TRAFFIC IN SEAPORTS, 2006 2010 UVOD INTRODUCTION Svrha službene statistike jest proizvodnja i diseminacija reprezentativnih i mjerodavnih statističkih podataka u skladu s temeljnim načelima službene statistike. Državni zavod za statistiku obavlja poslove službene statistike na temelju Zakona o službenoj statistici, Strategije razvitka službene statistike Republike Hrvatske 2004. 2012., Programa statističkih aktivnosti Republike Hrvatske 2008. 2012. i godišnjih provedbenih planova statističkih aktivnosti. Statističko istraživanje o pomorskom prometu jest moderan statistički proces koji obilježava dobra metodologija, prikladni statistički postupci, minimalna opterećenost davatelja podataka i ekonomičnost. Tromjesečni i godišnji podaci o pomorskom prometu redovito se od 2006. šalju u Statistički ured Europske unije, Eurostat. Metodološki okvir za navedeno istraživanje slijedi statističke standarde i dobru praksu zemalja EU, ali i nastavlja tradiciju nacionalne pomorske statistike. Usporedno s početkom razvoja informacijskog sustava nadzora i upravljanja pomorskim prometom od strane Ministarstva mora, prometa i infrastrukture, Državni zavod za statistiku je u suradnji s Ministarstvom mora, prometa i infrastrukture implementirao u sustav sve potrebne varijable i kontrole za potrebe statistike. Pri obradi ulaznih podataka u Državnom zavodu za statistiku primjenjuju se dodatne kontrole radi dobivanja kvalitetnog statističkog proizvoda. Kontinuirano se prati opterećenost davatelja podataka i u dogovoru s Ministarstvom mora, prometa i infrastrukture pronalaze se rješenja za smanjivanje opterećenosti gdje je to moguće. Prikupljanje podataka, kodiranje, analiza i potvrđivanje podataka potpuno su automatizirani. U ovoj publikaciji objavljuju se rezultati za razdoblje od 2006. do 2010. Ovom publikacijom željeli bismo potvrditi važnost statistike kao dijela svakodnevnog života te pružiti pouzdane informacije za donošenje svih relevantnih odluka u području pomorskog prometa. Sa zahvalnošću ćemo primiti sve primjedbe i sugestije budućih korisnika koje će pridonijeti boljem razumijevanju i poboljšanju statistike pomorskog prometa. The purpose of the official statistics is the production and dissemination of statistical data in conformity with the fundamental principles of the official statistics. The Croatian Bureau of Statistics performs the tasks of official statistics according the Official Statistics Act, the Development Strategy of Official Statistics 2004 2012, the Programme of Statistical Activities 2008 2012 and annual implementation plans of statistical activities. The Statistical Survey on Traffic in Seaports is a modern statistical process characterised by a sound methodology, appropriate statistical procedures, the minimal burden on respondents and cost effectiveness. Since 2006. quarterly and annual data on traffic in seaports have been regularly transmitted to the Statistical office of the European Communities, Eurostat. The methodological frame for the survey sticks to statistical standards and the best practice of the EU Member States. However, the tradition of the Croatian national maritime statistics is preserved as well. The Croatian Bureau of Statistics has implemented all requested variables and controls for statistical purposes into the system in co-operation with the Ministry of the Sea, Transport and Infrastructure concurrently with the development, by the same Ministry, of the information system for monitoring and management of the maritime traffic,. While processing the input data, the Croatian Bureau of Statistics applies additional activities (editing and imputation) in order to produce high quality statistical data. The Croatian Bureau of Statistics continuously monitors the response burden and, in consultation with the Ministry of the Sea, Transport and Infrastructure, finds solutions for its reduction wherever it is possible. Data collection, coding, analyses and validation are completely automated. The results of the survey for the period from 2006 to 2010 are published in this publication. With this publication, we would like to underline the importance of statistics as a part of everyday life as well as to provide reliable information for making of all relevant decisions in the field of maritime transport. TRAFFIC IN SEAPORTS, 2006 2010 METODOLOŠKA OBJAŠNJENJA NOTES ON METHODOLOGY Svrha statističkog istraživanja o pomorskom prometu jest prikupiti osnovne mjesečne podatke o prometu brodova, putnika i robe u morskim lukama Republike Hrvatske. Jedinica promatranja jest svaki brod koji dolazi u morske luke i/ili odlazi iz morskih luka, bez obzira na aktivnost koju obavlja. The purpose of the statistical Survey on Maritime Transport is to collect the monthly data on traffic of ships, passengers and goods in seaports of the Republic of Croatia. An observation unit is any ship that enters and/or leaves a seaport, regardless of the activity it performs. Izvori i metode prikupljanja podataka Do 2004. podaci su se prikupljali izvještajnom metodom, obrascima Prijava o dolasku broda u luku (PP/M-31a) i Prijava o odlasku broda iz luke (PP/M-31b). Prijave su ispunjavali zapovjednici broda za domaće brodove i brodski agenti, a zaposlenici lučkih kapetanija i ispostava prikupljali su prijave, šifrirali ih i dostavljali u Državni zavod za statistiku. Unos i obrada prijava provodili su se Državnom zavodu za statistiku na centralnom IBM računalu. Od 2004. statističko istraživanje o pomorskom prometu Državni zavod za statistiku provodi koristeći se podacima u informacijskom sustavu nadzora i upravljanja pomorskim prometom Ministarstva mora, prometa i infrastrukture. Državni zavod za statistiku preuzima od Ministarstva mora, prometa i infrastrukture bazu podataka i dalje je statistički obrađuje. Budući da se od 2004. primjenjuje nova metodologija i nova tehnologija prikupljanja podataka te je znatno poboljšan obuhvat unutarnjeg prometa, podaci nisu u potpunosti usporedivi s prijašnjim godinama. Sources and methods of data collection, coverage and definitions Until 2004, data were collected by using the reporting method, on the Report on Arrivals of Ships into Seaports (PP/M-31a form) and the Report on Departures of Ships from Seaports (PP/M-31b form) questionnaires. The reports were filled in by ship captains for domestic ships and ship agents for foreign ships, while employees in Harbour master s offices or branch offices collected, coded and sent the reports to the Croatian Bureau of Statistics. Data entering and processing was carried out in the Croatian Bureau of Statistics on the IBM mainframe computer. Since 2004, the statistical survey on maritime transport has been carried out by using the databases of the Ministry of Sea, Transport and Infrastructure.The Croatian Bureau of Statistics takes over the database from the Ministry of Sea, Transport and Infrastructure, after which it performs further processing. As since 2004 a new methodology and technology of data collection have been applied and the statistical coverage of domestic traffic has been significantly improved, data are not fully comparable to those from previous years. In the period from 2006 to 2008, data sources, data coverage and reporting system improved considerably. The statistical survey is methodologically harmonised with the acquis of the European Union concerning the maritime transport statistics: - Directive No 2009/42/EC of the European Parliament and of the Council of 6 May 2009 on statistical returns in respect of carriage of goods and passengers by sea (Recast) - Commission Decision No 2001/423/EC of 22 May 2001 on arrangements for publication or dissemination of the statistical data collected pursuant to Council Directive 95/64/EC on statistical returns in respect of carriage of goods and passengers by sea. 13

Coverage The statistical survey includes all ships under domestic and foreign flags that arrived in or departed from the seaports in the Republic of Croatia, regardless of the activity they perform. Data include arrived and departed ships, embarked and disembarked passengers and loaded and unloaded goods and relate to activities in all seaports in the Republic of Croatia. Data on the traffic of passengers include passengers on cruise ships who disembarked for a visit to a port or a city and then re-embarked to continue their cruise. The data include both the disembarkation and re-embarkation of passengers. Data on the traffic of ships, passengers and goods by harbour master s offices and ports refer to statistical ports. The data on each statistical port also include data on all ports under authority of the statistical port concerned. Statistička luka sastoji se od jedne ili više luka pod nadzorom lučke ispostave koja može registrirati kretanja brodova, putnika i tereta. Trgovački brod jest brod konstruiran za prijevoz robe, prijevoz putnika ili posebno opremljen za specifičan komercijalni zadatak. Isključeni su vojni brodovi i brodovi koje upotrebljavaju javna uprava i javne uslužne djelatnosti. Ships are vessels with length of more than 12 m and of over 15 GT or those authorised to carry more than 12 passengers. A statistical port consists of one or more ports, normally controlled by a single port authority, able to record ship and cargo movements. Merchant ship is a ship designed for the carriage of goods, transport of passengers or specially fitted out for a specific commercial duty. Naval ships and ships used by public administration and public services are excluded. Vrste brodova (Eurostatova klasifikacija ICST-COM) Brod za tekući rasuti teret obuhvaća tankere za naftu, tankere za kemikalije, tankere za tekući plin, tankere teglenjake i druge tankere. Brod za suhi rasuti teret obuhvaća brodove za rasuti teret/naftu i brodove za rasuti teret. Kontejnerski brod jest brod koji je čitav opremljen fiksnim ili prenosivim odjeljcima isključivo za prijevoz kontejnera. Brod za posebne namjene jest brod posebno konstruiran za prijevoz određenog tereta. Ta kategorija obuhvaća brodove za prijevoz vozila, stoke, teglenica i kemikalija. Brod za generalni teret nespecijalni je brod konstruiran za prijevoz širokog raspona tereta. Ta kategorija uključuje hladnjače, ro-ro putničke, ro-ro kontejnerske, ostale ro-ro teretne, kombinaciju broda za generalni teret i prijevoz putnika i kombinaciju broda za generalni teret i prijevoz kontejnera. Teglenica za suhi teret uključuje teglenice s palubom, teglenice s lijevkom, teglenice s rampom, otvorene teglenice za suhi teret, pokrivene teglenice za suhi teret i druge teglenice za suhi teret. Putnički brod jest brod posebno konstruiran za prijevoz više od 12 putnika koji plaćaju plovidbu, s kabinama ili bez njih. Brod za kružna putovanja jest putnički brod čija je namjena da pruži putnicima potpun turistički doživljaj. Svi putnici imaju kabine, a uključena su i sva sredstva za razonodu na brodu. Brodovi koji pružaju redovite trajektne usluge isključeni su, čak i ako neki putnici smatraju tu uslugu turističkim putovanjem. Isključeni su i teretni brodovi koji mogu prevoziti ograničen broj putnika u svojim kabinama. Brodovi namijenjeni dnevnim izletima također su isključeni. Type of ships (Eurostat classification ICST-COM) Liquid bulk carrier includes oil tankers, chemical tankers, LG tanker, tanker barge and other tankers. Dry bulk carrier includes bulk/oil carriers and bulk carriers. Container ship is a ship fitted throughout with fixed or portable cell guides for the exclusive carriage of containers. Specialised carrier is a ship specially designed for the carriage of particular cargoes. This category includes vehicle carrier, livestock carrier, irradiated fuel carrier, barge carrier and chemical carrier. General cargo ship is a non-specialised ship designed to carry a wide range of goods. This category includes reefer, ro-ro passenger, ro-ro container, other ro-ro cargo, combination carrier general cargo/passenger and combination carrier general cargo/container. Dry cargo barge includes deck barges, hopper barges, lash-seabee barges, open dry cargo barges, covered dry cargo barges and other dry cargo barges. Passenger ship is a ship designed specifically to carry more than 12 fare-paying passengers, whether berthed or unberthed. Cruise ship is a passenger ship intended to provide passengers with a full tourist experience. All passengers have cabins. Facilities for entertainment aboard are included. Ships operating normal ferry services are excluded, even if some passengers treat the service as a cruise. In addition, cargo carrying vessels able to carry a very limited number of passengers with their own cabins are also excluded. Ships intended solely for day excursions are also excluded. 15

Brodovi za odobalnu djelatnost obuhvaćaju plovila za bušenje i istraživanje te plovila za odobalne pomoćne i prateće djelatnosti. Tegljači su brodovi konstruirani za tegljenje i/ili guranje brodova i drugih plutajućih struktura. Uključeni su lučki tegljači. Razni brodovi uključuje plovne bagere, istraživačka plovila i druga plovila. Zemlja registracije plovila (zemlja zastave) jest zemlja i/ili teritorij registracije pomorskog plovila. Bruto tonaža (GT) jest jedinica mjere koja iskazuje obujam ukupnoga zatvorenog prostora broda u skladu s odlukama Međunarodne konvencije o baždarenju iz 1969. Putnik je svaka osoba koja putuje na trgovačkom brodu. Operativno osoblje na zadatku ne smatra se putnicima. Članovi posade koji nisu na dužnosti i koji ne plaćaju kartu, unatoč tomu što putuju brodom, te mala djeca ne smatraju se putnicima. Bruto težina robe jest ukupna težina sve robe, uključujući ambalažu, no isključujući tara težinu transportne jedinice (tj. kontejnera, izmjeničnih sanduka i paleta koje sadrže robu te cestovnih teretnih vozila, vagona ili teglenica koji se prevoze morem).
