Vision Policies Myanmar Port Authority is the best pillar to build the modern develop nation especially for the maritime trade development with the optimize balance between regulatory and facilitation to the players of the port industry together.

Port development Policy/Plan MPA is solely responsible for port planning under the direction of Ministry of Transport and Communications. System of Fund-raising for Port Development ; (i)100% National investment (ii)100% Investment under Build, Operate and Transfer basic by Foreign and/or local investors. (iii)joint-venture between MPA and Foreign and/or local Investors. (iv)grant aids or soft loan financed by international financial institute.

Port development Policy/Plan Yangon Port Act,1905 Yangon Port Act,2015 ( amended subsequently ) Foreign Investment Law- 1998 Myanmar Citizens Investment Law-1998 Myanmar Companies Act 1914 under 100% Foreign Investment by BOT basic Joint venture subject to the approval of the Myanmar Investment Commission (MIC). The New Foreign Investment Law favors to the foreign investor by granting exemption and tax relief.

of Port Infrastructure development in Myanmar

Challenges In Myanmar Port Infrastructure Development Commitment for Long-term development and holistic strategy for Maritime industry is needed to acquire from the government. Lack of focusing on hinterland logistics sector also for the infrastructure of multimodal transport sector (Road, Rail and Marine Highway). Poor Maintenance on existing access structure to the port (poor existing hinterland connectivity).

Challenges In Myanmar Port Infrastructure Development Most of terminals are located close to the downtown area which caused congestion as well as traffic and port congestion. Inadequate dredging capacity ( incapability of keeping certain depth of channel(especially outer bar ) due to lack of efficient dredger rather than the existing inefficient small dredgers. Inadequate cargo-handling equipment and machinery in order to meet current demand of port users (to upgrade existing port facilities).

Challenges In Myanmar Port Infrastructure Development To attract private investment in port infrastructure development (Who invests where?). Need to consolidate similar types of terminals in groups in order to get a larger scale and safety. Need to upgrade human resources (unskilled and untrained labour) related to port industry. Lack of monitoring upon KPI of each terminals although the capacity is still enough for this current situation in order to cope the possible booming trade.

Challenges In Myanmar Port Infrastructure Development Back up areas of every container yards can t cope the containers in order to handle empty which is accumulated due to trade deficit. Conflict of interest and policy between state and regional government has been facing due to insufficient collaboration and cooperation. Public awareness upon maritime industry is needed to be raised such as environmental impacts.
