Objectives 1. Increase Terminal Processing, Airside & Landside Capacity Cater for the two (or three) home carriers (and their alliance partners); To enhance the capacity and service level (A) in order to meet international standards; Flexibility in expansion and operation; Develop a maximum, balanced, capacity for T3; Maximize utilization of existing facilities and land (focus: terminal and apron). 2. Prepare for Future Expansion T3 Landside and Processor to accommodate future Satellite traffic; T3 to connect seamlessly to future Satellite; T3 compatible with Taiwan Taoyuan International Airport (TTIA) overall Master Plan. 3. Connect seamless to other traffic modes Convenient landside access by public transportation - Ground Transportation Centre (GTC); Clear landside access road system. 11

Accommodate Seamless Transfer To become a large hub airport serving the East Asia market; Alliance operations should be under one roof ; Be an impeccable, efficient airport, equal to other East Asian hubs; Serving a diverse group of travelers: business, family, leisure, transfer and group travelers. 12

Future Midfield Satellite Terminal: Space reservations for Automatic People Mover (APM), Baggage Handling System (BHS) connection and airside service road. Terminal 2: People Moving System (PMS), Baggage Handling System (BHS), Multi Function Building (MFB), ICT system. Existing airside systems: Runways, Taxiways, service roads, People Moving System (PMS) and fuel system. Landside access road system; Existing and future utilities. Basic qualification criteria: Individual tenderer or each member of the Joint Venture shall deliver the basic certificate documentation (company certifications of registration, member-ships and latest tax payment certificate) corresponding to the type of company: Architectural Firm Engineering Consulting Company Technician Firm Other relevant organizations 2. Specific qualification criteria: Individual tenderer or a single member of Joint Venture shall be either an architectural firm or engineering consulting company, with an awarded and signed design contract for an International Airport Terminal building with a design capacity of at least 25 Million Annual Passengers over the last 15 years. 42

Service fees (draft) Service Fee for Design and Supervision: Proposed Lump sum of 2,200,000,000,- NTD. (estimated construction expense:48,800,000,000,- NTD) Incentives for Design Competition: 3 contenders progressing to Stage 2: 500,000,- NTD for the losing contenders in Stage 1 with a maximum of seven 4,000,000,- NTD for the two runners-up in Stage 2. No incentives for the overall winner. The design contract is the reward for the winner. 45
