It was resolved by a unanimous vote to co-opt Mr Trevor Smith onto the Parish Council. Mr Smith signed the Declaration of Acceptance of Office and Register of Interests forms and was welcomed as a co-opted member of the Parish Council. 91/13 Minutes The minutes of the Monthly Parish Council meeting held on 10 th September 2013 were agreed and signed noting two text omissions under the Councillor matters where the words 'meeting room' after Parish, and 'lack of parking enforcement in Dalston' after ' highways' had been omitted. 92/13 Requests for Dispensations There were no requests for dispensations. 93/13 Declarations of Interest Cllr A Byers. The documentary evidence with this application fails to make it clear on the site map where the revised application was located in relation to the original. The Council felt that there was insufficient supporting information as to the reasons why this structure had been re sited from its original approval site, and whether there is a material reason for this to be considered. The Parish Council is NOT prepared to pass comment until clarification is received from the Planning Dept Appn Ref: 13/0696 Consultation On Planning Submission: P T Bell & Son, Coal Merchant, Barras Lane Industrial Estate, Dalston, CA5 7ND Change Of Use Of Land To Form An Extension To An Existing Coal/Solid Fuel Storage Yard. Dalston Parish Council supports this application in principal, subject to the following observations relating to screening and the disposal of contaminated waste water: The applicant site is adjacent to open countryside, it can be seen from the Northern and Western approach to the village. The application currently contains inadequate provision for hedgerow and tree planting to screen the site. The Parish Council would request that as the proposed concrete parameter wall is 2.7 metres high, more extensive natural screening is required, through the planting of a 5-10 metre wide belt of native trees and hedge rows on the North and East boundary. Large areas of hard standing will create significant amount of surface water runoff during period of heavy rain. The development of this site should not cause surface water to enter neighbouring property or cause local drainage infrastructure to become overloaded. Notice of Deferment:- Appn Ref: 13/0423 Notice of Deferment Land adjacent Alpine Cottage, Raughton Head, Carlisle, CA5 7DD Erection Of 1no.Dwelling Members resolved to defer consideration of the proposal in order to undertake a site visit and to await a further report on the application at a future meeting of the Committee. 2 Representatives of Dalston Parish Council invited to attend and observe site visit on 9 October 2013. Cllr Potter agreed to represent the Council and observe the site visit 96/13 Neighbourhood Plan Cllr Drouet gave an update on how the Neighbourhood Plan was progressing. Key points being:- A 30% return on housing need questionnaires 80% of returns wanting small two bedroom houses for downsizing Some demand for affordable housing The Steering group continued to meet regularly with another 'workshop' planned for 30 October. The Steering Group Meeting held on 11 th September considered possible content with the following topics being considered; o Housing development o Economic Issues o Traffic and related issues o Transport o Conservation of Architecture including Dalston Square o Open Spaces & Environment o Community o Leisure & Recreation The next meeting was scheduled for Wednesday 11 October to establish the aims and objectives when it was planned that Claire Senior would present a 'mock' planning exercise. The next workshop training day is due to take place on 30 October Cllr Auld reported on a link from the Planning Portal where Wiltshire County Council had refused a 350 house development as it was in conflict with the Local Plan. A larger scale development at Tatton Hall was discussed where there is a challenge over the size and scale of a development. Copies of their correspondence sent to Eric Pickles MP (Secretary of State for Communities and Local Government) have been requested. It was reported that Dalston PC has in the meantime written to Mr Nick Boles, Parliamentary Under Secretary of State for Planning raising concerns over the Local Authority's apparent lack of consideration of the Neighbourhood Planning process. Cllr Drouet confirmed that the Neighbourhood Plan was not against development but it could be considered in blocks of circa 20 houses and that local authorities must take cognisance of the Plan. Cllr Auld advised that the % of the Community Infrastructure Levy for the community on new builds was 25% where there was a Neighbourhood Plan and 15% where there was none and that there was a Government recommendation that the future new homes bonus would be given to the Local Enterprise Partnership 111
97/13 Local Plan Cllr Auld confirmed that Cllrs Auld, Ebbatson, Dalton, Drouet and Rickerby had held a series of meetings and had gone through the 280 page Local Plan consultation document line by line. A written response document had been prepared at the end of which is a section on land usage policies on 8 identified sites within the Parish. The meeting was in agreement to forward the written response 98/13 Clerk s Report:- The Clerk reported the following R Jackson Groundworks appointed to carry out removal of Ivy to front and side walls of Forge Green (including removal of Ivy from site) Following a request from the Property & Maintenance Committee meeting held 17 September a schedule of defects report has been received from Cllr Craig and forwarded to Story Construction in accordance with the retention of funds contract requirement. (report circulated) Response from Story Construction awaited Reminder of Councillors visit to Nestle on 15 October 6pm 'Good Councillor' Introductory courses available for existing and especially new Councillors Clerk has queried Grass cutting invoices received from Cumbria County Council both for the contractual amounts charged and period covered (last invoices authorised March 2013) and will report back in due course The Cemetery area around the Hearse House was discussed where the ground has become overgrown and in need of attention. It was agreed that resolving this problem and developing a maintenance schedule should become a priority. Clerk reported that he was awaiting a report from R Jackson and it was suggested that G Douglas also be contacted for a site visit and alternative estimate. 99/13 Correspondence: Great North Air Ambulance-Donation request. Cllr Kelsey gave his apologies for next months meeting Cllr Potter asked about the previously reported lane through from Cardew to Barras Lane which was breaking up near the cell phone mast and on the obscured signage near the Crown Inn Clerk to repeat notification of this problem to Highways hotline Cllr Auld reported on the recent CPCA meeting in Carlisle where County Council representatives provided an update Cllr Smith reported on a pedestrian bridge damaged in recent bad weather. notify appropriate Dept Cllr Dalton asked if there should be a separate agenda item for Gardens & Maintenance. It was agreed that this was now covered either by the Property & Maintenance Committee or through Councillor Matters Cllr Ebbatson confirmed that Ian Moore had located a stone that could be used to replace the missing coping stone from the riverside cemetery wall. That a 'sheep pen' style seat could be built for the grant allowance sum of 1500 if the Parish Council can use the riverbed for stones. A working drawing was requested. Cllr asked if the Council could now authorise the repair of the various 'finger' posts in need of repair/renovation.
