Preface The visitor economy in Scotland supports many jobs across Scotland. For some, the visitor economy is a cornerstone of its local economy. Realising its growth potential to 2020 through the planning system is an important opportunity to grasp especially in our challenging economic climate. The Framework for Scotland: role of the planning system in delivering the Visitor Economy (the Framework) published by VisitScotland sets out the way forward to assist and promote growth in Scotland s visitor economy to 2020. It supports the national tourism strategy ( Scotland 2020) produced by the Leadership Group. The Framework sets out actions and provides guidance to help co-ordinate future development and growth in the visitor economy. Through a greater focus on co-ordination, the actions proposed by the Framework will help secure added value from future investment in infrastructure and promote engagement with the development plan system to realise future opportunities. As well as helping to align with the current infrastructure and other investment strategies in the public sector for the visitor economy, the consultation process identified future aspirations and ambitions of stakeholders working in the visitor economy for each development planning authority. These aspirations and ambitions are published in this Report, Aspirations and Ambitions our development opportunities. This Report presents these opportunities for each development planning authority (local planning authorities, strategic development planning authorities and national parks authorities) for consideration in emerging and future development plans across Scotland as a basis to examine existing tourism development strategies, updating community plans and single outcome agreements as required. Aspirations and Ambitions

1.0 Introduction 1.1 This Report identifies the development opportunities in the visitor economy which were identified during the consultation process for The Framework for Scotland: role of the planning system in delivering the Visitor Economy (the Framework). This consultation outcome brings together the aspirations and ambitions for the visitor economy at the local level. These opportunities are primarily identified by the local authority, with further input from other stakeholders involved in the tourism industry. 1.2 This Report presents a collation of the consultation responses (without comment or interpretation) relating to aspirations and ambitions relevant to the Framework for Scotland. 1.3 These aspirations and ambitions present all development planning authorities with the opportunity to formulate and aggregate development strategies for both the strategic and local planning level to stimulate the visitor economy. In due course, these aspirations and ambitions can also be adopted in future updates to the single outcome agreements and economic development strategies for councils as well as influencing tourism development strategies in development plans. 1.4 The Framework s Action on this matter is as follows: Aspirations and Ambitions Our Opportunities The Framework to 2020 sets out the actions to deliver the development strategy for growth in the visitor economy. It provides the broad framework within which specific tourism development opportunities can be promoted and supported at the local level. The Framework encourages the development planning authorities to consider formulating a spatial strategy at the local level where accommodation and attractions can be combined and themed to develop destinations on a wider or even regional scale to maximise the potential for attracting visitors. Opportunities for future development have been identified through the consultation process and have been incorporated into this Report - Aspirations and Ambitions: Our Opportunities. This information will allow the development planning authority to work with a wide range of local and national stakeholders to develop their individual responses to the Framework through emerging and future development plans and to determine whether there is market demand to support these development opportunities. Aspirations and Ambitions: Our Opportunities is the reference point for future opportunities in the visitor economy. ACTION VisitScotland recommends that development planning authorities, together with other local and national stakeholders, review the aspirations and ambitions for growth alongside the key priorities within Scotland 2020 and use this information to inform their emerging and future tourism development strategies in their development plans. 1.5 The consultation process and the views of 90 organisations and individuals in the visitor economy have informed the Framework. This included local authorities, leading agencies in the private sector along with Highlands and Islands Enterprise, Scottish International, Scottish Enterprise, Historic Aspirations and Ambitions 1

Scotland, Scottish Natural Heritage, Marine Scotland, Forestry Commission Scotland, Museums Galleries Scotland, Scotland, the Regional Partnerships and others. The full listing of organisations or individuals submitting suggestions are included in Annex 1. 1.6 All opportunities presented this Report are attributed to the relevant consultee to help with future collaboration. Where a particular opportunity has not been attributed to a specific consultee, the comment or suggestion has, generally, been directly informed by the local authority for that area. Where no response was received from the local authority or other consultees, the opportunities set out have been extracted from relevant published documents and through discussion. Aspirations and Ambitions 2

2.0 General Guidance Introduction 2.1 opportunities are presented for each development planning authority in the following order: Both national park authorities; Strategic development planning authorities in alphabetical order; and Other development planning authorities in alphabetical order. The order of the individual planning authorities is as shown in the contents page of this Report. A plan showing their geographical areas is shown in Diagram 1. It is hoped that all development planning authorities will consider these in the formulation of their emerging and future development plans. 2.2 plans which are attuned to the needs of the visitor economy are of particular significance in enabling Scotland to attract and secure further investment, whether it comes from an indigenous business or from an inward investor. 2.3 Underlying the Framework is the support for the spatial strategy in The National Planning Framework to help make Scotland a low carbon place; a natural place to invest as well as being a successful, sustainable place which is well connected. It supports Scottish Government s aims for quality in design and place making in our environment. 2.4 The Framework informs statutory development plans about potential development opportunities and the need for a supportive policy framework in approved development plans. It is to be used as a material consideration in the determination of planning applications for new and expanded facilities which form part of the visitor economy. 2.5 The development framework for the visitor economy is presented by reference to the following elements in Scotland 2020 s strategy and, focusing on the following themes: Theme 1 - Theme 2 - Theme 3 - Theme 4 - Theme 5 Heritage & Theme 6 - Theme 7 - Theme 8-2.6 These elements of the strategy are identified in Scotland 2020 and form the core of the Framework. This is set out in Diagram 2. Aspirations and Ambitions 3

Diagram 2: Playing to Our Strengths Source: Scotland 2020 2.7 This strategy and their Themes is a useful appraisal tool for development planning authorities to use to formulate tourism development strategies in their development plans. 2.8 is key to the visitor experience and helps to secure growth. Individuals will focus on their own geographic area or theme of interest from a single location to an extensive journey across Scotland. The overall experience of our tourists and visitors is dependent on the quality of the overall customer journey. The visitor economy operates across a range of geographies and boundaries and Scotland s visitor economy is predominantly based on regional settings. To maximise benefits, any emerging spatial strategies by development planning authorities may need to extend beyond the local authority area and seek inter-authority and inter-agency co-operation and collaboration. Scotland 2020 through its Towns and Cities Theme is exploring this regional perspective. 2.9 On-going working through an inter-authority perspective in partnership with stakeholders will help formulate development strategies in the visitor economy which avoid duplication and help set priorities. Aspirations and Ambitions 5

2.10 Spatial guidance is needed to provide greater certainty for investors and developers in the development management process. Proposals maps should identify the appropriate locations for development proposals to serve the visitor economy. Locations need not be site specific if flexibility is required about the choice of site(s). 2.11 The appropriate development plan response will vary across Scotland, depending on the value of the visitor economy to the local economy. Supplementary planning guidance about the visitor economy and the development plan action plan can play a fundamental role in the ongoing implementation process. 2.12 An aim of the Framework is to promote more collaboration and co-ordination around the needs of the visitor economy to help secure the growth target set by the national strategy Scotland 2020. To help deliver the Framework, VisitScotland will provide an enabling role to support the delivery of the tourism development strategy agreed at the local level. The means to assist with this process is through the creation and promotion of Action Plans for. 2.13 VisitScotland will help co-ordinate progress with local and national stakeholders through these Action Plans for (APD) for each development planning authority. The Action Plan for supporting each development plan will be an important reference for assessing progress in the visitor economy at a local level. 2.14 These APDs will be collated by VisitScotland in conjunction with relevant and appropriate local and national stakeholders together with each development planning authority. These will be based on the template of the customer journey and eventually, will refer to development proposals and infrastructure upgrades promoted in local development plans - some of which may be the opportunities highlighted in this Report (Chapters 3 8). 2.15 The actions and support to deliver these APDs will be provided by a range of agencies. The APDs provide linkage between private and public sectors, and will present progress which can subsequently assist in monitoring and updating progress on The Scottish Alliance s national tourism strategy Scotland 2020. There is no intention to hold any organisation to account about progress or compliance. The role of VisitScotland is to help facilitate delivery by bringing together relevant stakeholders who can make a positive contribution in the implementation process. 2.16 The APDs for each development planning authority will collectively form the overall Action Programme for Scotland. This will be a working document, posted and regularly updated on the VisitScotland and the Scottish Alliance websites and therefore easily available to all interested parties. It will record the ongoing and planned investment being made in the visitor economy across Scotland. 2.17 The template for the APD is as follows: Aspirations and Ambitions 6
