Background To cater to the local, domestic and international corporate market for their meeting and conference needs i.e. MICE (Meetings, Incentives, Conventions & Exhibition) activities To cater to the demand of high-end tourists and business visitors i.e. major thrust to tourist arrivals and tourist spends in Odisha World Trade Center Association has also evinced interest to set up a World Trade Center in Bhubaneswar The Government of Odisha is contemplating to develop a Convention cum Trade Zone (herein after referred to as CTZ) on approximately 24.30 Acres site at Janta Maidan a centrally located land parcel in Bhubaneswar. Odisha Industrial Infrastructure Development Corporation (IDCO) is the state nodal agency for implementing and managing the project on behalf of Government of Odisha. For implementation of the project IDCO intends to prepare Master Plan and Architectural plans of the CTZ for which IDCO wishes to engage a Reputed Experienced Architectural & Planning Firm having hands on experience

Site Location Janta Maidan is an open vacant land currently used for exhibitions, cultural festivals and Concerts. The site lies along the Nandankanan Road, which is proposed as 200 feet wide as per CDP. The site is located in the upcoming commercial hub of the City surrounded by many star hotels Like Ginger, Swosti Premium, Trident etc and important institutions like XIMB, NALCO etc. The site is located at a distance of 8 Kms from Airport and at a distance of 6 Kms from Secretariat and at a distance of 7 Kms from Master Canteen N Source : Google Earth

Site Assessment Janta Maidan is located majorly in Samantapuri Mouza and partly in Jaydev vihar mouza. Samantapuri Mouza The site measures total area of 24.3 acres. As per the CDP Map, 15 acres of the site is demarcated as Public and Semi-Public Use Zone and the rest is demarcated as Open Space Use Zone of 9 acres area. Out of 9 acres of Open Space Use Zone, Mahatma Gandhi Park covers an area of 4.418 acres. Jaydev Vihar Mouza Mahatma Gandhi park is actively used as city level landmark. The site is located along one of the most rapidly developing corridors of the city which is proposed to be directly linked to the airport in the near future. Owing to the fast track growth along (majorly IT/ITeS, Industrial, Institutional) the Nandankanan road and a rising demand for quality international space in the city, the site is proposed to be developed as an Convention Centre. Facilities proposed Total area of the CTZ is approximately 24.30 Ac. Keeping in view of the present Land use CDP of Bhubaneswar Development Plan Area and current land utilization Pattern following activities are proposed Area reserved for Mahatma Gandhi Park Open Exhibition and public gathering space for almost 9-10 Ac. Convention centre facility with 9-10 Ac featuring convention center, world trade center, hotels and support facilities. Multipurpose conference hall for 2500 delegates Meeting halls- I.1000 persons capacity to be divided in two parts, II- 500 persons capacity to be divided in two parts and 2nos 100 persons capacity. Besides Small meeting halls of 50 persons, 2nos and 25 persons, 4nos capacity. Indoor exhibition hall, World trade center, open exhibition and public gathering area, 4 star or above category hotel of around 200-250 rooms (optional) Besides that adequate parking space, support infrastructure facilities both inside and outside the facilities.

Broad Product Mix The project envisages the following major components: Convention Centre (for 2500 delegates) Mini Convention Halls World Trade Center Open Air Auditorium Exhibition Pavilion Accommodation (200 beds) Commercial Space

Detailed Product Mix Convention Hall of seating capacity 2500 pax ( in classroom style) with following features Audio visual Conferencing Equipment and facilities for high fidelity recording, video projection/video graphs etc. Skilled manpower at various levels. Mini Convention Halls - Ability to host 12-16 functions simultaneously 1 nos. of hall of seating capacity 1000 pax, divided into two parts. 1 nos. of hall of seating capacity 500 pax, divided into two parts. 2 nos. of hall of seating capacity 100 pax and 2 nos. of hall of seating capacity 50 pax and 4 nos 25pax. These halls are required for various seminars, committees, meetings etc. Flexibility to merge few halls to form a combined large halls to accommodate the required function. Availability of various formats of seating arrangements

Detailed Product Mix Exhibition Pavilion Exhibition Hall is another important feature in Convention Centre. Covered Exhibition Hall Delegates to the Convention as well as Trade related, promoters take part in Trade shows to promote their products during Conventions. Should have a capacity to accommodate at least 100 booths of 3 mts by 3. mts in size Open Exhibition Ground Multi - purpose ground Accommodation A 4/5-star hotel Commercial Retails Office Space Restaurant

Additional Infrastructure Landscaped area which can be of multipurpose use. It can be a supporting element to the conference room/lounges etc or can be used for banquet Exhibition Management Centre Business Centre Trade Show/Fair facilities such as Tourist office, Bank and Money changing facilities, Travel Desk, STD/ISD, Press Lounge, VIP Lounges etc. Technical facilities such as plant room, electric substation, stores, electric power back-up system, fire hydrant etc. Security Management System Other supporting/ancillary facilities

Scope of Work STAGE-1 Finalisation of the Components of the CTZ. Preparation of Conceptual Layout Plan of the CTZ. Preparation of the Master Plan of the CTZ. Conceptual Architectural Design & Drawings of the Convention Centre Facility. Project Cost. STAGE-II The consultant shall provide Architectural Services for the Convention Center Facility proposed as approved in the Master Plan in the Stage-I of the assignment.

Eligibility Criteria and Selection Parameters - Eligible Firm: The Firm must have been rendering Consultancy service in same name and style for last five years providing services in the field of Architecture and Planning. - In the last five years from 31st March 2013 the firm by its own singly or as a lead member in case of a consortium should have undertaken and completed at-least one Eligible Project. - Eligible Project shall mean preparation of Master Plan and detailed Architectural Designs for a Convention facility with a Stand Alone Convention Centre with minimum seating capacity of 1500 persons which has been constructed or is under construction. - Financial eligibility criteria: The Applicant should have average turnover of at least Rs.3.00 crores (Rupees Three Crores only) per year from professional fees in the last 3 (three) financial years i.e. 2010-11, 2011-12 and 2012-13. 17

Bidding Continues Process Evaluation will be carried out in these stages. Stage-1: Credential scores (CS) of 100marks. 60marks- Relevant project experiences and 40marks- proposed key personnel. Those scoring above 60 shall be considered for Stage-2 evaluations. Experience in Convention center & preparation of Master Plans (60) Key Personnel (40) Stage-2- Project concept score (PS) The project concept proposal as required in RFP to be submitted in technical bid will be opened and evaluated and will be called for presenting the proposal before the selection board. Maximum best 3(three) proposals shall be selected for opening of Financial proposal Financial Score (FS)- Those qualified in both stages their financial bid will be opened in the presence of the bidders. Final Selection- 0.20*CS+ 0.60* PS+0.20* FS will be combined score for selection of the consultant.

Bid Submission Bids will be submitted in sealed bids as per the RFP requirement as follows Envelope-1- Firms Credential and other information. Envelope-2- Firms Project concept. Envelope-3- Commercial proposal. Bid Security Rs 100,000 /- (Rupees One Lakhs in favour of IDCO Bid Processing fee: 10,400 /- in favour of IDCO All these to be sent in a sealed envelope with required markings as per the RFP. Last date of receipt of bids is 10 th May 2013, 1700 hours.
