Item 5 Public Question Time A representative of the Peterchurch Community Choir which has been in existence since 2012 and growing organically, wanted to raise awareness of the group, promoting both health and community involvement plus enjoyment and connectivity, they have performed at various venues. Approximately 20 core members, many attend Monday meetings 7.00pm 8.30pm all are welcome to sing Donations required for a 5 hour workshop at 15.00 per person to take place September 24 th 2016. Neighbourhood Development Plans- 106 are being worked on, 7 have been adopted, 2 are at referendum stage, 9 have been submitted and many others are close Five year housing supply problematic because of under provision, then added to next year s amount plus 20% Statement of Community Involvement - The Statement of Community Involvement (SCI) sets out a framework which identifies how and when the council will involve you in the preparation of planning documents. It is a key document within the Local Plan which sets out the long term vision, strategy and objectives which will govern future development and land use in the county. The SCI, which was adopted by the council in March 2007, addresses: Who the council will consult with on planning matters, including identifying those at risk of exclusion and how they will be consulted When the council will consult with them on planning matters How the council will consult on all planning matters Statement of Community Involvement (January 2016) There is now a revised Statement of Community Involvement January 2016, A consultation on this document ran from 10 February to 23 March 2016. We have produced a summary of responses document, which details the consultation responses received. Nutrient Management Plan:- Nutrient Management Plan that's being developed by the Environment Agency and Natural England for the River Wye. Detail - Working with Natural England and other partners, the Environment Agency has developed a Nutrient Management Plan (NMP) for the River Wye Special Area of Conservation (SAC). The NMP identifies sources of nutrients that are entering the river and steps that can be taken to manage them. The aim of the plan is to manage nutrients in the River Wye SAC to enable growth in Herefordshire whilst conserving the river environment. We are asking for your views on the best ways of managing nutrients in the catchment. For the River Wye SAC, the NMP focuses on sources of phosphates. High levels of phosphates in the SAC are threatening the development of the catchment and the wildlife in the rivers. The Environment Agency has been working with Natural England to develop this plan in consultation with groups such as the National Farmers Union, the Country Land and Business Association and Welsh Water. The NMP comprises of three parts: evidence base (finalised), options appraisal (finalised), action plan (first iteration) The action plan is in its first iteration and will be open to public consultation. Resolved:- Unanimously Not to Support the Application The Parish Council were unable to see any significant change to the previous application No 160364 at 13 Crossways HR2 0TG for a change in their views which are that the applicants Design and Access Statement states that the existing boundary treatment will remain, however, the hedges have already been grubbed out by the applicant. The proposed scale, size and orientation of the property would be detrimental to and not in keeping with the neighbouring properties. The creation of an entrance onto the B 4348 at this point by the applicants admission is very close to both a bus stop and crossroads, this area is already of considerable concern, as almost the full length of the B4348 from the school to the crossroads forms part of a collection / drop off point for both of the village schools which in itself creates congestion in this area, clearly introducing a further egress point would only exasperate this issue. It would appear that if this application was to be approved the proposed development would abate the reason for this access as the original beneficiary would become isolated. The use of this access onto the B4348 on a regular bases would create a further danger to this part of the B4348 due to it being close to a crossroads which itself causes considerable concern due to serious 2016-532

visibility issues, the area is also a drop off and pickup point for children attending Fairfield School, therefor the Parish Council consider that anything which makes this situation even more dangerous should be refused. There are, no doubt, a number of design faults that you can do nothing about, but the structures are all sound (which is what I was checking for) but you may still have one or two caps missing (inevitable, and very low risk) not that I spotted any, anyway. The only item that needs monitoring is one of the logs over by the picnic tables, which is beginning to rot. I am pleased to be able to tell you that even at 9.00am the playground was in use, a group of four young teens were in residence, and all were very polite and helpful! I must also take this opportunity to tell you that I am retiring very soon now, and that Herefordshire Council will no longer have the resources to continue providing these inspections. However, I am planning to continue providing the service myself, and I will contact you again with my new details in September. The costs of the inspections should stay the same or very similar to the current rate. Grass Cutting Potholes Public Rights of Way Best wishes Linzy Golden Valley Safer Neighbourhood Team (SNT) Briefing 27th July - 10th August 2016 Crime Trends Cockyard Between 1pm and 5pm on Friday 29th July, a shed in the front garden of a property was broken into and a Countax ride on mower, a Honda lawnmower, a Stihl petrol strimmer and a leaf blower were stolen Incident ref 566-s-290716 Ewyas Harold A red Honda quad bike was stolen from an unlocked garage by a property on the common between 5.20pm and 6.10pm on Friday 5th August. Earlier that afternoon there were several sightings of two males in a beige VW Passat HY52OLX in the Rowlestone and Walterstone areas, they had been up farm tracks 'looking for Abergavenny' when challenged. The two males were described as dark haired in their mid 20's to mid 30's, one with several days stubble/beard. Two males of a similar description had been seen by the owner of the quad walking up towards the common and their property just before the bike was taken. A mini briefing was sent out to residents of those areas to keep an eye out. Shortly afterwards a resident of Ewyas Harold happened to see a beige estate car towing a red quad with a male sitting on the quad going down the Pontrilas Road. We are assuming it is the same vehicle that was mooching around the surrounding area earlier on. Enquiries are in hand to trace the users of this vehicle Incident ref 233-s-060816 Longtown A shed in the rear garden of a property in the village was broken into sometime between Thursday 21st July and Wednesday 27th July, the sliding bolt had been cut and the padlock taken. Items stolen were a Husqvana chainsaw and a Stihl chainsaw, hedge trimmer and strimmer Incident ref 765-s-270716 Another shed at a property further up the road was also entered and two petrol strimmers (makes unknown) were stolen. Madley A mobile home on the outskirts of the village was entered sometime between 10.30am -1pm on Saturday 30th July and 5000 was stolen from an unlocked safe. It is believed that the thieves got in through an unlocked window Incident ref 421-s-300716 Walterstone Two males were disturbed attempting to steal a quad bike from a farm on the common at 6.15pm on Saturday 6th August; the bike had been parked in an open garage, in front of which was parked a Landrover belonging to the farm. A visitor to the farm saw a male enter the Landrover and move it back in order to get to the quad. On seeing the visitor the male, described as dressed in working clothes, ran off and got into a rusty red coloured 4x4, the registration taken as W383CGJ Incident ref 635-s-060816 Thirty minutes later a male was disturbed attempting to steal a quad bike from a property in Clodock, the owner was alerted when a buzzer sounded which meant someone had come up his drive. He saw a male pushing his quad down the drive towards the road. The male was described as white, about 25-30yrs old, about 5'10" tall and slight build. He was wearing a black and red hooded top with the hood up over his head. Also wearing black jeans, black trainer type shoes and dark gloves. He ran off on being disturbed towards the road and a vehicle was heard to drive off in the direction of Pandy. The details of the red 4x4 seen in Walterstone had been circulated to Gwent police, and they saw the vehicle, a red Landrover W383CEJ and tried to stop it. This culminated in a 20 minute pursuit by car and an hour on foot but eventually the driver was found and arrested, the passenger got away. The arrested male appeared in court in Newport on Monday morning and has been remanded in custody while enquiries continue.
