A COST-EFFICIENT SOLUTION Cetralised Services A cetralised service (CS) is a support service for a air avigatio service (ANS) or ATM fuctio exercised at pa- Europea ad cetral etwork level for harmoisatio ad cost-efficiecy purpose, avoidig multiplicatio of ivestmet ad duplicatio of systems. It leads to reduced ifrastructure costs, thereby helpig EU, ANSPs ad Member States to come closer towards achievig EU costefficiecy performace targets. A CS will also support the other key performace targets, such as capacity, safety ad the eviromet. The beeficiaries of a CS are therefore the Member States, the airspace users, ANSPs, airport operators ad the military. The curret AMC ad EDS services The Agecy curretly provides AMC (ATS Messagig Maagemet Cetre) ad EDS (Europea Directory Service) services. While the resposibility for the idividual commuicatio elemets lies with the service providers resposible for ANS i the Member States, AMC ad EDS support EUROCONTROL ad ICAO EUR/NAT Member States i the performace, the coordiatio ad sharig of AFTN/CIDIN/AMHS etwork maagemet as described i the ICAO EUR/AMHS Maual. Iformatio is curretly maitaied ad stored usig oly AMC. The AMC is the sigle, authoritative source of the iformatio. The AMC provides iformatio to the Cetral Europea Directory System Aget (DSA). The EDS is used for distributio of iformatio but ot for collectio ad maagemet. The Europea Directory Service (EDS) was implemeted by EUROCONTROL i lie with a operatioal cocept developed by EUROCONTROL, adopted by the AFSG/17 (April 2013) ad icluded i the EUR AMHS Maual. The implemetatio of the EDS was completed i the first half of 2014 ad the system was made available for operatio startig i the first quarter of 2015. CS6-4 a major Techical Improvemet to existig services CS6-4 allows the reegieerig of the existig AMC ad EDS services with state of the art techologies ad security upgrades. The objective of CS6-4 is to develop, implemet ad operate both the ATS Messagig Maagemet Cetre ad the Europea Directory Service ow grouped ito a so-called Europea Messagig Directory Service (EMDS). The EMDS will support the EDS evolutio as stated i EUR/AMHS Maual, Appedix G (Chapter 7.2). It will make it easier ad more cost effective to address further fuctioal evolutios ad the potetial future oversight eeds of NM. Beefits of CS6-4 CS6-4 is a importat asset supportig iteroperability ad performace i the data commuicatio etworks. The CS6-4/EMDS provides the followig beefits to its users: Istitutioal backgroud of CS6-4 Complete visibility of the etire AFTN/CIDIN/AMHS etwork for the EUR/NAT Regios; The ATS Messagig Maagemet Cetre (AMC) was developed ad implemeted by EUROCONTROL upo a request from the ICAO Europea Air Navigatio Plaig Group (EANPG). Sice 2001, AMC has bee providig offlie AFTN/CIDIN/AMHS etwork maagemet service to 45 States i the EUR/NAT Regios. Curretly, the overall maagemet of developmet, implemetatio ad operatio of the AMC service is carried out by EUROCONTROL i accordace with the ICAO ATS Messagig Maagemet Maual ad official letters exchaged betwee the Director Geeral of EUROCONTROL ad the Regioal Director of the ICAO EUR/NAT office. INTRODUCTION CS6-4, the Cetralised Service o Maagemet of Commo Network Resources Service/ Europea Messagig Directory Service (CNR/EMDS) will support EUROCONTROL as the Network Maager by maagig the AFTN/CIDIN/AMHS etwork ad its iterfaces with the other ICAO regios. SCOPE OF CS6-4 CS6-4 is oe of the 18 cetralised services (CS) proposed by EUROCONTROL to help its Member States ad their ANSPs meet performace targets ad to offer ew capabilities to all ATM actors. The CS6-4 service, i cotiuatio of the services curretly provided by EUROCONTROL upo request from ICAO Europea Air Navigatio Plaig Group (EANPG) will maage the ICAO AFTN/CIDIN/AMHS etwork used for aeroautical commuicatio for exchage of flight plas, NOTAMs, Met data, etc. The CS6-4 service will satisfy this eed by providig the data required for maagig the EUR/NAT ATS messagig etwork ad its iterfaces with the other ICAO regios. It provides as well fuctios for the other ICAO regios (address maagemet, users capabilities, etwork ivetory ). CS6-4 icludes the AMC (ATS Messagig Maagemet Cetre) ad the EDS (Europea Directory Service): The AMC provides off-lie AFTN/CIDIN/AMHS etwork maagemet service (e.g. etwork ivetory data, routig tables, AMHS address maagemet data, AFTN/ CIDIN/AMHS etwork data). It also icludes addresses for groud systems supportig air-groud datalik. The EDS provides o-lie (usig X500 protocol) operatioal AMC etwork maagemet data to the users, as defied i the ICAO EUR/AMHS Maual, Appedix G. ATS Messagig Maagemet Cetre is a etwork maagemet cetre desiged by EUROCONTROL i close cooperatio with the ICAO AFSG (Aeroautical Fix Services Group) to maage the ICAO AFTN/CIDIN/AMHS etwork. The AMC participats are operators, omiated by States, to carry out etwork maagemet tasks i a AIRAC cycle. All ICAO Regios icludig all Member States are represeted i the AMC. The cetral operatioal tasks of the AMC are carried out by AMC operators while atioal etwork maagemet tasks are carried out by the Cooperatio COM Cetre (CCC) operators. All operators icludig the AMC operators are traied o AMC fuctios ad procedures before they start performig AMC activities. The resposibilities of the AMC participats are defied i the ATS Messagig Maagemet Maual (ICAO Doc. 021). The AMC is a restricted access web database i which users ca eter ad fetch data followig specific processes. The AMC, desiged primarily for etwork maagemet, serves the global commuity of AFTN/CIDIN/AMHS. EDS plays the role of the Cetral Europea Directory System Aget (DSA) by: Providig cosolidated ad validated AMC operatioal data to States ad Orgaisatios. EDS Services are provided by the cetral DSA i respose to operatios iitiated by a huma or local directories istalled i the cooperatig or adjacet States. Collectig data from participatig States ad Orgaisatios as well as from Regios, States ad Orgaisatios ot directly participatig i the cocept. The CS6-4 service will be delivered to all EUROCONTROL Member States. Curretly certai AMC/EDS fuctios are provided ot oly for the EUR/NAT Regios but to all ICAO Member States globally. Sice the AFTN/AMHS is a global etwork, the related etwork maagemet fuctios to be carried out i this CS are also global. The primary users of the CS6-4 are the iteratioal commuicatio cetres of ANSPs i the Europea ad North Atlatic ICAO Regios. The services are used by the commuicatios cetres for the purpose of plaig, cofiguratio ad performace maagemet of their ow iteratioal etwork equipmet. The figure below shows AFTN/CIDIN/AMHS iteratioal coectivity iformatio for the six ICAO regios. Each square, circle ad hexago represets a iteratioal COM cetre, a State. Worldwide AFTN/CIDIN/AMHS Network AMC Service Priciples The AMC is composed of the AMC systems ad a AMC operator team. The AMC operator team is resposible for the day-to-day operatios ad executio of the cetralised part of the maagemet procedures, which are based o the AIRAC cycle. This role will be take over by the CS6-4 cotractor. Each State i the EUR NAT Regios is represeted by Cooperatig COM Cetre (CCC) operators. The AMC fuctios, procedures resposibilities of AMC ad CCC operators ad the orgaisatio of AMC are defied i the ATS Messagig Maagemet Maual. The AMC, the oly etwork maagemet cetre for the global ICAO AFTN/ CIDIN/AMHS etwork coordiates with iteratioal commuicatio cetres ad regioal maagemet cetres o behalf of ICAO. EDS Service Priciples The EDS, is composed of Cetral EDS Admiistrator ad EDS systems. The Cetral EDS Admiistrator is resposible for day-to-day maagemet of the EDS data received from the AMC o AIRAC cycle basis. This role will be take over by the CS6-4 cotractor. Each State i the EUR NAT Regios is represeted i the EDS by a Cooperatig Operator. The schema, procedures ad the resposibilities of EDS participats are defied i the EUR/AMHS Maual Appedix G. I the curret situatio, the ATS Messagig Maagemet Cetre remais the sigle source of relevat iformatio. The EDS complemets the AMC services ad serves as a secod meas for distributio of iformatio usig o-lie X500 protocols. 6
From AMC & EDS to EMDS CS6-4 will support the evolutio from the curret AMC/EDS service towards the EMDS service as stated i the ICAO EUR/ AMHS Maual, Appedix G (Chapter 7.2): With CS6-4, AMC ad EDS is reegieered i oe system, becomes the uique user access ad the storage of relevat iformatio curretly held by the AMC database. The EMDS, cotaiig both AMC ad EDS fuctios, is the sigle, authoritative source of iformatio. EMDS Systems EMDS Support Group EMDS Operators Iteret NewPENS Adjacet DSA AMC Users Cooperatig DSA EMDS Customers The primary users of the AMC/EDS are the iteratioal commuicatio cetres of ANSPs i the Europea ad North Atlatic ICAO Regios. The services are used by the commuicatios cetres for the purpose of plaig, cofiguratio ad performace maagemet of their ow iteratioal etwork equipmet. Project leaders of AMHS deploymet are also typical users of AMC Implemetatio Support Fuctios. Other categories of users are also defied to cover the various roles ad associated rights of potetially iterested persos. Each State is represeted i the AMC/EDS by operators. The omiated operators are grated user access rights by EUROCONTROL i accordace with the accreditatio procedures defied i ICAO EUR Doc 021. Curretly there are five types of users accessig the AMC via web iterface: AMC Operators: AMC operators are the operatioal maagers of the AMC service who are resposible for day-to-day operatio of the AMC. Cooperatig COM Cetre (CCC) Operators: The persos represetig a Cooperatig COM Cetre i the EUR/NAT for purposes of ATS Messagig Maagemet are the CCC Operators. Exteral COM Cetre Operators: I the cotext of the itegrated ATS Messagig Maagemet Cetre, Exteral COM Cetres are COM Cetres exteral to the EUR/NAT Regios. The exteral COM Operators represet the exteral COM cetres. 7
AMF-I Users: The term AMF-I User is reserved for AMC users specifically ivolved i Implemetatio Support Fuctios, o behalf of the AMHS Maagemet Domai ad/or COM Cetre. Read-Oly Users: The AMC users who have oly viewig access to certai AMC fuctios are called Read-Oly Users. There are four types of users accessig the EDS via web or local DSA: Cetral EDS Admiistrator: The Cetral EDS Admiistrator is i charge of the operatios of the Cetral Europea DSA. Co-operatig Operator: The Co-Operatig Operator is i the EUR/NAT Regios ad is resposible for its local DSA. Adjacet Operator: The Co-Operatig Operator is outside the EUR/NAT Regios ad is resposible for its local DSA. Ed User (humas or systems): Ed Users are cosumers of Directory data ad ca perform iterrogatio operatios to the Directory. Huma users utilise a Operatioal Persoel DUA whereas system users make use of a Autoomous Operatioal DUA. Modificatio operatios by Ed Users are ot permitted. I CS6-4, the AMC users together with the EDS users will form the EMDS users. Help Desk EUROCONTROL will orgaise a cetral Help Desk to support all cetralised services ad help stakeholders. 8
CS6-4 OPERATIONS The Operatioal Cocept of the CS6-4, the Cetralised Service o the Maagemet of Commo Network Resources Service/Europea Messagig Directory Service (CNR/EMDS), i versio 2.1 dated 26 August 2015, is available here: EMDS Service Operatio I the begiig of each AIRAC cycle the CCC ad Exteral COM Operators iput their iteratioal etwork cofiguratio data i the AMC. After data is validated by the EMDS Operator, a cosolidated ad validated Europea etwork maagemet data is created ad proposed for implemetatio. At the ed of the AIRAC cycle the ANSPs either fetch ackowledged data from EMDS ad update their local iteratioal systems maually or use o-lie EMDS data o AIRAC day 28 at 11UTC. This process is carried out i 5 Phases as follow: 1. Data Etry Phase (Starts day 1, eds day 7). The CCC ad Exteral COM Operators eter their local iteratioal cofiguratio data i EMDS icludig etwork ivetory, etwork plaig, itra-md address, user capabilities, statistics, etc. 4. Ackowledgemet Processig Phase (Starts day 21, eds day 24). EMDS Admiistrators check all ACKs, if there are NACKs coordiate with those COM Cetres, if o NACKs, release the cosolidated data for implemetatio. 5. Data Retrieval ad Implemetatio Phase (Starts day 25, eds day 28). CCC/Exteral COM Operators retrieve ew data from the pre-operatioal area ad eter the validated ad cosolidated Europea data i their systems at 1100h UTC of Day 28. The EMDS data is also available for o-lie usig X500. 2. Data Validatio ad Processig Phase (Starts day 8, eds day 14). EMDS Admiistrators validate data etered i the previous phase by the CCC/Exteral COM Operators, create routig tables, process statistics ad propose ew data to the CCC/Exteral COM Operators by movig data ito the pre-operatioal area. 3. Ackowledgemet Phase (Starts day 15, eds day 20). CCC Operators check ew data i the pre-operatioal area ad ackowledge it. 9
GOVERNANCE The orgaisatio, resposibilities of the bodies (EUROCONTROL, ICAO, ICAO Member States) participatig i AMC operatio are defied i ATS Messagig Maagemet Maual. The maual developed by EUROCONTROL ad adapted by ICAO as EUR Doc 021, specifies a framework i which the AMC Service is provided to the ICAO EUR/NAT Member States. The orgaisatio, specified i the ATS Messagig Maagemet Maual, is based o cooperatio betwee ICAO ad EUROCONTROL ad the Member States, i which: The followig diagram is showig the curret goverace for the AMC/EDS services. ROLES AND RESPONSIBILITIES EUROCONTROL will set up a team to maage the CS6-4 services ad act as CS6-4 service provider for its Stakeholders. EUROCONTROL shall: Maage CS6-4 developmet, implemetatio ad operatios (icludig performace); Fulfil the Cetral Help Desk ad Moitorig service (like for all other CSs); Lead the evolutio of CS6-4; Be resposible for the overall coordiatio with iteratioal orgaisatios (e.g. ICAO, FAA); Supportig ICAO o documet developmet/ maiteace ad AMHS deploymet; Represetig AMC/EDS i all ICAO workig arragemets; Set-up ad maage Service Level Agreemets (SLA) with CS6-4 users ad other etities; Orgaise the CS6-4 goverace. THE CS6-4 CONTRACTOR The Cotractor shall: Durig CS 6-4 Phase1: o Set-up ad validate CS6-4 systems ad service i accordace with the ICAO Doc 021 ad i compliace with the Cotract with EUROCONTROL. Durig CS 6-4 Phase2: o Perform the day-to-day EMDS operatios i compliace with performace requiremets; o Supervise, moitor & cotrol EMDS operatios ad report; o Provide traiig sessio for the service users; o Support EUROCONTROL for the EMDS related stadard maiteace; o Support EUROCONTROL i the EDMS goverace bodies if required; o Ehace the CS6-4, upo EUROCONTROL request. 11
LINKING CS6-4 TO OTHER CSs Each CS will operate i differet sites usig a ifrastructure composed of etwork compoets (switches ad routers), firewalls, servers ad differet applicatios. CS6-7/SOC (Security Operatio Ceter) will provide the cyber-security moitorig, detectio, aalysis ad respose for the CS6-4 system. For ATM Messagig Hadlig System (AMHS), the distributio of keys ad certificates provided by CS6-6 will be doe over the Europea Messagig Directory Service. COST-BENEFIT A CBA cofirmed that CS6-4 will deliver to the Europea Network overall et savigs durig the period 2018-2035 of 81.2 M (udiscouted) or 53.9 M (discouted at 4%) whe compared with a regioal fragmeted sceario ad of 185.4 M (udiscouted) or 121.0 M (discouted at 4%) whe compared with a atioal fragmeted sceario. It is more cost-efficiet for the Europea ATM Network that the Agecy cotracts a cetralised CS6-4 service provider tha for each States to develop their ow service i the Fragmeted sceario. 12
