Outreach Notice The Position FREMONT-WINEMA NATIONAL FOREST Forestry Technician (Harvest Inspector) GS-462-06/07 Chiloquin Ranger District This position serves as a forestry technician with primary responsibilities for administering timber sales and stewardship sales on a National Forest that is committed to implementing forest restoration at the landscape scale. In support of a dynamic vegetation management program, this permanent full time position serves across the Westside of the Fremont-Winema National Forest, which includes the Klamath, Chiloquin, and Chemult Ranger Districts. The duty station is Chiloquin, OR. Major Duties Inspects and monitors timber sale and stewardship sale operations for compliance with contract provisions that regulate: location and construction of temporary roads and landings, cutting provisions, application of silvicultural prescriptions, fire prevention, and safety precautions. Interprets and explains sale contract provisions and technical methods to the timber operator. Informs Vegetation Management Staff Officer and Sale Administrator of any problems that may affect other forest resources or accuracy of scale. Works within parameters of Delegated Contract Authority for each project as assigned by supervisor and/or work leader. Prepares written reports of all sale inspections and makes follow-ups on deficiencies. Performs final inspections and recommends acceptance of the contract for closure. Performs other work as required, such as serving as COR or inspector on contracts and agreements for timber stand improvement, ladder fuels reduction, timber marking, and reforestation. The incumbent will be expected to earn certification as a Contracting Officer s Representative (COR). Fremont-Winema National Forest The Fremont-Winema National Forest is located in Southern Oregon. Administratively combined from the 2002 merger of the Fremont and Winema National Forests, the Fremont-Winema National Forest offers 2.3 million acres to explore! Forest Headquarters is located in Lakeview, Oregon and shares the Lakeview Interagency Office with the Bureau of Land Management s Lakeview District. There are seven Ranger Districts on the Forest. Four of them, located in Lakeview, Bly, Paisley, and Silver Lake, are on the former Fremont National Forest. The other three located in Klamath Falls, Chiloquin, and Chemult, are on the former Winema National Forest. There are also two interagency fire centers, one in Lakeview and one in Klamath Falls. The Oregon-California border marks the Forest s southern boundary, while its eastern boundary includes part of the Warner Mountain Range. To the north and west, the Forest is bounded by the Deschutes, Rogue River-Siskiyou, and Umpqua National Forests. Four wilderness areas can be found across this Forest: Mountain Lakes, Sky Lakes, Mount Thielsen, and Gearhart Mountain. Picturesque rock formations cap most of the high-elevation ridge tops. About Klamath Ranger District The Klamath Ranger District office is located just off north Highway 97 in Klamath Falls. Located on the eastern flank, the District encompasses approximately 191,000 acres in the Cascade Mountains, and is located entirely within the Northwest Forest Plan area. Topography on the District is mountainous to flat with elevations ranging from approximately 8,200 feet at Aspen Butte in the Mountain Lakes Wilderness to roughly 4,100 feet along Upper Klamath Lake. The high, arid climate produces warm summers and variable winters with temperatures ranging from an average high of 90 degrees in the summer to an average low of 30 degrees in the winter. Average annual precipitation ranges around 16 inches and annual snowfall averages around 40 inches in the lowland to around 15 feet in the mountains. The Sky Lakes and Mountain Lakes Wilderness Areas are managed by the Klamath Ranger District, with the Pacific Crest Trail running the length of the District. Upper Klamath Lake, Lake of the Woods, and Four Mile Lake are also main attractions. About the Community of Klamath Falls Klamath Falls, the county seat, is located in the south central portion of Oregon at an elevation of 4,100 feet. The population of Klamath Falls (city and suburbs) is approximately 45,000. Klamath County is noted for being the Sunshine City of Oregon since it has an average of 290 days of sunshine per year. Community facilities include one full-service hospital, two urgent care centers, over 70 churches representing approximately 40 denominations, two performing theaters, several museums and art galleries, the YMCA, 13 elementary schools, three middle schools, three high schools, Klamath Community College, and Oregon Institute of Technology, the Pacific Northwest s only public

polytechnic institute. Several large department stores such as Wal-Mart Super center, Fred Meyer, Ross, and Home Depot are located within the city limits. Grocery stores are plentiful. Klamath Falls is also home to Kingsley Air National Guard, three community indoor pools, and one outdoor pool. There are a variety of golf courses; one private 18-hole, three public 18-hole, and two nine-hole golf courses. The local newspaper is the Herald and News from Klamath Falls. The Oregonian from Portland, Oregon is also available. Klamath Falls is located at the intersection of Highways 39, 66, 97, and 140. Transportation is available through Amtrak, and bus services. Klamath Falls is situated approximately 1½ hours from Ashland and Medford, Oregon, 5½ hours from Portland, Oregon, 6 hours from San Francisco, California, and 4½ hours from Reno, Nevada. The District encompasses approximately 461,000 acres of land and is located entirely within former reservation lands of the Klamath Tribes. Elevations on the District range from 4,200 to 7,500 feet. Average precipitation is approximately 20 inches per year. Klamath County is noted for approximately 290 days of sunshine per year. Habitat on the District ranges from stands of ponderosa and lodgepole pine, to aspen stands and meadows, with Douglas-fir and mixed conifer stands at higher elevations. The Klamath Marsh National Wildlife Refuge is adjacent to the northern boundary of the District. The compound offers facilities for sporting and social activities including a basketball hoop, jogging/fitness trail, outdoor volleyball court, and a weight and exercise room. Other activities nearby include fishing, hunting, hiking, camping, and snowmobiling. The famous Williamson River runs through the District. It is known for some of the largest rainbow and brown trout in the state. One of the Seven Wonders of the World, Crater Lake, is located 35 miles northwest of Chiloquin. Crater Lake National Park offers cross-country skiing, snow shoeing, and snowmobiling during the winter and hiking, camping, and boat rides on the Lake through the summer.

About the Chiloquin Community The City of Chiloquin is located where the Williamson and Sprague Rivers converge in the heart of the Three Rivers Recreation area of Klamath County. The third river located within the Recreation area is the Wood River, which lies between Fort Klamath and Chiloquin. The current population of Chiloquin is listed as 720. Chiloquin businesses include a Tribal Family Health and Dental Clinic and the Klamath Tribal Offices. The Chiloquin area is also served by two public schools, six churches, a hardware store, two small grocery stores, five restaurants, two service stations, three motels, three garages, two laundry facilities, two beauty shops, the Klamath County Library and the U.S. Post Office, a car wash, two gift shops, and a gallery featuring local artwork. Government housing is available for seasonal employees only. The local newspaper is the Herald and News from Klamath Falls. The Oregonian from Portland is available by subscription. The district encompasses approximately 396,000 acres of land. Chemult has warm, dry summers with temperatures often exceeding 90 degrees. Winters are generally cold and it s not unusual to see a snow pack of 10-12 feet. Topography on the District is gently rolling to flat with elevation ranging from 4,860 feet at the district office to 5,630 feet at Miller Lake. The compound offers many facilities for sporting and social activities including an outdoor volleyball court, basketball hoop, horseshoe pits, a barbeque area with picnic tables, a weight and exercise room, and Nordic ski/jogging trails. Other activities available nearby include alpine and Nordic skiing, snowmobiling, mountain biking, fishing, hunting, bird watching, camping, hiking and rock climbing. Government housing may be available at Chemult District. About the Chemult Community Chemult is a community of around 300 people located along Highway 97, approximately 65 miles south of Bend, Oregon, and 72 miles north of Klamath Falls, Oregon. Chemult businesses include a couple of small grocery stores, restaurants, an auto/truck shop, two service stations, a Pilot Travel Center truck stop, three motels, one church, a Laundromat, a Klamath County Library branch and the U.S. Post Office. The town is served by Amtrak. There are two local newspapers available by mail; The Bulletin from Bend, and Herald and News from Klamath Falls. In addition, the town of La Pine (34 miles north) offers one large grocery store, health, dental and veterinary services, and three banks. Full service shopping is available in Klamath Falls and Bend. Both have doctors, hospitals, dentists, department stores, large grocery stores, movie theaters, and other amenities.
