Financial framework for the development and maintenance of road network Construction and reconstruction of roads of general use based on the following: State budget founds (excise duties on oil products); loan funds from IFIs, foreign and domestic banks; Legal base for repayment are: - for concessions the amendments to the Law of Ukraine On concession for construction and exploitation of roads with amendments (approved in Year 2009); - for creditors the Law of Ukraine On automobile roads (of financing of construction and reconstruction of roads in general use from the special fund of the state budget) and annual Law on State Budget
Benefits of construction of roads on concession terms Ukraine has no successful experience in PPP or concession projects yet, but already has a legislative framework The new Law on concessions provides: 1. Decrease pressure on the state budget 2. Provide fast construction of modern highways for the private investors funds 3. Creation of additional workplaces in road and other areas 4. Additional proceeds to the state budget from the development of the transit potential of Ukraine

Construction of Great Kyiv Ring Road 1. Realization status Works on the total amount of 120 mln. UAH are established (design works and beginning of reconstruction). Feasibility study for the first section of construction from Kyiv-Znamianka Road (Н-01) to Gora-Rogoziv Road (25,7 km) with the bridge across Dnieper River has been done, development of design documentation is on completion stage for the second section from Gora-Rogoziv Road to Kyiv-Chernigiv-New Yarylovychy. 2. Year 2009 This year Ukravtodor starts to analyse the financial, technical and legal framework for the realization of the first stage of project. The international advisors for this part of project is Mott Macdonald together with ERSTE PPP Group (ERSTE Bank) and local legal company who will prepare the bidding documentation and draft of Concession agreement. 3. Problems and ways of solving The main problem is land acquisition framework To adopt the Law of Ukraine On features of design, construction and exploitation of Great Kyiv Ring Road and On condemnation of lands for public needs.
