Go ahead, make Biometrics use of my data Data sharing culture 85% would be happy to provide additional information to speed up process checks required by governments ICAO TRIP Seminar: Border Controls 6
Transfer Streamlining passenger process Eliminate duplication Can queues be a thing of the past? ICAO TRIP Seminar: Border Controls 7 People want to keep moving
Can t do without Shift off-airport mobile? Usage of mobile boarding pass is increasing steadily, currently at 71% ICAO TRIP Seminar: Border Controls 8
IATA s priorities are airlines priorities Keep aviation safe and secure Sustain traffic growth / efficiency Remove airport bottlenecks / seamless travel Ease travel restrictions (e.g. visas) Reduce costs of inadmissible passengers ICAO TRIP Seminar: Border Controls 9 12 July 2017
How are we getting there? We broke down air travel into 14 steps: some are linked to border control Departure 01 Pre-travel 02 Ticket Issuance 03 Check-in 04 Document Scanning 05 Authorisationto proceed 06 Baggage processing 07 Immigration exit control Fast Travel 08 Security access 09 Security screening Document Check 10 Flight Re-booking 11 Boarding Flight 12 Immigration entry control Arrival 13 Baggage collection 14 Customs Transfer ICAO TRIP Seminar: Border Controls 10 12 July 2017
Border Control: IATA priorities 1. Align API-PNR programs with global standards 2. Modernize visa regimes and link them to iapi 3. Take part in the End-to-End vision ICAO TRIP Seminar: Border Controls 11 12 July 2017
Priority no. 1: States API-PNRprograms should align with global standards ICAO TRIP Seminar: Border Controls 12 12 July 2017
Advance Passenger Information (API) Passenger Name Records (PNR) vs. Biographical + flight data Captured at check-in Usu. verified data (swipe of Machine Readable Zone) Reservation data Captured up to 1 year in advance of travel Can contain very little data and is unverified! Can contain sensitive personal data (privacy laws)
Legacy (Batch) API
Interactive API (iapi)
Airlines can assist public authorities by collecting API and transmitting PNR data But airlines fly to a multitude of countries this is why standards exist and must be followed: UN-EDIFACT PAXLST MRZ data only Single window
Status of API / iapi programs (total: 65) Legend iapi in force (total: 16) API in force (total: 49)
Status of PNR programs (total: 16) Legend PNR in force
Priority no. 2: States should modernize their visa regimes and link these to iapi ICAO TRIP Seminar: Border Controls 19 12 July 2017
% of world population that do not need visa to enter country* Visa prior to departure: 61% Visa upon arrival: 15% E-visa: 6% No visa required: 18% Source: UNWTO Visa openness report 2015 Global visa policies 20 7/13/2017
Electronic Travel Systems (ETS) should replace older forms of visas Traditional Visa Visa on Arrival (VoA) evisa Time consuming pre-travel; deters last minute travel Time consuming at airport; potential for missing docs Must often be printed and presented at origin and destination Electronic Travel System Can be integrated to airline interactive boarding pass issuance ICAO TRIP Seminar: Border Controls 21 12 July 2017
An ETS is similar to an e-ticket it is not a physical document Pre-travel Passenger books flights Passenger applies for ETA online At airport of departure Passenger checks in Passenger / airline agent receives Board or No Board Directive linked to ETA At airport of arrival Passenger proceeds to Automated Border Control on arrival ICAO TRIP Seminar: Border Controls 22 12 July 2017
Annex 9 s Amendment 26 includes a new section (Section C) linking ETS and interactive API programs Definitions: Electronic Travel Systems (ETS). The automated process for the lodgement, acceptance and verification of a passenger s authorization to travel to a State, in lieu of the standard counterfoil paper visa. 9.17 Recommended Practice. Contracting States seeking to establish an Electronic Travel System should integrate the pretravel verification system with an interactive Advance Passenger Information system. Note. This will allow States to integrate with the airline departure control systems using data messaging standards in accordance with international guidelines in order to provide a real-time response to the aircraft operator to verify the authenticity of a passenger s authorization during check-in. ICAO TRIP Seminar: Border Controls 23 12 July 2017
The model is Australia s Electronic Travel Authority (ETA) All temporary visitors to Australia need one ETA is linked electronically to the person s passport Travel agents and airlines can apply on behalf of client or check status Australia has iapi program in place called APP 24 12 July 2017
Priority no. 3: Public authorities should be part of the End-to-End vision ICAO TRIP Seminar: Border Controls 25 12 July 2017
