Request for assistance of the Republic of Serbia for clearing the ERW in the framework of Protocol V of CCW REPUBLIC OF SERBIA CASE PRESENTATION ON ERW

INTRODUCTION CCW PROTOCOL V ON EXPLOSIVE REMNANTS OF WAR Under ratification Procedure

INSTITUTIONAL SET UP All tasks related to ERW are being done under: Law on Emergency Situations adopted in 2009. Defence Act of Republic of Serbia International Standards Military Standards and Manuals

INSTITUTIONAL SET UP Responsibility for solving ERW problems lies with Ministry of Defence and Ministry of Interior. The obligations by law are met in cooperation with following organizational units of Ministries and the institutions of Republic of Serbia: MoI Sector for Emergency Situations SAF Mine Action Centre Domestic and foreign commercial companies

CONTAMINATION EXTENSION Several Wars were waged in XX century: Great quantity of explosive remnants of war (ERW) Different construction, size, origin Unexploded cluster bomblets and aerial bombs Ammunition depots explosion

CONTAMINATION EXTENSION Locations contaminated by unexploded cluster munitions 17.000.000 m2 Unexploded aerial bombs, rockets and projectiles about 100 locations Different kinds of UXO total area of 22.000.000 m2 on 12 locations The Danube River, Đerdapska Gorges sank war ships with armament from WWII (22 ships) Mine suspected area Cleared mine fields, 6.197.791 m2 Area cleared from unexploded cluster munitions, 4.319.655 m2 + 1.200.000 m2 Aerial bombs and rockets (7 + 120 +19) Total of 146 bombs and rockets removed Area cleared from different kinds of UXO (819.906 m2)

REQUEST FOR NEEDS ANALYSIS Before the implementation of ERW Projects it is necessary to develop an overall Study ERW Projects intend to clear whole territory of Republic of Serbia from ERW Exact size of contaminated area is unknown Exact number of ERW is unknown General Survey hasn t been conducted on all locations Lack of money The first stage Situation assessment General survey Development of Projects documentation The second stage Clearance Destruction of ERW Estimated costs of ERW Projects is 70.000.000 EUR Technical assistance and capacity building assistance is also needed

REQUEST FOR NEEDS ANALYSIS Removal of explosive remnants of war in the function of development Removing explosive remnants of war will create the conditions for increasing human security, environmental protection, intensive agricultural production, forest exploitation, drainage channel maintenance, reconstruction and construction of tourist and industrial buildings. The problems related to removing the explosive remnants of war in Serbia are numerous and Serbia alone without the help of the international community and donors can not resolve them within a reasonable time
