the PIANC WG 128 n the revisin f the RIS Guidelines. This allwed the SWP 5.2 team t develp a clse cnnectin between the wrk f the varius EGs and the PIANC WG 128. 1.2.3. Cst-Benefit Analysis f RIS implementatin (CBA). Between 2009-2011, the mst apprpriate methd t evaluate the implementatin f RIS has been discussed between the varius SWP 5.2. partners. has been identified that measuring RIS implementatin culd be dne in tw cmplementary ways, namely: Cst Benefit Analysis (CBA) 11 twards the mnetary quantificatin f bth csts and benefits in terms f utcme (i.e. safety, emissins, etc) f RIS implementatin Strategic Perfrmance Indicatrs (SPINS) 12 As a mean fr mnitring f implementatin prgress twards pre-defined implementatin targets. After tw years f discussin, the issue hw t pursue a validated methd t measure implementatin culd nt be reslved amngst the PLATINA SWP 5.2 partners. Tw majr prblems emerged: A balance culd nt be fund between measuring technlgy implementatin prgress and measuring implementatin prgress f the services as available t the users. Cmparisn between cuntries is difficult. The structure f the inland waterways in the different cuntries invlved is different. T illustrate this: Germany, Belgium and the Netherlands have a cmplicated, quite dense system f waterways that is managed by different bdies, whereas in mst Danube and riparian cuntries there is nly ne waterway that is managed by ne authrity and has few users. The first mentined cuntries perceive RIS as a technical issue as well as an rganisatinal issue. T the ther cuntries, RIS is primarily a technical issue. During the Cmmn Issues meeting in Nvember 2010, PLATINA cnfrnted the varius RIS experts with the questin: Hw t measure RIS implementatin? As an utcme f the meeting, it was agreed that PLATINA wuld send a questinnaire t the experts in the varius cuntries t be filled ut and assist PLATINA in measuring RIS implementatin. This questinnaire 13 was develped and presented during the Cmmn Issues meeting by via dnau. The majr results f the questinnaire which was sent t the varius participants after the meeting - were cmpiled by via dnau. T the DVS representatives in SWP 5.2, the dcument did nt prvide a tangible utcme n the status f the varius services n the waterways. T cnsult n hw t prceed, the dcument was presented t varius RIS experts during a meeting n 14 June 2011 in Rtterdam - hsting the (c) chairmen f the Expert Grups and several RIS experts. It was cncluded during this meeting that the results f the questinnaire did nt substantially cver all aspects f RIS and were t fcussed n RIS technlgies. Furthermre, the RIS experts were f the pinin that measuring RIS implementatin is already partly dne by the varius RIS EGs, reprting n a yearly basis abut the status f RIS technlgy implementatin. 2. GENERAL ANALYSIS OF THE RIS COMMUNITY WORKFLOW The PLATINA SWP 5.2 team was cmprised f RIS experts and general transprt plicy peple. Therefre, the starting pint fr the PLATINA SWP 5.2 team was difficult; - the varius participants cvered different perceptins nt sharing a cmmn visin and having different interests. Sme participating RIS experts were already invlved in the RIS cmmunity fr a lng perid, cntributing t many natinal and Eurpean RIS prjects, mst being technlgy driven. Other SWP 5.2 participants had assembled their experiences in the general plicy dmain and transprt mdelling. Fr them it prved difficult t get a grip nt the essentials f varius RIS issues. In general, discussins within the RIS cmmunity are very detailed and seldm cnnected t verall transprt plicy issues, like ITS, e-freight and Single Windw. They seem t fail an verall and cmprehensive plicy cntext. Furthermre, a clear answer frm the RIS expert cmmunity t the questin: Des RIS prvide value fr mney? in general plicy terms remains t be unreslved, as yet 15. In the EC RIS Framewrk Directive 2005/44/EC, the varius services are described, being fairway infrmatin, traffic infrmatin, traffic management, calamity abatement, transprt management, statistics and custms, and waterway charges. In generic terms, easier t understand fr laymen, RIS prvides IWT with services that help t increase the IWT perfrmance in the supply chain, actively cntributing t mre visibility, transparency, velcity, safety, and reliability. In practice, RIS fcuses n digitally btaining, assembling and prviding data abut: Inland waterways frm Waterway class IV nwards Vessels (frm Waterway class IV nwards and ENI numbered vessels) Carg (fr vessels Waterway Class IV nwards) Vyage infrmatin (fr vessels n Waterway Class IV nwards) Vessel psitin infrmatin (fr vessels n Waterway Class IV nwards). 2.2.1. Prjects On the Danube: Within the Danube regin, via dnau serves as principal stakehlder and actr develping and executing internatinal prjects. Thereby, fr nearly a decade, they als set the scene twards develping state-f-the-art RIS in Centre and Eastern Eurpe, training peple and crdinating several verall EU RIS prject (like IRIS Eurpe). The fcus f the Danube prjects is t cver the interests f all Danube cuntries and riparian states. On the Rhine: In general, the Netherlands have been the majr beneficiary f EU RIS funds in the EU since 2000. This is especially the case fr the Rhine-crridr. Till 2001, the Netherlands were the principal actr develping RIS in Eurpe. Between 2001-2006, the Netherlands develped several EU prjects in c-peratin with via dnau. Since 2006, the NL have lst their fcus t actively participate in EU wide RIS prjects. The majr reasns being natinal implementatin prblems, restricted natinal financial resurces, and lack f substantial breakthrugh implementatin. In Germany, RIS is primarily a natinal issue, whereby natinal legal restrictins and rganisatinal issues limit the ability t actively prmte RIS n an internatinal scale. France and Belgium (Flanders) have been quite active btaining EC mney t implement natinal RIS issues. Their apprach twards enhanced internatinal RIS c-peratin is limited. In general, ne can say that in Western Eurpe internatinal c-peratin between cuntries has refcused n crss-brdering issues nly. In the Danube regin, internatinal cperatin has a multilateral apprach. Nt in the least due t the EC Danube strategy and the via dnau effrts t cnnect cuntries and stakehlders n RIS issues alng the Danube and cnnecting waterways. 2.2.2. RIS expert grups Sme 40 50 experts and stakehlders participate in the wrk f the RIS expert grups. The wrk is vluntary and the final prducts (prpsals fr standards) are prvided t all D 5.7 RIS Implementatin Supprt and Assistance Page 14

internatinal rganisatins, including the EC. 17 The EC has n hierarchical sphere f influence n the wrk f the Expert Grups, nr des the EC finance the activities f the EGs per se. The (c)chairpersns f the EGs are free t develp their wn agendas. Apart frm the need fr new standards and the actual wrk t develp standards, the EGs discuss varius RIS issues. They have n frmal influence n the prjects prpsed t and being agreed by the EC fr c-financing. This is smetimes frustrating t them as it prevents the EGs frm setting a Eurpean RIS agenda. 2.2.3. Discussin n RIS in internatinal rganisatins PLATINA SWP 5.2 has had n invlvement with the varius internatinal bdies cncerned, but the EC. In 2011, PIANC published its new RIS Guidelines. These Guidelines were apprved in a Reslutin by the UNECE and adpted by the CCNR and Danube Cmmissin (DC). The CCNR has develped its RIS strategy and apprved several standards being prpsed by the EGs. Als the UNECE and DC apprved several standards. The DC has als supprted the activities f the NEWADA (EU financed) prject cncerning the develpment f a FIS fr the Danube regin. PLATINA (EU financed) prject tk initiative twards develpment f a EU FIS prtal n the basis f NEWADA results. As these tw prjects were nt crdinated frm the start, attempts t fster c-peratin in a later stage prved t be impssible. Within the IRIS Eurpe III prject (EC financed), the results f the NEWADA prject will be taken up again fr the Danube regin. Nn crdinatin f these tw EU financed FIS prjects illustrate the difficulty t develp a cnslidated EU RIS apprach being supprted by all internatinal rganisatins. 2.2.4. EU RIS Cmmittee During PLATINA SWP 5.2 lifetime, the RIS Cmmittee nly met nce, 1 March 2011. SWP 5.2 was nt invited t cntribute t the meeting. 2.3 The Eurpean RIS cmmunity Fr PLATINA SWP 5.2, c-peratin with the RIS cmmunity was nt difficult. RIS experts in general are very willing t share knwledge and several f the RIS experts als cntributed substantially t the PLATINA SWP 5.2 wrkflw, als Eurpean Hull Data Base. The difficulties f PLATINA SWP5.2 started when trying t centre the attentin t services instead f technlgies.it has been bserved that the fcus f the RIS experts wrk is rather putting technlgy in place than n establishing suitable services fr cmpanies in the lgistic chain. 19 Frm a plicy pint f view, the RIS cmmunity can be cnsidered as a clsed and autnmus netwrk. The cmmunicatin skills t crss the bridge between technlgy and plicy issues appear insufficient. It is striking that mst cmmunicatin n RIS is either very detailed, and technical, r a repetitin f abstract marketing terms n the imprtance f RIS fr transprt in Eurpe. 20 Within the cntext f the RIS cmmunity several questins have been identified, but nt being clearly answered. The answer t several f these questins wuld allw the RIS cmmunity t better interact with a wider audience, i.e. plicy peple. Sme questins that cme t mind are: Hw much mney has been spent n RIS implementatin until nw? 21 What services have been implemented n the whle EC RIS Framewrk directive territry? Are the Eurpean waterways already been fully digitally intercnnected t allw fr integrated services? What is the interest f cmpanies in RIS (what functinalities d they want t prvide)? D the business representatives in the RIS cmmunity cver the lgistic chain peratrs? 19 It is interesting t nte that many RIS experts speak f RIS services, instead f RIS, when discussing what RIS shuld deliver. The abbrevatin f S in RIS stands fr Services, nt Technlgy 20 In general, press releases n RIS prject ften cntain generic descriptins n the imprtance f a prject by nt being clear what cncrete services are being put in place and their benefits fr gvernments and business 21 The RIS prtal prvides an verview f the RIS prjects in Eurpe, including the RIS prject c-financed by the EC. The sum f all culd be identified as the ttal amunt being spent by the EC, althugh sme finalised EC cfinanced prjects are nt included. The prjects being listed in the RIS prtal are nt cvering all prjects. Nt all prjects wanted t cntribute. D 5.7 RIS Implementatin Supprt and Assistance Page 16

Hw much d stakehlders, being either public r private, want t invest in RIS? What s the R(eturn)O(n)I(nvestment) f RIS and is that interesting fr private parties? Des RIS prvide value fr mney? The EC seems t have reserved sufficient resurces till 2020 t (c)finance RIS prjects and assist natinal RIS implementatin effrts in Eurpe. Hwever, an emerging issue is whether nly mnetary resurces are ging t be a sufficient instrument t slve the actual RIS implementatin bttlenecks. The Eurpean RIS cmmunity shuld put effrts in bridging the gap between the RIS technlgy driven cmmunity and bth the transprt plicy dmain and lgistic chain needs. A sufficient integratin f the varius stakehlders int the RIS cmmunity needs t be established. Eurpean financial can nly be given if natinal administratins als pay their share. Therefre natinal lng term cmmitment is essential. 2.4 Additinal bservatins 2.4.1. EC Finance An interesting RIS implementatin bttleneck is that nt all cuntries seem t be either able r willing t independently finance their wn RIS human resurces, expertise. In case the EC wuld stp supprting EU RIS prjects within Eurpe, several cuntries wuld seize t develp and implement RIS in their cuntries thus reducing n manpwer, i.e. Czech Republic, Slvakia, Rmania, Bulgaria and Hungary. Sme ther cuntries wuld seriusly have prblems maintaining its current human resurces, e.g. Austria. By and large, EC funds t supprt RIS implementatin in Western Eurpean cuntries appears t have little t n effect n their natinal human resurces. Overall, internatinal RIS c-peratin wuld be jepardized if the EC were t decide t diminish its available RIS budget. 22 2.4.2. Leadership In general, n rganisatin appears t be in the driver s seat within the Eurpean RIS cmmunity. the future, e.g. IRIS Masterplan 2006. 23 Aspects f this IRIS Masterplan have been taken up in varius cuntries and in EU funded prjects, als the PLATINA prject. By large, sme visinary RIS prjects mentined in the IRIS Masterplan have nt been executed yet. Ideas like a Eurpean Psitin Infrmatin Services lack sufficient EC legal backing and cmmitment f the lgistics service peratrs 24. Perceiving the RIS wrkflw frm an rganisatinal pint f view, it is impssible t clearly answer the questin Wh is in charge f a Eurpean RIS plicy? An interesting additinal questin wuld be t ask the varius EU Member States whether they wuld like t invest in RIS in case the Eurpean Cmmissin wuld nt cntinue funding RIS. 2.5. RIS SWOT analysis T identify the strengths and vulnerabilities f the RIS implementatin, the PLATINA SWP 5.2 team 25 has cnducted a SWOT analysis. TOWARDS A SHARED EU VISION ON RIS 3.1 Analysis (cnclusins) The current RIS implementatin is based n EC legislatin, supprted by natinal administratins and EC funding, and executed by cmmercial parties. A very mtivated grup f experts acts as technical advisrs in the implementatin prcess. In additin several internatinal rganisatins are invlved. Neither a persn nr an rganisatin is in charge f RIS in Eurpe. Mst peple invlved in the Eurpean RIS cmmunity have their rigins in public administratins. The result being that RIS has evlved as a safety and envirnmental issue rather than an ecnmic issue. S far, RIS implementatin effrts have nt incrprated cutting edge lgistic peratinal knwledge and practices. There are several reasns: The unawareness f many peratrs in the lgistic chain f the benefits f RIS 26. The ptential business returns n investing in RIS is unclear. Seeking cmpetitive advantage, majr lgistic service prviders, als shippers and terminal peratrs, rather develp their wn ITS systems, including RIS applicatins, than apply generic RIS systems. T the general public and several natinal administratins, the value added f substantial investments int RIS implementatin is nt clear. Within varius natinal administratins, high ranking civil servants find it hard t identify themselves as a RIS stakehlder 27, thus decline t actively participate and put RIS n the plicy agenda. Only in a few cuntries 28 a very clse c-peratin between the plicy and the executive dmain has been established. This is nt the case fr the EU as a whle. In practice, the prfessinal RIS experts that dminate the RIS expert grups wrkflw functin rather autnmus. This makes it difficult fr varius newcmers, including lgistic peratrs and plicy peple, t get actively invlved in the RIS wrk prcesses. The described prblem f nt being able t establishing a suitable methd t measure RIS implementatin 29 clearly illustrates the immaturity f the RIS cmmunity t effectively cpe with issue f plicy legitimating and cmmitting all peratrs within the lgistic chain. A first step twards establishing and prmting RIS as a mature service enhancing IWT cmpetiveness is t develp a shared visin n the merits f RIS, implementatin milestnes and the path twards an effective implementatin prcess f RIS. Hw t reach a shared EU RIS visin? 3.2 Develping a shared EU RIS visin Sme steps can be identified n hw t develp a shared EU RIS visin. The basis f the wrk is t: Define the varius stakehlders. Identify their invlvement in the lgistic chain. Define their prblems and bjectives and Discuss their willingness t invest and t c-perate in the EU RIS Cmmunity. Three imprtant pre-cnditin fr a successful apprach twards establishing a shared RIS EU visin wuld be: Strategic and tactic steering n a Eurpean level f the RIS implementatin wrk Cmmitment n a Natinal and Eurpean level fr the lng term. 3.2.1 RIS strategy A shared visin is based n a strategy. Prbably such a strategy shuld g beynd the scpe f the RIS Framewrk Directive. It shuld als incrprate varius issues related t the EU Digital Sciety Agenda and the Inspire Directive 30. This has nt been established yet. As an verarching perspective t develp a RIS strategy, it is prpsed t fcus n the flw f infrmatin relating IWT s invlvement in the supply chain. IWT and its infrmatin needs are t be perceived frm an integrated lgistics apprach, whereby IWT acts as a part f the supply chain rather than as an independent transprt mde. A pssible strategy shuld first be based n an identificatin f the pssible hles intercnnecting the varius transprt services n a Eurpean scale, hw t clse thse hles in the current lgistics practices relating ITS, what is the rle IWT can play and t determine hw RIS fits in. 31 T engage in this discussin reaches beynd the scpe f the current (plicy) discussins n RIS. 3.2.2 Cnnecting all stakehlders The develpment f a RIS strategy can be a time cnsuming and cmplicated actin. ANNEX 2 MEASURING RIS IMPLEMENTATION Varius methds have been develped t measure plicy implementatin. In varius fields, Strategic Perfrmance Indicatrs have prved t be effective measure instruments. Nt in the least t allw management t judge whether the "present situatin" f RIS implementatin sufficiently cnnects t the "desirable situatin". The descriptin f plicy implementatin depends n the availability f measurable gals. Strategic Perfrmance Indicatr (SPIN) is a clear measurement f perfrmance twards a strategic gal. As a SPIN seeks prgress twards a strategic gal, nt any perfrmance measurement r fact & figure (F&F) is a SPIN. The imprtance f a SPIN is: - T check prgress in time. - T cmmunicate prgress t stakehlders. - T cnfirm pririties. - T cmpel prgress: measurements influence peple s behaviur and attitude. A SPIN must be a clearly defined measurement (it must be FABRIC), i.e: - Fcussed - Restricted t a few strategically imprtant bjectives. Develping a first set f Indicatrs (Critical Success Factrs) The SPINs set prpsed aims at a clear verview f : - Missing RIS utput (i.e. Cverage f RIS services) and - Input (mney resurces and equipment) with respect t what the RIS Directive stipulates. This verview can be used by the different RIS stakehlders as fllws: 1. By the EC as basis fr decisin-making n budget allcatin fr the next years 2. By the Member States as a basis fr decisin-making n Natinal budget allcatin 3. PROPOSED STEPS FOR SPINS DEFINITION Selecting apprpriate and useful perfrmance indicatrs is a fairly straightfrward prcess, which requires careful thught, iterative refining, cllabratin, and cnsensus building. A stepwise descriptin f the prcess, within tw phases, is described here. In practice sme steps be undertaken simultaneusly. 4.1. First Phase - Definitin Phase 1 cnsists f the fllwing steps: 1. Clarify bjectives. The first step is t carefully cnsider the result desired and review the precise intentin f the strategic bjective, pssible use f the indicatrs and supprt by stakehlders. Gd perfrmance indicatrs start with gd results statements that peple can understand and agree n. The varius gals f measuring perfrmance are: - T determine budget allcatins frm Eurpean Perspective twards fully cmpliance with the RIS Directive; - T prmte transparency between and accuntability f Member States. - T measure deviatin between cuntries; - T prmte faster implementatin ; - T identify the specific targets fr change.
