NOTES OF A MEETING OF THE ECONOMIC DEVELOPMENT TASK FORCE (EDTF) HELD ON WEDNESDAY MAY 17, 2017 AT 7:00 PM AT CLARENDON MILLER FIRE HALL UPSTAIRS MEETING ROOM. Present: Councillor John Inglis (Chair), Mayor Ron Higgins, Debbie Emery, Tom Sheppard, Paul Thiel, Darwyn Sproule, Brian Moffitt, Corey Klatt Manager of Community Development (MCD), and Lori Newman (Secretary). Absent with Regrets: Councillor Vernon Hermer, Betty Hunter, and Daniel Vaillancourt. 1. Call to Order: The meeting was called to order by the Chair at 7:00 p.m. 2. Disclosures of Pecuniary Interest & General Nature Thereof: None 3. Delegations: None 4. Economic Development Task Force Notes: a) Notes of the March 15, 2017 EDTF meeting as approved via email by members of the Task Force and approved by Council at the April 7, 2017 Council Meeting. Note: The April 19, 2017 Meeting of the EDTF was cancelled due to participation in the Special Council Meeting that took place on April 19, 2017 regarding the Frontenac County Accommodation Review. 5. Business Arising: a) Discussion re: potential expansion of the Four Seasons Scenic Route Kiosk Proposal Members of the EDTF discussed the possibility of acquiring and installing a kiosk to display brochures for local businesses and area events within the township. Councillor Inglis will research information (contact potential property owner) regarding this prospective project and will bring back to discuss at the next meeting for potential future recommendations to Council for consideration. b) Update re: Linda s Loop Trail Darwyn Sproule Darwyn Sproule contacted North Addington Education Centre (NAEC) regarding assisting with some trail clearing at Linda s Loop Trail and they advised they are not able to assist this spring; however will be commit for the fall of 2017. Darwyn will continue to discuss this with his contact at NAEC in order to determine a date. The MCD will contact the Junior Rangers to determine if they would be available to assist for a few days this summer again in order to complete some brushing and to install some trail markers. c) Update re: Art Project via Local Artisan Groups in North Frontenac Township and event re: installation of murals and discussion re: additional murals. Councillor Inglis and Betty Hunter. The murals that were painted by various artists throughout the Community are in the process of being installed at the five Community Halls in North Frontenac Township (as previously approved by Council). The EDTF discussed the possibility of requesting six additional murals in 2018 (one for the Township office and 1 for each of the five public beaches within the Township). The EDTF members will discuss this idea further at the next EDTF meeting prior to making any recommendations to Council. The EDTF also discussed the potential of rotating the murals from hall to hall. This will be discussed further at an upcoming meeting. d) Update re: Scenic Route Rest Area in Ompah, across from the Ompah Community Hall re: removing test wells - Darwyn Sproule and MCD Darwyn Sproule will provide the information regarding removing the test wells at the Scenic Route Rest Area in Ompah to the MCD (as approved by Council in the 2017 Budget) and will review with the MCD prior to the next EDTF meeting. Paul Thiel asked whether the test wells would be removed prior to the Essential Services Fair which is taking place on July 22 nd, 2017 and Darwyn advised this could be attempted. e) Update re: Ontario Federation of ATV Clubs AGM in North Frontenac Township - Darwyn Sproule. Darwyn Sproule provided an update regarding the upcoming Ontario Federation of ATV Clubs Annual General Meeting (AGM) in North Frontenac Township NOTES OF A MEETING OF THE ECONOMIC DEVELOPMENT TASK FORCE May 17, 2017 2 of 5

regarding the agenda, presentations and vendors that are participating. He also commented that accommodation issues have not yet been a challenge. f) Update re: Outline for potential Community Development Meeting Betty Hunter. Paul Thiel will continue to look into opportunities for financial sponsorship for a potential Community Development Meeting to invite our local businesses to and bring back information for discussion to a future meeting prior to making recommendations to Council. Councillor Inglis will contact Betty Hunter regarding preparing a budget and outline to discuss at the next EDTF meeting. g) Update re: potential North Frontenac Marketing and Branding Betty Hunter and Brian Moffitt. Brian Moffitt provided an update that he has not yet met with Betty Hunter regarding potential North Frontenac Marketing and Branding, as previously discussed. This will be deferred to the next EDTF Meeting. h) Update re: potential work plan/strategy for recreational trails Darwyn Sproule, Tom Sheppard and Councillor Inglis. Darwyn Sproule, Tom Sheppard and Councillor Inglis have been discussing ideas regarding a potential work plan/strategy for recreational trails. It is recommended that the Township obtains a legal opinion regarding liability issues for promoting and developing non-motorized trails on private land within the Township prior to proceeding with further discussions. i) Update re: Frontenac County Accommodation Review (if any) Mayor Higgins, Paul Thiel and Darwyn Sproule. Mayor Higgins informed the EDTF that Frontenac County will be finished contacting the local accommodation providers within the next few weeks and the consultants will be working on their report to present to County Council regarding the Accommodation Review. j) Discussion re: 2017 Proposed Star Gazing activities Betty Hunter. Members of the EDTF discussed the schedule for hosting the Star Gazing Activities at the Star Gazing Pad throughout 2017. May 20 and 21 Councillor Inglis will host on May 20 and Michelle McKee (previously approved as a Community Volunteer) will host on May 21. New Business: a) Request from Festival Planner to present to the EDTF at the June 21, 2017 EDTF Meeting. The MCD recently met with Festival Planner, Bonnie Palmer who was introduced to the MCD by Anne Prichard, Executive Director of Frontenac Community Futures Development Corporation. Bonnie Palmer has been speaking with other Townships within Frontenac County in order to discuss opportunities. The EDTF agreed to invite Bonnie to the June 21, 2017 EDTF meeting to explore her ideas and a potential proposal. The MCD will contact Bonnie to confirm that this date works with her schedule. b) Discussion re: request from Gary Colwell and potential Star Gazing Party and Risk Assessment. Gary Colwell (Astronomer) offered to complete a Risk Assessment at the Star Gazing Pad (this is what he does for a living) to determine if a Star Gazing Party would be feasible at the Star Gazing Pad property in the future. Gary will provide this information to the EDTF to potentially bring back potential recommendations to Council in the future. c) Mayor Higgins expressed he would like to see a Township policy in place for the provision of Certificates to those who make donations to the Township, provide free services, sponsor Township events, etc It is recommended that staff create a policy so that everyone is treated the same. 8. Adjournment: Meeting adjourned at 9:00 pm The next meeting of the EDTF will take place on Wednesday, June 21, 2017 at 7:00 pm, at the Upstairs Meeting Room of the Clarendon Miller Fire Hall. Recommendations to Council BE IT RESOLVED THAT Council for the Township of North Frontenac receives for information the May 17, 2017 Notes of the Economic Development Task Force (EDTF). AND THAT the EDTF recommends that the Township obtains a legal opinion regarding liability issues for promoting and developing non-motorized trails on private land within the township, and that the cost for the legal opinion be taken from the Economic Development, Promotions budget ($2500 was budgeted for EDTF activities in 2017); AND THAT Council instructs the CAO to have staff prepare Standard Operating Policy (SOP) for the provision of certificates in recognition of volunteers and donors that sponsor Township events and projects..
