Political context ATM Performance objectives Safety Capacity Environment Cost-efficiency Two levels At European level For each State First period 2012-2014 EUROCONTROL 2011 Directorate Network Management EUROCONTROL 2011 Directorate Network Management

Performance Targets At European level, by 2014: Capacity: Reduce En-Route ATFM delays to 0.5 minutes per flight Environment: Reduce route extension by 0.75% compared to 2009 Cost efficiency target: Reduction of the average European Unionwide determined unit rate for en route air navigation services from 59,97 Euros in 2011 to 53,92 Euros Targets also defined at local levels for delays and costs Objectives for local actors EUROCONTROL 2011 Directorate Network Management EUROCONTROL 2011 Directorate Network Management

: Political EU requirement: Network Manager To achieve the SES performance targets ****** Besides the EU States commitment ******* There is a need to ensure the overall global SES network efficiency ****** NETWORK MANAGER Defined by EU regulations EUROCONTROL 2011 Directorate Network Management

And also : European Aviation Crisis Coordination Cell (EACCC) Coordinate management of response to the Network crisis affecting aviation in Europe. Activated when circumstances beyond normal environment of ops are evident. Airspace Design Organise and carry out the necessary development and co-ordination of planning and implementation activities for the optimisation of the ATS Route Network and supporting Air Traffic Control (ATC) Sectors in the ECAC area SSR Codes Management Address Network constraints by establishing an efficient system of management and monitoring for codes allocation with a Network perspective Frequencies Management Address Network impact of aviation frequencies shortage

Challenges Address the different targets Cooperation Image? Needs from individual Airspace User

Conclusions New in Europe Challenging and demanding targets Strong EU political will Inside an EU regulatory regime aimed at achieving performance SES Change for ATM actors Change of mind / To think network No achievement without a strong partnership between all actors Key role of Network Manager to work in a true CDM with partners Entrustred to take initiatives inside an EU regulatory framework and within a Global context EUROCONTROL 2011 Directorate Network Management
