DEARHAM PARISH COUNCIL A meeting of Dearham Parish Council was held in the village hall Dearham on Wednesday 23 rd November 2016 at 7.30 pm. PRESENT: Councillors G Scott (Chairman); J Bailiff, R Bell, G Brown, J Colhoun, J Dunstan, S Gray, R Jackson, L Maguire, P Scott and G Stamper. ABSENT: Councillors R Bailiff, G Bell, F Dempster and D Peggs ALSO PRESENT: K Rogers and county cllr A Clark Councillor G Scott in the chair 3020. APOLOGIES RECEIVED Apologies from councillors D Peggs and G Bell and tendered for F Dempster apologies were also received from PCSO Henna 3021. MINUTES RESOLVED - That the chairman sign, as a correct record, the minutes of the meeting held on Wednesday 26 th October 2016. 3022. PUBLIC PARTICIPATION (a) Police Matters (b) Members of the public (c) County council matters County cllr Clark spoke of his planned attendance at the extraordinary parish council meeting along with that of Keith Little and Carl Melville though he felt parliamentary duties would prevent Sue Hayman MP from attending. Of suggested remedies for speeding vehicles approaching Dearham from the direction of Cockermouth rumble strips were very doubtful to be installed, speed humps unlikely and a mini roundabout a small possibility though any solution would have to be within the confines of the budget. Though a leaf clearing list had been drawn up Dearham had not been included. While the problem of the encampment at Linefoot remained it was hard to understand that there were no health issues associated with the site. 3023. MATTERS ARISING FROM THE PREVIOUS MINUTES Minute #2997(a) family at Lonsdale View had moved away, minute #2998 the bandroom was still standing 3024. CORRESPONDENCE The correspondence schedule is at Appendix A to these minutes. 3027. ACCOUNTS AND FINANCIAL STATEMENT The chairman signed the bank statement for October/November to indicate that the current account balance agrees with the financial statement. AGREED That the accounts listed in the schedule at Appendix B be authorised for payment. 3028. PLANNING The planning schedule is at Appendix C to these minutes. - 1 -
3029. FINANCE COMMITTEE RECOMMENDATIONS Given the chancellor s announcement regarding the National Living Wage and the delay in Allerdale Borough Council s information regarding the council tax base figure that would have an impact on the council s budget figures and precept a decision would be taken at a future date. 3030. COUNCIL S RISK ASSESSMENT REVIEW Following a meeting of the clerk and cllr Colhoun where the Internal Audit and associated Financial Risk Assessment document had been examined in detail they agreed to recommend that nothing needed to be amended. The document had been circulated to councillors. RESOLVED That the council adopt the document as presented. (Council therefore had maintained an adequate & effective system of internal audit and reviewed it). Cllr Colhoun drew the council s attention to the detailed work of the RFO/clerk he felt this needed to be somehow secured for the benefit of clerks in the future. 3031. COUNCIL S PROPOSED WEBSITE The clerk reported that progress was being made but that his solution may necessitate incurring a small cost. AGREED That the clerk progresses the investigations to a conclusion. 3032. LAPTOP COMPUTER The clerk outlined the availability of a refurbished laptop for around 240 and software for an additional 110. RESOLVED That the clerk purchase a machine and associated necessary software. 3033. DISTRIBUTION OF THE NEWSLETTER AGREED That cllr Gray would take on Lonsdale View area, cllr J Bailiff Towncroft and cllr R Bell the lower section of Central Road (from Browside Road to Laurel House). 3034. DISTRIBUTION OF CHRISTMAS LIGHTS DRAW TICKETS Responsibility for the distribution of Christmas lights tickets would be as for the newsletter and councillors were provided with 40 tickets each. 3035. VILLAGE HALL The clerk outlined a possible schedule of works, namely the installation of additional noticeboards, attending to the windows, painting the interior, reupholster the seating then sand and reseal the floor. 3036. POTTERY PARK PLAY AREA The council heard that meeting had taken place with Adrian Lloyd a representative of Wicksteed the committee s preferred bidder. He outlined the conditions that would have to be met, which included; the company receiving a letter from the council stating a start date, a meeting with their project manager and all goods remained the property of Wicksteed until formally handed over. In addition he indicated the company s flexibility on payments and an installation period of around four to five weeks. 3037. CHRISTMAS MARKET Council were informed that over twenty stalls had committed to the venture, to be held in the school hall between 10.00am and 4.00pm on Saturday 26 th November 2016. In addition to the stalls there would be a raffle along with mince pies and mulled wine. A number of councillors offered their assistance. 3038. COMMUNITY CHRISTMAS TREE Discussion on this topic would be held over to the middle of next year. 3039. DONATIONS TO LOCAL GROUPS The clerk informed the council of the local groups had made written application for a grant. AGREED That 150 would be donated to the following village organisations Dearham Over 60s Dearham Old Folks Dearham Utd. Homing Soc 1 st Dearham Company Dearham Carnival Dearham Angling Society Dearham Gun Club Dearham Youth Project In addition Maryport Hospital League of Friends and the Royal British Legion would continue to be supported (by donations of 50 and 30 respectively). - 2 -
3040. PLANNING FOR EMERGENCIES Any plans would be made available through the council s established media, namely the newsletter and facebook page while in the future it could be incorporated into the council s website. 3041. FACEBOOK Nothing of significance. 3042. PARISH STEWARD A suggestion was put forward that he kept a watching brief on the ditch at Pottery Park and remove any litter to prevent a build up there. 3043.
