CTA Traffic Volumes Have Increased 0,0-4 In Summer 2014, the highest single day traffic volume in the CTA was 89,690 vehicles. In Summer 2015, that volume was exceeded on 34 days. The highest single day volume in the CTA that summer was 95,259 vehicles. In Summer 2016, that volume was exceeded on 73 days. The highest volume in the CTA was 1 06,342 vehicles. Study dates of June Ist through Sept 9th 2

Operational Changes IA Planned: Private Parking Shuttles pickup and drop off passengers on the upper level only. Hotel Shuttles pickup and drop off passengers on the lower level only. "UberPool" permits TNC driver to pick up two parties on single trip. Under Consideration: Rental Car Shuttles pickup and drop off passengers on the lower level only. TNCs pick up passengers on the lower level. Shared Ride Vans relocated to an outer commercial curb or reduce the length of the zones they are currently allotted in the inside curb. 4

Private Pkg Shuttles - Change to Upper Level Only 401 97% of these shuttle passengers are residents (as opposed to visitors) who are more familiar with the airport. Prior to their flight departure, private parkers arrived to the airport using the same shuttle they will be taking back to their vehicle. Shuttle drivers can inform passengers where to pick up the shuttle when they arrive back to LA. LAWA's shuttle to Lot C will be included. 5

Hotel Shuttles - Change to Lower Level Only ram Shuttles will pick up and drop off passengers at their existing commercial curb zones except at T- I and T -4, where the hotel shuttle zones will be relocated to be closer to vertical circulation. Additional wayfinding signs for vertical circulation up to the ticketing level will be provided for passengers dropped off at the lower level commercial curb. Rental Car Shuttles 11IA.041.1 Trip Management Plan began October I, 2015; Rental Car companies are allowed an annual number of shuttle trips in the CTA with penalties if they exceed their allotment. Single Level Busing on the lower level is being considered; need to confirm that vertical circulation capacity is sufficient. 7

Transportation Network Companies (TNCs) 401 TNC (Ober & Lyft) Operation Upper Level Lower Level Existing 100% Change to Dual Level 60% 40% Columns will be numbered on the lower level throughout the CTA in order for drivers to locate arriving passengers more easily, reducing recirculating traffic. 5-4 Passenger drop offs will continue to take place on the upper level 8

Shared Ride Vans 040'4 Shuttles currently drop off passengers on the upper level and pick up passengers at designated zones on the lower level along the terminal curb. Consideration is being given to move the shared ride vans to the outer commercial curb or to reduce the length of the zones they are currently allotted on the inside curb. 9

Next Steps December 040'4 > BOAC approval will be requested for revisions to: Ground Transportation Rules and Regulations to allow for passenger pick -up on upper level; drop -off on lower level commercial curbs. Non -Exclusive License Agreements January > Start of Single Level Busing for private parking and hotel shuttles tentatively scheduled for January 23, 2017. 2017 > BOAC approval will be requested for circuit fee increases. 13

Traffic Officer Staffing 401 22 Traffic Officers added in the last year 6 additional Traffic Officers are currently in training Pilot Deployment Plan implemented July 2016 to enhance coverage and accommodate: Change in CBP Hours of Operation (T -2 to TBIT) Continuous coverage during shift overlaps Improved Deployment Plan to be implemented January 2017: Add 7 additional Supervisors Enhance coverage in the Central Terminal Area Redefine service areas for Traffic Officers 14
