reimagines communicating safety data into information, causing people to immediately act to avoid possible hazards an early warning system 3
What is? Replaces one-way government recordkeeping with real-time information sharing Uses the power of the entire global community to solve potential issues 4
Easier to communicate in the way you are most familiar With these: SDR form Not these: 5
We have tons of data But how do we turn that into knowledge? With information that puts the data into context
Other sources of information Photos/video/graphics Similar information Level of interest Feedback 7
Variety of aviation products will be flexible to incorporate different types of existing and developing aviation products 8
Contributing Stakeholders List Repair Stations (Agencies) Industry Groups and Associations Manufacturers Airlines FAA Inspection Authorization Seminars Individual Owners, Operators, Mechanics International Civil Aviation Authorities 9
Response to Stakeholder Needs Need Fast, simple way to report and share a problem with instant feedback Improved search and ability to find problems across all products To include photos and videos Availability on mobile devices with push notifications Capability to interface w/ existing internal quality assurance systems Solution Make reports available real-time, acknowledging their effort Advanced search capabilities & ability to link reports to other similar reports Upload and search of multimedia Mobility first, availability on all platforms with alerting capability Secure web services to send and receive data 10
Response to Stakeholder Needs Need De-identified reports for shared information Privacy Capability must keep pace with technology Understand their changing industry Solution Reports will be de-identified for public availability and data sharing Registered users can use various usernames like on ebay, Craigslist, Amazon (does not prevent communication between users) Constantly evolve to meet changing needs Capture new types information, measure how the information is viewed, used, and shared, participate in the industry dialogue (shop talk) 11
Response to Stakeholder Needs Need Support existing or developing SMS programs Solution Change the culture and behavior by empowering the community to communicate, work together and make smarter, real-time, risk-based decisions to quickly respond to emerging risks and hazards Focus on individuals and interactions over processes and tools Educate the community, capturing tribal knowledge and observations, and sending alerts 12
International Cooperation Other Civil Aviation Authorities have identified similar current issues with their existing Service Difficulty Reporting systems Monthly meetings with several authorities are ongoing This would expand the availability of de-identified aviation safety data, meeting intent of Global Safety Information Exchange* *U.S. Department of Transportation and International Civil Aviation Organization (ICAO) signed a Memorandum of Understanding to implement the Global Safety Information Exchange on September 28, 2010
