Introduction In order to implement the Aviation System Block Upgrade (ASBU), the Algerian Civil Aviation Authority has set up a working group in February 2013 to develop a road map. The working group was made up of all aviation stakeholders (aviation authority, airspace users, ANSP, meteorological service and airports operators) The working group finalized the road map on September 2013 Response to the ICAO questionnaire related to ASBU block 0 implementation was sent on Mars 2015. 3
The Air Space Management Development Plan (PDGEA) consists of : Split the current FIR into 02 FIR (North and South) New ATC systems implementation (North and South) Total surveillance coverage of the Algerian Airspace (Mode S, ADS-B) VHF coverage Improvement Scheduled to be finalized in 2019 4
Automatic Coordination with adjacent centres (B0-25) AIDC OLDI 5
Surveillance coverage (B0-84) 11 Mode S SSR radar stations + 05 current MSSR 04 PSR radar + 01 current PSR 13 ADS-B stations 6

Safety nets (B0-102) Since 2004, the current system is compliant to this block. The futur system will also be compliant : - STCA (Short Term Conflict Alert) - APW (Area Proximity Warning) - MSAW (Minimum Safe Altitude Warning) - APDA (Approach Path Deviation Alert) (B1-102) 8
Enroute Data-link Application (B0-40) The current system is compliant by means of: ADS-C since 2008 (CLAM, RAM, DAIW) CPDLC since 2011 The futur system will be compliant 9
Sequencement (AMAN - DMAN) (B0-15) The futur system will integrate the Departure/Arrival sequencing functionnality for Airports with approch control services (Algiers, Oran, Constantine, Annaba, Hassi Messaoud) 10
Full ATFM Implementation (B0-35) What we need? 1- Well trained ATFM personnel (FMP Personnel) 2- Systems for: traffic prevision, data exchange 3- calculation/estimation of Airports & Sectors capacities 11
What we have done so far 1- ATFM personnel training (FMP Personnel) - 36 experimented ATCO have already undergone FMP modules 1 and 2 (provided by EUROCONTROL), those ATC are going to be the FMP personnel for Algiers FIR. - Those 36 experimented ATCO will attend the FMP Module 3 at EUROCONTROL premises (practical training course) by 2019. 12
What we have done so far 2- Systems for: traffic prevision, data exchange - One of the solution to acquire an ATFM system is : Be part of EUROCONTROL ATFM and IFPS area - Negotiation process to join EUROCONTROL ATFM and IFPS Area is ongoing. 13
What we have done so far 3- Calculation/Estimation of Airports & Sectors capacities -Assistance from ICAO or EUROCONTROL for capacity calculation is needed. 14

Current ATFM operation in Algiers FIR As an adjacent FIR to EUROCONTROL Area of responsibility: -We take care that all departing flights from our FIR to the IFPZ respect the ATFCM measures implemented by EUROCONTROL (to protect the sectors and airports within the IFPZ) -we can regulate our international airports when needed by using EUROCONTROL systems (only international flights could be regulated) -we can regulate all our waypoints connecting our FIR to the IFPZ by using EUROCONTROL systems (only international flights could be regulated) 16
We expect to have a full ATFM service in Algiers FIR by the end of 2018 17

PBN Implementation Algeria was supported in the framework of EUROMED GNSSII/MEDUSA Project for training and design of GNSS procedures (2015). Two RNP APCH procedures were designed for Bejaia Airport (RWY 26 and RWY 08). Two RIMS stations are planned to be implemented within Algiers FIR. 20
