C. LOCAL REGULATIONS C.1 Introduction The following local regulations for the 20 th FAI World Rally Flying Championships, should be used together with the FAI Sporting Code - General Section and Section 2, Rules and Regulations for FAI Rally Flying Championship and the other FAI documents for organizing of the FAI First Category Events. Santa Cruz World Rally Flying Championship will be the major Air Sport event in Portugal, putting all together several, national and international pilots competitors, during several days, getting the most of the mystic Santa Cruz Airfield, the most western in Continental Europe, with 85 years old, and just close to the sea, hotels and restaurants, where pilots could relax on our awarded beaches*. C.2 Organizer The 20th FAI World Rally Flying Championships will be organized by Aeroclube Torres Vedras in Santa Cruz (below official contact). C.3 Place Santa Cruz Airfield is located 60 km North of Lisbon, 15 Km of Torres Vedras City, just a few meters from the beach and village of Santa Cruz. The village center, hotels, restaurants and other service are easily accessible in 5 minutes, walking distance from the Santa Cruz Airfield. C.5 Entries C.5.1 The Preliminary Entries The Preliminary Entry Forms should be sent Not Later, than March 31 st, 2016 to the address, stated in C.2 by mail, e-mail or FAX. C.5.2 List of Preliminary Entries and Official Entry Forms The list of Preliminary Entries and Official Entry Forms will be sent to those National Aero Clubs from which the Organizer has received the Preliminary Entry Forms. C.5.3 The Official Entries The Official Entry Forms together with Entry Fees (see C.6) should be send to the address, stated in C.2 by mail, E-mail or FAX not later, than July 15 th, 2016 C.5.4 Late Entries Entries received after July 31 st, 2016, may be accepted by the Organizer only if there are vacancies and only together with late entry fee (see C.6).

C.5.5. Non acceptance of Entries Entries received after July 31 st, 2016, will be not accepted. After this date up to official start of the Championships only personal changes in official entries can be accepted. C.5.6 List of Official Entries The list of Official Entries will be sent to all NACÕs from which the Organizer has received the Official Entry Forms. C.5.7 Final entries without Entry Fees If NAC sends a final entry but fails to pay the required entry fee, that NAC shall lose its right to participate in FAI Championships until the fee is paid. C.6 Entry Fee C.6.1 The entry fee for each category is set below: For the aircraft: NONE Crew members(for each competitor) in double room EUR 760 For each additional team members in double room EUR 500 For International Judge Max.2 per country in double room EUR 350 Additional International Judge and Observers in double room EUR 500 Supporters (non competitors) in double room EUR 500 For single room plus EUR 100 Extra day full board, before/after the training Camp in double room EUR 75 Extra day full board, before/after the training Camp in single room EUR 85 Organizer must receive entry fee before July 15 th, 2016. Payment received and accepted by Organizer after July 15 th, 2016 must be accompanied by an additional amount of EUR 100, - per person.

C.6.3 The entry fee includes 5 nights included breakfast, 5 lunches, 5 dinners, opening and closing ceremony, excursion, FAI Sanction Fee for competitors. Every crew will receive one competition map for each navigation test. C.6.4 Cancellation of entries is possible: - before the final entry date, July 15 th, 2016, without deduction of administration fee. - after the final entry date, cancellation will be deducted by 10 % of the entry fee for each entrance. - later than July 30 th 2016 only 50 % of the entry fee will be reimbursed. C.7 Team members C.7.1 A team manager who preferably should not be a competing pilot but shall head each national team. C.7.2 Each participating country is allowed to send a maximum of 10 crews (maximum 7 on each category) and a team manager. C.7.3 Each participating country is entitled to provide International Judges. Paragraph D.3 of the Rules and Regulations for FAI Rally Flying Championships is applicable. C.7.4 Each competing pilot shall possess a valid private pilot license or license of a higher grade, all competitors must have a valid FAI Sporting License.

C.7.5 Validation of license: The pilots must be able to document in the form of declaration of the respective countries authorities that their certificate is in accordance with ICAO Annex I. If the evidence is not sufficient, pilot training may be needed to fulfill the requirements as imposed in ICAO 1178/2004 Annex III section. 5 to be flying in a Portuguese registered aircraft. Furthermore pilots must document a radio license with a language level of English equivalent to a minimum of grade 4 according JAR-FCL 055 and a valid health certificate. Validation process will be directly coordinated with Portuguese CAA (ANAC). New requirements could be necessary according Portuguese CAA request. Microlight Pilots has to coordinate with Portuguese CAA all permissions. C.7.6 All FAI member NACs may be represented at the 20 th FAI World Rally Flying Championships by team or individual. C.8 Aircraft and Insurance C.8.1 Each competing aircraft must possess a Certificate of Airworthiness and must be operated in accordance with the aircraft manual. C.8.2 For all civil aircraft using the airspace of Portugal liability insurance has to be concluded with respect to damages caused by operation of that aircraft to the third parties covering a minimum amount in SDR (Special Drawing Rights) or in equivalent value of any other freely convertible currencies, for the aircraft with MTOM as mentioned below: a) MTOW up to 999 kg! at least EUR 1.800.000 b) MTOW above 1000 kg to 2699 kg at least! 3.600.000 rd Each competing aircraft must be insured against 3 Party Public Liability claims with a minimum amount as mentioned above according to MTOM. Aircraft arriving in the Portugal must be able to present the policy with a copy in English, certified by the Insurance Company. C.8.3 Health and Injury Insurance is entirely on the ParticipantsÕ own responsibility. The Organizer or the state of Portugal cannot take any responsibility for personal injury or health issues for the participants.

C.9 Arrivals C.9.1 Travel by commercial Airlines, arrivals may go to Lisbon Airport, which are located 45 km from Santa Cruz. Travel by own aircraft, arrivals can go to Santa Cruz Airfield. More information will follow in Championships Information Bulletins. By Air Ð The access to Portugal by Lisbon International Airport(LPPT/LIS), 60 km away. By Train Ð Several daily trains from Lisbon to Torres Vedras By Bus Ð Several daily Bus from Lisbon to Torres Vedras, and from Torres Vedras to Santa Cruz By Car Ð Take A8 highway from Lisbon or from Oporto. The highways A25, A23, A24 and A6 are connected to the highway A8 and comes from Spain. The access to Santa Cruz beach and Airfield are properly marked along the roads.

C.9.2 Emergency locator transmitter ELT is advised to be carried on the board of all aircraft flying out of the aerodrome control zone. C.10 Language!All rules, regulations, information, briefings and tasks for competitors will be in English language only. C.11 Briefings C.11.1 All briefings will be in accordance with the current FAI AIR RALLY FLYING CHAMPIONSHIP RULES AND REGULATIONS. C.11.2 During competition days there will be a Met Briefing. In addition all information will be posted on the Information Board C.11.3 Opening briefing on competition rules, regulations and other information, mandatory for all participating pilots and team managers will be on Sunday, September 4 th, 2016. C.11.4 Special judges briefing, mandatory for all international judges, judges observers, local judges, members of computer centre and helpers will be on Sunday, September 4 th 2016. C.12 Specific rules C.12.1 Aircraft rental C.12.1.1 The following type of aircraft will be available for rent: (Rental fees may be subject to change, see remark C.12.1.3) - Cessna 150/152 EUR 120 - per hour wet - Cessna 172 EUR 160 - per hour wet Requests should be stated in the Preliminary Entry Forms, sent to the Organizer up to published date (March 31st, 2016) and will be confirmed only when full Entry Fee is paid before June 30th, 2016.

C.12.1.2 The rental of aircraft is anticipated to be handled by the organizer. Price will include aircraft insurance and fuel (only if refueled at Santa Cruz airfield). An extra Fee may be charged to guarantee the transfer of the aircraft from is origin airfield base. C.12.1.3 Expected hourly rental prices based on fuel price of EUR 1,80 per liter, they may be changed due to inflation, future fiscal legislation within Portugal, fuel price and insurance or other external factors. C.12.2 Fuel, oil and other prices AVGAS 100 LL AEROSHELL 100W EUR 1,80/l (may change - see C.12.1.3) EUR 8 (may change - see C.12.1.3) Competition Map EUR 5 Local AERONAUTICAL CHART 1:500 000 EUR 16 C.12.2.1 Modes of payment Payment for all services and aircraft rental shall be made in cash in EUR only. Any other currencies will not be accepted. C.12.2.2.Payment for all services can be made in EUR only! C.12.2.3 Landing evaluation Video recording system will be available accordingly to FAI regulation.

C.13 Competition Map 2 weeks before the competition, some training routes will be send to each Team Manager The map to be used for navigation will be in the scale 1: 200 000, provided by Organizer. One copy of the competition maps and competition forms to be used will be sent to each participating Team Manager upon receiving the Official Entry Form and appropriate Entry Fee. C.14 Doping Control!Doping tests may be carried out in accordance with FAI drug rules and doping rules of Portugal and National law regulations Anti-doping Committee of the Portugal.!

C.15. Landing System / Scoring System. C.15.1 The Video recording System for landings is the preferred choice. The Spanish Scoring System will be used.
