Start of the meeting (10 :10) The President opened the meeting by welcoming the audience. He then introduced members of the Committee, the two municipal inspectors, Richard Carle and Jacqueline Fournier and Claude Beaudoin, of the MRC of Vallée de la Gatineau who had been invited to present the Interim bylaw. Three points were added to the agenda Dam ATV Trail Proposal from Jacques Lépine 2. Minutes of last year André Patry : The minutes were not read during the meeting because of the lack of time. The president suggested to accept the Minutes as is. It was proposed by M. Théoret and seconded by Pierre Martin to accept the Minutes. 3. Water tests Jim Frederick et Suzanne Lannigan described the water sampling process, how points were given and where and when samples were taken. water is excellent for swimming. The Secchi test results are also showing an excellent transparency of the water from 5,5 m to 6,5m. A question from the audience: A type of foam is noticed on the shoreline on some mornings. Some people think that it is soap. Jacqueline Fournier explained that this type of foam is most probably of a natural source unless it smells soap. If it does we should call the municipality to report it. 4. Trail and Cleaning day André Patry. A cleaning day will be organized Saturday, July 17 starting around 9:00 am. We are promoting the trail and lookout on our web site but also on the Bouchette website being developed in order to attract tourism. There is also a project for a shoreline park at the entrance of the trail and another project for ATV trail for which volunteers are needed. 5. Phosphate Marthe Gravelle : The phosphate is bad for the lake and we can eliminate it from our domestic products. A list of products and regional suppliers is available on the website. 6. Produit Lemieux M. Gargantini of Maniwaki had a table with products for sale at the meeting. Her store is located on rue Notre-Dame, in Maniwaki. 7. Le fond Seauvegarde Vallée de la Gatineau Andrée-Anne Paul : $3,500 have been invested by each of our two municipalities every year in this fund. It provides monetary support to cottagers who wish to buy plants to revegetate their shoreline. Helps go from $75 to $250. People are encouraged to revegetate because the new bylaw forbids cutting the grass in the shoreline since August 2009. The revegetation will reduce the human impact on the quality of the water and also improve the natural beauty of our shorelines. 8. Septic control/ PAPA André Patry : Thre lakes (Edja,Cameron and Chalifoux) in the Municipality of Bouchette have been impacted with blue algae in 2008. The PAPA program reported approximately 90 septic systems around those lakes that needed repair. The municipality of Bouchette decided to hire a resource person that would take over the responsibility of ensuring that all these systems get repaired by their owner. An amount of $20,000 was voted by the Municipality to support that project. Once that is completed, it is in the plan of the Municipality to assign this person to undertake the inspection of all other systems around lakes to ensure their conformity. 9. Ensemencement/ Articles Pierre Martin: Stocking of pickerels (2,500) has been done last spring and required an investment of $2,700. Pierre asked fishermen to respect their quotas and put back in the water the small (immatures) as well as the very large specimens (genitors) in order to help maintain the fish population in the lake. There was a proposal by Richard Ducharme and seconded by Jacques Thibault to stock grey trout in 2011. 10. Invasive species / Signs Rachel Patry : She mentioned about equipment to use to wash boats with pressure waster in the municipality of Bouchette in order to prevent unwanted species to enter our lake. A sign purchased by the Association and showing «Don t cross-contaminate our lakes» will be installed at Plage Paul where boats are launched in the water. 11. Wild animals André Patry : The impact of feeding deer and ducks is damageable for the water and shoreline layouts. It is highly recommended not to feed wild animals. 12. Membership André Patry : The membership cost is proposed to stay at $30. Proposed by Pierre Martin and supported by Gilbert David. André suggested that we put a stamp on the return envelope next year. Presently, we have 104 members on a total number of 340 cottages around the lake. Proposed by Joseph Poirier and seconded by Henri Facette. 13. High Speed Internet Connection Andrée-Anne : The tower in Bouchette has been relocated on the mountain near the 105 hwy. A tower has also been installed on the mountain of the Chemin Gorman in Bouchette. Telephone and Internet is now available for the ones who can see the tower from their cottage. Financial report André Patry gave an overview of the report. Presently, the balance on account is $2,500. It is proposed by Joseph Charette and seconded by Jim Chevrier to accept the financial report. 16. Elections General Meeting 2010 Association du Grand Lac Rond (lac Roddick); Minutes p. 3 de 4

André Patry proceeded to fill out positions and/or reelect executive members Web site: no person (Jim Frederick volunteered after the meeting) Treasurer : Volunteer : Jacques Lépine. Proposed by Isabelle Poirier, supported by Claire David Committee for dam: André said that the Municipality of Bouchette had adopted a resolution to support the formation of a committee by our Association to study the possibility of building a dam on the lake. A similar resolution will be requested from the Municipality of Ste-Thérèse. It is proposed by M. Thibault and seconded by M. Théoret to form the Committee. The Committee will be put together after the meeting. ATV trail volunteer: (Claude Villeneuve volunteered after the meeting) Hiking trail maintenance : Jim Chevrier volunteered after the meeting to replace André Patry Shoreline park: No volunteer Other committee members : o Rachel Patry : reelected as Director o Andrée-Anne Paul: reelected as Director o Marthe Gravelle: reelected as Vice-President o Sub committee members: Jane Appleby: reelected as technical support on the sub-committee Jim Frederick/Suzanne Lannigan: reelected on the sub Bill Mantle: reelected 17. Reforestation Claude Beaudoin of the MRC special guest to present the Interim Bylaw 18. Varia The bylaw will be in effect in August 2011. Grass cutting will be forbidden across the 2200 lakes of the MRC. The Program Seauvegarde provides funds for reforestation of shorelines. Fines will be given. You can obtain information from your municipal inspector if you wish to work in the shoreline. This bylaw has for objective to reduce the urbanization of shorelines by giving it back its natural function of stopping phosphate. Our valley has a great touristic potential and it is important to maintain its quality. André Patry described the objective of having a dam on the lake and suggested to form a committee after the meeting. M. Lépine read a proposal about the poor quality of road et routes asking for remedial from the Municipality of Bouchette. This proposal and the formation of a committee for the dam were both proposed by Isabelle Poirier et supported by M. Mc Veigh.
