TAHOE CITY PUBLIC UTILITY DISTRICT MEMORANDUM TO: FROM: Cindy Gustafson General Manager Bob Bolton Director of Parks and Recreation DATE: October 13, 2016 SUBJ: Monthly Report September 8 October 13, 2016 Monthly Activities Rink General The majority of this month was spent on goal setting and development of 2017 operating and capital budgets. Other activities involved preparing for ice rink, transition of golf course operations and preparing for Rideout Community Center changes in 2017. Tahoe City Ice Rink Ice rink construction is under way at the golf course. Working with staff to prepare for operations when we open in November. Working on design of skate rental area in the clubhouse, ordering final supplies and equipment needed for operations. Working with engineering staff and design consultant on any design issues during construction. Working closely with Tahoe Cross Country (TXC) to prepare for ice rink operations. Preparation includes finalizing an operating schedule and rate structure for skating and skate rental. TXC is currently hiring for all of their positions for the Winter Sport Park. Conners Field Lights Staff recently met with Arch Nexus (AN) for an update on their progress for designing, permitting, and scheduling replacement of the ballfield lights at Conners Field. Preliminary design is complete and AN is moving into the permitting process. Due to the Department of State Architects approval process, the project is scheduled for construction in September of 2017 after completion of the 2017 adult softball program. Rideout Community Center Continue to work with staff to prepare for TCPUD recreation department changes when Tahoe Lake School moves to the Rideout Community Center in June 2017. Met with Tahoe Truckee Unified School District (TTUSD) to coordinate schedules for the move and their latest plans regarding improvements to Rideout. At this point, they are requesting that we vacate the building by June 1, 2017. We are also working closely with TTUSD to determine what space will be available at Rideout for our RAP afterschool program. TTUSD is also working on a revised contract regarding our current lease of Rideout for staff to review.
Memorandum 13-October-16 Page 2 of 3 Tahoe City Golf Course Working with staff and Duncan Golf to finalize the contents of a draft termination agreement with Duncan Golf Management (DGM). We are determining what business contracts need to be transferred, determining inventory of supplies and equipment and the final financial obligations between TCPUD and DGM. Advertised for new full-time positon of Senior Golf Operations Specialist. We received 14 applications and have set up interviews with 5 of the candidates on October 26. We hope to make a selection that same week and bring them on board in November or December 2017. Finalized the hiring process of Bob Bonino as our Golf Course Manager. Bob will begin work in the spring of 2017. Currently, we have hired Bob as a consultant to help us with the transition of operations from Duncan Golf and to assist with planning for next golf season. Worked with staff to send out Request for Proposals (RFP) for food and beverage operations at the golf course. Provided a mandatory pre-proposal meeting and walk-though at the clubhouse. We received one proposal and staff is currently reviewing the proposal. Bike Trails Winter Clearing TOT grant funding was approved by NLTRA for winter snow clearing of a portion of our bike trails this winter. NLTRA approved $55,000 (70%) of the total cost for this coming winter season to clear trails. TCPUD provided a 30% match of $23, 572. The grant funding includes the cost to extend the snow clearing to the second Lake Forest Road intersection to the east. The TCPUD Board requested staff to look at the costs to include this extension and that was requested and approved in the grant. Worked with legal counsel to draft the amendment to TCPUD Ordinance 248 regarding snow storage on TCPUD bike trails. The amendment authorizes the Board to not allow snow storage on all or portions of the bike trail system through a resolution. Staff will bring the ordinance amendment to the Parks and Recreation Committee for review and then to the Board for approval in September. The amended ordinance cannot go into effect until after 30 days upon adoption by the Board. Staff will then bring the required resolution to the Board in October to not allow snow storage on the trails in the proposed snow clearing areas. Other Continue to monitor the impacts of the Highway 89 Erosion Control Project to the West Shore Bike Trail. Working with Caltrans to document their plans to mitigate trail issues identified by TCPUD staff. Staff will continue to monitor and communicate with Caltrans on trail issues until the project is complete in 2017. Hired consultant to design and coordinate the erosion control measures for Midway Trail near Squaw Valley. Due to scheduling conflicts, construction will now occur in spring of 2017 instead of this fall. Full TOT grant funding of $15,000 was recently approved by NLTRA for this project. TOT grant funding requires the project be complete by June of 2017.
Memorandum 13-October-16 Page 3 of 3 Staff continues to monitor the impacts to bike trail users along the Truckee River Trail during construction of the Truckee River Restoration Project. Staff installed temporary signs warning bike trail users of the potential for 10-minute delays for the Truckee River Restoration project. All reports are that the contractor is working with the trail users during the construction. Continue to work with Evolve Design Works on the Marie Sluchak Playground Project. Evolve is currently working on the design of the playground to determine funding needs. The intention is to replace the playground in 2017. TAHOE CITY PUBLIC UTILITY DISTRICT MEMORANDUM TO: Bob Bolton DATE: 10/07/16 FROM: Kay Berntson SUBJ: Parks Staff Report -9/09/16-10/07/16 General: As we begin to gear down from a busy summer season, many of the seasonal staff will be leaving us this month and they have done an exceptional job this year, a special thanks to all of them. The crack filling, sealing, and striping of the North Shore Trail, Lake Forest Boat Ramp & the Administration building is complete. Staff are pushing hard to finish up their end of the year projects before the snow begins to fall. Athletic Fields: Bechdolt Field & Pomin Field have been busy with soccer practices & games. Staff have been striping the fields and keeping a close eye on irrigation management with the temperature fluctuations. Staff have begun preparations for winter on all other fields with anticipated closing of Nov 1 st for the winter. Staff have installed a new irrigation quick coupler behind the pitcher s mound at Pomin Field to help with quicker prep for next year. Staff will begin conducting winterization of the irrigation systems as we approach the end of October. Beaches: Commons Beach turf has been aerated and top-dressed and several of the sprinkler heads have been raised to increase irrigation efficiency. Staff have completed pressure washing and staining of the bathroom facilities at Commons Beach. Winterization of irrigation systems has also begun. Trails: The North Shore Trail has been crack filled and sealed. Staff have completed all striping and painting on the trail and it looks great. Staining of the bridges and fences throughout the trail system has been completed. Staff will begin posting trail-closed signage on Oct 17. Sequoia Crossing will be shut down for the winter and posted as not in operation. Parks: Parks staff have completed pressure washing and staining of the Skylandia restroom. Staff have begun painting and sealing of the floors in the Skylandia and Kilner restrooms. Staff will begin closures of the parks and winterization of the irrigation as we shift towards winter. Community Buildings: The Administration building parking lot has been crack filled, sealed & striped. Highlands Community Center parking lot is set for pavement repairs, sealing, crack filling and striping, weather permitting. Staff continues routine maintenance and repairs in all District facilities. Boat Ramp/ Campground: The Lake Forest Boat Ramp continues to see increased use with the Cave Rock ramp still closed. Crack filling, sealing & striping of the Lake Forest Boat Launch parking & Pomin Park parking lot is complete and came out beautifully. TRCD have taken over the operation of the Lake Forest ramp as of October 1. A special thanks to our staff this summer, they did a great job! TAHOE CITY PUBLIC UTILITY DISTRICT MEMORANDUM TO: FROM: Bob Bolton Director of Parks & Recreation Jeremy Ray Recreation Supervisor DATE: Wednesday, October 12, 2016 SUBJ: September 2016 Recreation Report Administrative, Rideout & Recreation General 416 drop-in visitors at Rideout for the month of September. 402 in August. 7 Rideout punch cards were sold in September. 131 have been sold to date. Our two fall interns, Erin Whitcomb and Aly Davis have been hard at work in multiple programs this season. Aly has shown great improvement working in the RAP program, while Erin took the challenge of assisting the fall swim team. The fall 2016 Brochure was sent out at the start of the month with information on all upcoming programs, events, and classes that the Parks & Recreation department will be offering. Adult and Youth Sports Adult Basketball tipped off this month with 4 teams competing Monday nights at Rideout. Adult Volleyball spiked the season opener this month. 4 teams will compete on Wednesday nights until playoffs in December. Pickleball continues to play at Kilner Park into the fall. Players hit the courts on Monday, Wednesday, and Friday from 9am-12pm. We plan to move it back to Rideout as the weather begins to change. Junior Basketball started to gather signed ups for the clinics to be held starting October 18 th. Special Interest Classes Kids Cooking turned up the heat this month with 5 participants. Participants cooked up some tasty treats including stuffed French toast, pork tenderloin, and personal pizzas. Adult Yoga at the Fairway Community Center is offered on Wednesday nights and Monday mornings. Participation has been steady with an average of 5 participants per class. Wee Play has continued to bring little tykes to Rideout on Wednesday mornings with an average of 4 families coming to play and enjoying the day. RAP (Afterschool Program) RAP showed strong growth this month with a total of 177 kids participating. Last September saw 125 kids participate. Submitted by: Jeremy Ray, Recreation Supervisor
