Jenkins, The meeting was relocated from Lisburne Hall, Llanafan to Llanfihangel-y-Creuddyn School as Trisant Young Farmers Club required the use of the Hall for rehearsals towards a County competition that week. Personal Matters Condolences were expressed to Derek Baskerville and Family (former Community Council Clerk) on the recent passing of his Wife Eirionedd. Minutes of the Previous Meeting The minutes of the previous meeting held on 9th January, 2017 were accepted and confirmed as a true record of the meeting. Cllr. C. Lloyd-Morgan proposed that the minutes were correct and seconded by Cllr. John Powell. Matters arising from the Minutes Risk Assessment and Assets No matters arising. Odour of Sewerage at Llanfihangel-y-Creuddyn Village The situation has improved but a need to keep on the agenda to keep an eye. Broadband Situation within the Area Although Mr. Martin Jones, Project Manager with BT was invited to the meeting the date wasn t convenient for him to attend but he has confirmed that he will attend at a later date. It was reported that the broadband situation is so bad in Llanfihangel-y-Creuddyn that the County Council has made arrangements to install a satellite system at the School in order that the School can obtain a decent service. Matters requiring the attention of the County Council Surface Water near New Cross on the C1052 An update was received from Ceredigion County Council confirming that the budget for undertaking the work is still available but it will be nearer the end of the next financial year before the work in question will commence. Action: Continue to keep as an item on the agenda for an occasional update. 1

602 Web Site The new Website is active now. Dolgwybedig Hill, Llanafan No further developments although the Clerk recently contacted the County Council for an update. Action: Continue on the agenda with the Clerk to follow up for a response. Maes y Felin, Llanafan It is understood from recent correspondence from June Blake of Tai Ceredigion that only one unused vehicle remains on site causing problems, with the other mentioned vehicles having been removed from site by their owners. It is understood that arrangements are being made by Tai Ceredigion to ensure that the owner of this vehicle also removes the vehicle from site as the terms and conditions of the tenancy agreement has been broken. Proposed new Street Lighting in Llanafan Three companies were approached regarding submitting a quotation for completion of the work of installing a new street light at Llanafan. Out of the three only one quotation was received with another company confirming that they were not interested in undertaking the work and the third company not responding at all. The Clerk has also been in contact with Scottish Power for a price of providing power to the light pole but so far no details have been received from Scottish Power. It was also noted that written confirmation needs to be obtained from Ceredigion County Council, as land owners, confirming that the County Council is happy with the arrangements of the Community Council in installing a street light. It was agreed to continue discussion at the next meeting of the Community Council. Water Drains from the Terrace, Cnwch Coch to Rhydyfagwyr Although a Road Sweeper had recently been to sweep the road the situation of the grass overgrowing over the drains remain with rain water running on the roadside rather than draining away. Cutting of Hedge Although the hedge that overhangs the road at Cwmnewidion Isaf has not been cut back it was agreed to defer discussions for the time being due to an unfortunate incident that occurred at the premises recently. Odour of Sewerage at Llanafan No response was received from the County Council of the problem of Aroma of Sewerage in the Village on Boxing Day. Action: The Clerk to follow up with the Environmental Department, Ceredigion County Council. 2

603 Consultation on various proposed changes to speed limits on County Roads in Ceredigion It was reported that the poles for the 20 m.p.h. speed restrictions are in place within the village of Llanfihangel-y-Creuddyn. Cllr. Rowland Jones received a response from an officer of Ceredigion County Council noting although amendment was made to the proposal not to include a private road near the Church as part of the plans it was not possible to change the remainder of the Community Council proposals which included changing the location of start of speed restriction from Tŷ r Ysgol to further up the hill as this location would not conform with the requirements of beginning and end of a speed restriction. The 20 m.p.h. to be operational at Llanfihangel-y-Creuddyn from the middle of February. Locations will be re-considered upon two years when the next review of speed restrictions is scheduled. Water Drains requiring attention in the Area A number of water drains in the area need emptying. A Grid has become loose on the culvert at Cwm Rhydyfelin leaving a deep hole in the road. Although Ceredigion County Council had arranged for a jetter to visit the location to empty the culvert and other drains the situation had not improved. The culvert has collapsed and needs to be renovated. The Clerk to make further contact with the County Council asking for work on the culvert to be undertaken as a matter of urgency. A drain has blocked near the entrance to Sarnau Farm. Although some of the potholes on Rhiw Hari, Llanfihangel-y-Creuddyn have been filled in by the County Council others have appeared resulting in an uneven road. There are also several large potholes on the road near Blaenmagwr and Brynmagwr. Road Signs There is a need to replace a direction sign for Llanafan Village near Erw Lon at the end of the Village. The sign had originally broken but has now disappeared. Action: The Clerk to follow up. Cnwch Coch Village Sign A contractor on behalf of BT has completed the work of moving the BT pole in order to ensure that the Cnwch Coch Village sign is visible again after a new BT pole was initially placed directly in front of the sign. Roadside Eroding No further information was received from the County Council about the fact that sections of the roadside from Llanfihangel-y-Creuddyn to Trisant is eroding, especially near to Cwmagwr. Action: To follow up with the County Council. Bridge near Glanyrafon, Llanfihangel-y-Creuddyn No action has been taken to mend the loose curb on the Bridge. Action: To follow up with the County Council. 3

604 Carrying of School Meals from Llanilar School to Llanfihangel-y-Creuddyn School No response was received from the County Council to the enquiry that if the school meals were unable to reach Llanfihangel-y-Creuddyn School due to adverse weather what would the situation be regarding dinner for the pupils. Action: The Clerk to follow up with the County Council. Trees at Ffordd Uchaf Llanafan Cllr. Lewis Owen reported on a site meeting he attended with the Manager of IBERS and that in turn the Manager is in contact with Aberystwyth University to ensure the ownership of the trees. It was agreed at the site meeting that action needs to be taken on the trees before they fall in severe wind and in turn damage neighbouring properties. To date no response has been received from the University. The Clerk and Cllr Owen to continue making contact with officers of the University. Financial Matters On the 30 th of January, 2017 there was 7,419.36 in the Current Account of the Community Council; 27.68 in the Maes Chwarae account and 1,986.41 in the Money Master Account. The Clerk presented a balance sheet noting the expenditure for the year and an estimate of upcoming expenditure for the remainder of the financial year. The balance sheet was accepted. An invoice was received from Shaw & Sons for 76.76 ( 63.95 and 12.79 vat) for an accounts book to record the accounts of the Community Council as the current book had been filled. Payment was proposed by Cllr. H. Evans and seconded by Cllr. L. Owen. Salary and Expenditure of the Clerk The Clerk presented her expenditure for the year of 48.84. Payment was proposed by Cllr. L. Owen and seconded by Cllr. J. Powell. It was also resolved to make a payment of 1,500 for the Clerk s salary as noted below: 1,200 to Lis Williams. Payment was proposed by Cllr. E. Lewis and seconded by Cllr. H. Evans; and 300 to HMRC for the Clerk s PAYE Scheme. This payment was proposed by Cllr. C. Lloyd-Morgan and seconded by Cllr. Sh. Edwards. CORRESPONDENCE Temporary Road Closure C1055 Llanfihangel-y-Creuddyn 6 March to 10 March laying of ducts. C1022 New Row 1-2 April. Cable work to restore Service. 4

605 One Voice Wales Membership request from One Voice Wales if the Community Council would be interested in becoming a member of the Organisation. The correspondence was received and it was resolved that the Community Council would not become a member. Local Government Boundary and Democracy Commission Correspondence from the Local Government Boundary and Democracy Commission enclosing a letter sent to the Chief Executive of Ceredigion County Council inviting responses on the consultation of the Review of Electoral Arrangements in regard to Ceredigion. Consultation period runs from 26 th January to the 19 th April, 2017. Transport A response was received from the Corporate Passenger Transport Unit of Ceredigion County Council to an enquiry in December why a school bus was reversing daily out into the main road at the Junction to Llanafan near Dolgwybedig causing a danger to oncoming traffic. The response received referred that the bus no longer takes this action, although the driver had been doing so for a few days at the start of the contract but saw that is was a dangerous manoeuvre. ANY OTHER MATTER Cynghrair Cymunedau Cymraeg Cllr. Ceridwen Lloyd-Morgan noted that she would be attending a meeting of the Cynghrair Cymunedau Cymraeg at Aberystwyth on the 4 th of March. Vehicles Parking at New Cross Village A number of complaints have been received from members of the public regarding the amount of vehicles and trailers that are parking, often for days at a time at the parking location near the noticeboard and seating bench at the north of the village towards Aberystwyth. Not only do these vehicles restrict others from parking at the location it is also a health and safety matter as it restricts the visibility of a neighbouring property when entering the B4340. This parking space is a regular stopping location for those travelling on the B4340 as it is a convenient place to pull in to obtain a mobile phone signal but more often than not now there is no room to pull in from the main road due to unattended vehicles. Unattended vehicles also park on the junction of the C1052 and the B4340 opposite the Tafarn y Gors which restricts visibility when joining the B4340. Vehicles also park on the main road opposite the junction which is a safety issue as the road is quite narrow at that location. It is understood that these unattended vehicles are connected to two individuals as well as a local business within the area who use the said locations to keep vehicles. 5

Action: The Clerk to make contact with Ceredigion County Council and the Police asking for contact be made with the individuals involved requesting that the vehicles are removed from areas which cause a safety issue to others and also request that public parking places are not taken over by unattended cars. Wooden Railings It was reported that a number of wooden railing on the road opposite Berllanber, Abermagwr need repairing. The Clerk to contact Ceredigion County Council asking that the broken railings are repaired. Cutting Corner Near to the entrance of Y Castell on the road passing Llannerch yr Oen, Cnwch Coch vehicles have started cutting across the grass verge and the corner resulting in soil and mud covering the road. The Clerk to contact the County Council asking for a black and white road pole be placed before the situation grows worse.
