ZAMBIA ZAMBIA S NEIGHBOURS ARE ANGOLA, BOTSWANA, NAMIBIA, ZIMBABWE, MOZAMBIQUE, MALAWI, TANZANIA AND DEMOCRATIC REPUBLIC OF CONGO. MAJOR EXPORTS: COPPER, CANE SUGAR, BURLEY TOBACCO, COTTON LINT, ELECTRICAL CABLES, FRESH FRUIT, FLOWERS AND VEGETABLES, GEMSTONES, ELECTRICITY. MAJOR IMPORTS: FINISHED WOOD PRODUCTS, STEEL, MINING EQUIPMENT, CHEMICALS, PETROLEUM.

ZAMBIA HAS PLACED GREAT IMPORTANCE ON THE DEVELOPMENT OF ROADS, AIRPORTS, RAILWAYS, MARITIME, ENERGY AND ICT INFRASTRUCTURE AS ADEQUATE INFRASTRUCTURE FACILITATES GROWTH AND WEALTH CREATION, AND BRIDGES THE GAP BETWEEN THE PRODUCER AND THE CONSUMER AND ENABLES THE FREE FLOW OF GOODS AND SERVICES. LOCATION OF ZAMBIA AND DEVELOPMENT PRIORITIES ZAMBIA IS A LANDLOCKED DEVELOPING COUNTRY LOCATED IN SOUTHERN AFRICA BORDERING EIGHT (8) COUNTRIES.

ROAD TRANSPORT ROAD TRANSPORT IS THE MOST COMMON MODE OF TRANSPORTATION IN ZAMBIA AND THE GOVERNMENT HAS PRIORITISED ROAD REHABILITATION AND CONSTRUCTION. THROUGH THE LINK ZAMBIA 8000 PROJECT LAUNCHED IN 2012 AIMED AT CONNECTING ZAMBIA INTERNALLY AND TO ALL ITS NEIGHBOURING COUNTRIES IN ORDER TO ENHANCE LOCAL AND REGIONAL TRADE.

PROJECT DEVELOPMENTS THIS IS A HUGE PROJECT THAT IS BEING FINANCED THROUGH OWN RESOURCES AND THE GOVERNMENT HAS ENGAGED THE DONOR AND INTERNATIONAL COMMUNITY ON FINANCING THE PROJECT. ZAMBIA HAS ALSO INTRODUCED ROAD TOLLS TO INCREASE REVENUE TO THE ROAD FUND WITH EFFECT FROM NOVEMBER 1, 2013.

DEVELOPMENT OF TRANSIT CORRIDORS DUE TO ITS LOCATION, THE COUNTRY MAY ALSO BE TERMED AS LAND-LINKED SINCE MOST OF THE NEIGHBOURING COUNTRIES TRADE WITH THE EASTERN AND WESTERN WORLDS THROUGH ZAMBIA. ZAMBIA IS FULLY COMMITTED TO THE REGIONAL APPROACH OF INFRASTRUCTURE DEVELOPMENT UNDER THE REGIONAL ECONOMIC GROUPINGS OF THE SOUTHERN AFRICAN DEVELOPMENT COMMUNITY (SADC), THE COMMON MARKET FOR EASTERN AND SOUTHERN AFRICA (COMESA) AND THE NEW PARTNERSHIP FOR AFRICA S DEVELOPMENT (NEPAD).

CONT D AS A RESULT OF ITS CENTRAL LOCATION, ZAMBIA IS THE HINTERLAND AND TRANSIT POINT OF MANY CORRIDORS TO THE SEA AS FOLLOWS: BEIRA CORRIDOR : THE CORRIDOR STRETCHES FROM BEIRA IN MOZAMBIQUE VIA ZIMBABWE AND ZAMBIA TO LUBUMBASHI IN THE DRC; AND NACALA CORRIDOR : THE CORRIDOR STRETCHES FROM THE PORT OF NACALA IN MOZAMBIQUE VIA MALAWI TO LUSAKA IN ZAMBIA.

CONT D DURBAN CORRIDOR : THE CORRIDOR CONSISTS OF ROAD, RAIL AND ROAD/RAIL COMBINATION OF NETWORK FROM DURBAN, SOUTH AFRICA VIA ZIMBABWE, BOTSWANA AND ZAMBIA TO THE DRC. DAR-ES-SALAAM CORRIDOR : THE CORRIDOR STRETCHES FROM WALVIS BAY IN NAMIBIA TO BUJUMBURA IN BURUNDI VIA KATIMA MULILO IN NAMIBIA.

ONE STOP BORDER POSTS OTHER CORRIDORS INCLUDE THE NORTH-SOUTH, MTWARA AND LOBITO BAY. ONE OF THE MOST IMPORTANT ASPECTS OF THE CORRIDORS IS THE DEVELOPMENT OF THE ONE STOP BORDER POSTS TO INCREASE EFFICIENCY AND REDUCE THE TIME SPENT AT THE BORDER, BUILD PHYSICAL INFRASTRUCTURE AND HARMONISE NATIONAL POLICIES. ZAMBIA STILL JUST HAS ONE OPERATIONAL ONE STOP BORDER POST(OSBP) AT THE CHIRUNDU BORDER WITH ZIMBABWE. THE NAKONDE OSBP LOCATED AT THE TUNDUMA/NAKONDE BORDER WITH TANZANIA IS AT 90% COMPLETION POINT, WHILE OSBPS ARE ALSO PLANNED FOR MCHINJI BORDER WITH MALAWI AND KASUMBALESA WITH THE DRC.

CONT D IN THE REGION DUE TO THE INVESTMENTS MADE BOTH IN THE HARD (PHYSICAL INFRASTRUCTURE) AND SOFT (ICT) INFRASTRUCTURE AS THE SINGLE WINDOW CONCEPT IS BEING UTILISED. ZAMBIA AND ZIMBABWE HAVE ALSO MAINTAINED CONSTANT DIALOGUE TO RESOLVE ANY ISSUES THAT ARISE. IN THIS REGARD, IT WOULD BE IMPORTANT FOR THIS CONCEPT TO BE REPLICATED IN OTHER AREAS MENTIONED ABOVE.

CONT D BOTH ZAMBIA AND TANZANIA NEED TO SPEED UP THE COMPLETION OF THE NAKONDE/TUNDUMA OSBP. AS FOR THE OSBP AT KASUMBALESA, THERE IS NEED FOR CONTINUED DIALOGUE BETWEEN ZAMBIA AND CONGO D.R. TO AGREE ON THE LOCATION OF THE FACILITY AND ENSURE SECURITY AT THE BORDER.

SADC INFRASTRUCTURE MASTER PLAN ZAMBIA IS A SIGNATORY TO THE SADC INFRASTRUCTURE MASTER PLAN WHICH HAS PRIORITISED INFRASTRUCTURE PROJECTS WITH A REGIONAL ICLINATION, AND PROMOTES THE PUBLIC PRIVATE PARTNERSHIP CONCEPT FOR THE PROVISION OF SOCIAL AND PUBLIC INFRASTRUCTURE IN FOSTERING REGIONAL INTEGRATION AND CORRIDOR MANAGEMENT, SADC MEMBER STATES HAVE EMBARKED ON THE PROCESS OF HARMONISING REGULATIONS ASSOCIATED WITH THE COMMON ROAD DESIGN AND CONSTRUCTION STANDARDS, HARMONISATION OF ROAD USER CHARGES, AND THE ADOPTION OF COMMON RULES AND REGULATIONS GOVERNING THE DIMENSIIONS AND AXLE LOADS OF VEHICLES

CONT D WITH REGARD TO THE CONTROL OF VEHICLE OVERLOADING, THE VEHICLE OVERLOAD CONTROL IN ZAMBIA WAS HARMONISED WITH THE REST OF THE COUNTRIES IN THE SUB REGION IN 2007 THROUGH THE ENACTMENT OF THE LEGAL FRAMEWORK THAT IS IN ACCORDANCE WITH THE SADC MODEL LEGISLATION ON VEHICLE OVERLAD CONTROL.

CONCLUSION ZAMBIA IS DETERMINED TO DEVELOP THE INTERNAL ROAD NETWORK AND THE TRANSIT CORRIDORS IN ORDER TO HAVE ALTERNATE ROUTES TO THE SEA AND ENSURE THAT GOODS FLOW EFFICIENTLY AND EFFECTIVELY. THIS CALLS FOR CONCERTED EFFORTS BY OTHER MEMBERS OF THE SUB-REGION TO WORK JOINTLY AND ENSURE THAT WHAT IS AGREED UPON IS IMPLEMENTED BY ENSURING THAT THE

CONT D RIGHT LEGISLATION IS IN PLACE AND THAT TECHNICAL AND FINANCIAL ASSISTANCE ARE MADE AVAILABLE OR OBTAINED. THE DONOR AND INTERNATIONAL COMMUNITY ARE ALSO CALLED UPON TO ASSIST WITH THIS NOBLE CAUSE.
