Context, 2 45 cruise lines, 198 cruise ships with a tendency in increasing numbers of cruise ships and ferries in the EU Over 5.2 million Europeans residents booked cruises in 2010. Modern cruise liners designed to carry many more passengers and crew 390 million passengers ferry trips were recorded through European ports in 2009. About 1,900,000 visits of cargo ships to European ports in 2010 Almost 50,000 Europeans were employed as crew on board cruise ships. There are more than 1.2 million seafarers worldwide.

Objectives, 1 To strengthen an integrated strategy and sustainable mechanisms for safeguarding the health of travellers and crew of passenger and cargo ships. To focus on prevention, identification, assessment and link with existing mechanisms for response coordination to serious crossborder threats to health caused by communicable diseases, chemicals, biological and radiological agents.
Objectives, 2 To help the implementation of the EU legislation on communicable diseases [Decision 2119/98/EC on surveillance and response to communnicable diseases] provisions related to transport which have an impact on control of threats to health on board of passenger and cargo ships [Directive 2010/65/EU on reporting formalities for ships arriving in and/or departing from ports of the Member States] supports the enforcement of Council Directive 2009/13/EC of 16 February 2009 implementing the Agreement concluded by the European Community Shipowners Associations (ECSA) and the European Transport Workers Federation (ETF) on the Maritime Labour Convention
Objectives, 3 To provide the EU Member States with an instrument to help implementing the International Health Regulations (IHR, 2005) Points of entry (namely ports) Special provisions for conveyances and conveyance operators Special provisions for travellers Special provisions for goods, containers and containers loading areas Health documents Art 37 - Maritime Declaration of Health Art 39 Ship sanitation certificates
Expectations, 1 Provide elements to further develop and sustain the concrete experiences gained in the framework of projects financed by the Health Programme in the area of maritime transport 'Assessing the Usefulness of a EU Ship Sanitation Programme and Coordinated Action for the Control of Communicable Diseases in Cruise Ships and Ferries' (SHIPSAN) 'EU Ship Sanitation Training Network'(SHIPSAN TRAINET).
Expectations, 2 Launching at operational level of the communication platform developed by the SHIPSAN project for response coordination to acute events on board of cruise ships. Extension to cargo ships of the guidance, technical guidelines and training packages, including exercise programmes forecasted under the ship sanitation control certificates developed by the SHIPSAN project.
Expectations, 3 Extension of training programmes for staff on board cargo ships, public health staff in ports, and officials responsible for maintaining the link between ships, port authorities and public health authorities responsible for notifying other Member States, the Commission and the EU bodies Maintain the function of a mechanism enabling risk assessment and support for risk management activities Examining the feasibility of using the currently available mechanisms and IT tools developed under the SHIPSAN project to implement the Maritime Declaration of Health as set out in Directive 2010/65.
