1.0 PROJECT BACKGROUND Chennai Airport, which is the fourth biggest airport in the country in terms of passenger traffic, is managed by Airports Authority of India. The land in possession by AAI is around 1301.28 acres. AAI took up modernization of Chennai Airport during the year 2008 at the cost of Rs. 2015 crores and completed the phase-i modernization during the year 2012. The master plan for the modernization of Chennai Airport is developed to cater for passenger capacity of 230 million. The present traffic handled by Chennai Airport is 14.3015.22 million during the year 20145-156. Considering present growth of traffic the Terminal Building and airside capacity is likely to saturate by 2024. The phase-1 developmental activities involved were construction of New Domestic Terminal with a capacity of 10 million, Extension of international Terminal with a capacity of 4 million. The balance 610 million and 36 million of domestic and international passengers were slated to be handled by refurbishing of the Old Terminals. The Phase-I development also included extension of secondary runway by 1030 m. construction of bridge across Adyar river, parallel taxi track, augmentation of aprons etc. including all related electro-mechanical units, IT solutions and other airport systems solutions. Considering the rapid growth and to upgrade the facilities further to international standards, AAI decided to go ahead with Phase-II modernization programme. The Phase-II modernization shall include demolition and reconstruction of old domestic terminal, old international terminal, re-construction of airside corridor for seemless integration, interfacing provision in the new terminal for future connection of tunnel from satellite terminal, interfacing details of the proposed tunnel connecting with the proposed satellite terminal, augmentation of contact bays, development of multi-level car park, development of integrated common user cargo complex, development of contact bays for category E cargo freighters etc. 1.1 Project Proponent Airports Authority of India (AAI) was constituted by an Act of Parliament and came into being on 1 st April 1995. Currently, it manages a total of 125 Airports, which include 11 International Airports, 08 Customs Airports, 81 Domestic Airports and 25 Civil Enclaves at defence airfields. AAI also provides Air Traffic Management Services (ATMS) over entire Indian Air Space and adjoining oceanic areas with ground installations at all airports and 25 other locations to ensure safety of aircraft operations. 1.2 Need for the Project The Airports Authority of India had published data and statistics of the airport between the time period of April 2013 to March 2016. According to this data, total passenger traffic of Chennai airport during the year 2015-2016 is 1,52,18,017. There will be an increase in air traffic and more aircrafts would land if there were the required conveniences. Table-1.1 shows the traffic statistics. 2

The area is covered in Survey of India topo sheet Nos. D4404, D4408, 66D/1 and D/5. The nearest railway station is Trisulam sub-urban railway station and metro rail airport station inside the airport premises, which is at a distance of about 0.3 km in S direction. The 10 km radius study area map is given in Figure-1. 2.3 Details of Alternate Site The present proposal is for demolition and reconstruction of old domestic terminal, old international terminal and old terminal at Meenambakkam, reconstruction of airside corridor for seemless integration, interfacing provision in the new terminal for future connection of tunnel from satellite terminalsatellite terminal building, augmentation of contact bays, development of multi-level car park, development of integrated common user cargo complex, development of contact bays for category E cargo freighters etc within the existing Chennai airport premises. Hence, no alternative sites were examined. 3

Current Flight Schedule No.of flights handled per day: 175 movements No.of Intl : Dom flights = 47 :128 Type of aircraft (int l): B-747, B-737, A-300, A-320, A-321, A-390, B-777 Type of aircraft (Dom): Bunching of Flights: 2.5 Proposed Facilities 2.5.1 Civil Works Construction of centrally air-conditioned Domestic Terminal Building (with area of 60,300 sq.m.) - Phase II and International Terminal Building (with area of 1,08,500 sq.m,) with all modern facilities and amenities, shall be designed for atleast 3000 pax (10 mmpa) Domestic and 4000 pax (6 mmpa) International passengers at a time with the recommended area specifications and to match the level of service "B" as per IATA recommendations in initial years & finally to match level of service "C" in year of saturation. The building should be provided with aesthetically appealing and soothing interior decoration matching the modern structure. Space planning should ensure that no dead space/ area is created in the building. 7

Departure area, arrival area, security hold area and concourse area are to be provided with adequate nos. of toilets for gents, ladies and differently-abled persons along with drinking water facility. Suitable number of ramps to be provided for entry and exit of differentlyabled persons in departure and arrival area. Provision of battery operated buggies for senior citizens/ differently-abled persons as per requirement. Additional fixtures in the toilet to be provided for arrival passengers. The design of terminal building to include media planning, retail area planning, F & B plan, etc. Overall planning of building to capture local architectural features and it to be part of design features of Terminal. The design should include the required arrangement for its regular maintenance so as to make it in-built part of execution. Solar power generation viz solar lighting, solar roofing system, etc shall be provided. Maintenance friendly roofing, false ceiling & building façade system including provision of regular cleaning with maintenance hoists, hooks, etc including cat walk / rope suspended platform / gondola etc. to be provided on both inside and outside of terminal building. 2.5.2 Departure Area The terminal building with provision for departure concourse, check-in area with adequate number of check-in counters, immigration counters, custom counters, health counters, baggage conveyor belts, queuing space, segregation railing, back-up offices for Airlines, facilitation counters, weighing machines, counters etc; Security hold area and bus lounge area with adequate seating arrangements and separate security check and holding area and associated facilities; The passenger frisking area in security hold with adequate space for locating required number of DFMDs, X-ray machines, frisking platforms, Inspection Tables for manual checking of hand baggage and adequate space / room for security staff, isolated smoking area etc. Additional security hold should be provided in the mezzanine floor to facilitate holding near the gates provided with aerobridges. Duty free / Retail Area Creation of Retail Islands/ Shops without affecting the passenger movement. Food & Beverage Area 2.5.3 Arrival Area / Baggage Claim Area In the ground floor Baggage Claim area, adequate number of baggage conveyor belts of adequate size should be provided. 8

Adequate space should be provided in the ground floor for required number of immigration & custom counters and back up offices, Money Exchanger counters, Health counters, Bank, space for storing of baggage trolleys, space for storage of mishandled baggage for airlines, segregation railing and associated passenger amenities. AOC& Customs ware house baggage screening computers cubic with safe volt. 2.5.4 Other requirements for Terminal Building Provision for Snack Bar counter, Travel Requisite, Pharmaceutical shops, Airlines Offices & ticket selling counters, ATM / Bank counters etc., Meet and Greet area, First Aid room, Facilitation counters, caretaker room with store, Airport Terminal Manager office, Conference Room and other facilities at suitable locations. Airport Director's office with associated office space, staff canteen, Engineering office, Toilets for staff etc to be provided in the lower ground floor. Adequate space for airline offices, concessionaire offices, backup offices for GHS etc. is to be planned and provided. Construction of multilevel car park with all amenities for at least 2000 cars and surface parking for VIP cars & 10 buses, separate car / scooter park area for AAI and airlines staff at appropriate location. Multilevel Car Parking should be made for retailer in car parking area & it should be developed on Built & Operate System and shall include its space planning and model for its operations. Provision of VIP/CIP lounges/business lounges /Premium Lounges/ Airline lounges, with adequate number of chairs, furniture, furnishings etc in the Departure Lounge, Common Concourse, Check-in area, Security Hold area and Arrival Lounge at suitable location both for arrival and departure passengers. Provision of water supply pumping arrangement system, Water Filtration, water cooler &R.0/U.V. Filters, Sewage Treatment Plant (STP) & Effluent Treatment Plant (ETP) as per norms and as per site conditions. Horticulture-landscaping, drainage system, water supply, Rain Water Harvesting etc. Driver's canteen and toilet facility on the city side. Sub-station, A/C plant room and related service facilities. Provision to be made for the AC Plant Room vertical through AHU rooms, back up Generators for essential services, etc in the lower ground floor. Provision of acoustics for effective functioning of PA system. Providing city side compound wall depicting local architecture and with proper gates. 2.5.5 Electrical Works 9

Internal and external electrification for Terminal Building Complex, associated buildings, Car Park and roads. Augmentation of main power supply, Substation Equipment s, DG Sets for Secondary Power supply and associated ancillary buildings. Central air-conditioning with provision of vertical air-conditioning concept & BMS. Provision of conveyor belts with in-line X-ray inspection System and other equipment at departure area and at least three inclined Carousels at Arrival hall in lower ground area. Fire detection, alarm and protection system with Fire Control Room. Provision of automatic sliding doors at exit & entry points of Terminal Building. Escalators & Elevators with matching staircase. Provision of minimum additional four (4) Passenger Boarding Bridges(PBB) The parking stand requirements re-designing to accommodate additional four (4) PBB's to make overall PBB's to 22 (i.e. existing 18 + Additional 4). Provision of adequate number of Signage s of world class standard, inside and outside the terminal building, car park area & City side approach road and air side area for guidance of passengers and visitors. Provision of Walkalators / Travellators in Air- Side Corridor. 2.5.6 Airports Systems Public address system and car calling system. Surveillance Close circuit TV system (SCCTV) and provision of adequate number of close circuit TV monitors, in the Security Control Room, Terminal Manager Room, APD Office etc. Provision of Flight Information Display System (FIDS) with adequate number of Display Devices in departure, arrival and security hold area for passenger facilitation. Provision of adequate number of X-ray machines for scanning Registered Baggage (RB)/ Hand Baggage (HB), including provision of required number of ETDs, DFMDs and HHMDs and as per BCAS norms. Provision of adequate no. of VHF FM (Walkie-Talkie, Base Stations and Mobile Stations). Provision of TelephoneExchange / digital EPABX/ IP EPABX system for Terminal Building including telephone/ intercom instruments, wiring etc. 2.5.7 IT Systems Passive and Active networking components such as OFC, UTPcabling, Reuters, Core & Accessswitches and accessories. Provision of Raceways, Cable trays and Conduiting and Cabling. 10

Server room and adequate space for keeping network switches, along with electrical power points and UPS. Access Control System as per BCAS requirement. Provision of Internet, VIN bandwidth, Wi-Fi system. Master plan showing the proposed facilities is shown in Figure-2. 2.6 Water & Power Requirements Water Requirement Total water required after modernization of the terminal and other buildings would be around 2 MLD. The required water shall be sourced from municipal supply and existing tube wells within the airport Power Requirement Presently, about 17.25 MVA of power is being utilized for the various operation of the airport is met from Tamil Nadu Generation & Distribution Corporation. Existing stand by DG sets: For AC systems - 8 X 1500 KVA For Lighting system - 4 X 1500 KVA The total power required for the proposed modernization would be 27.25 MVA of power is being utilized for the various operation of the airport is met from Tamil Nadu Generation & Distribution Corporation. 2.7 Wastewater Generation & Management The wastewater generation mainly consists of sanitary waste, sewage from airport terminal, flight kitchen, effluent from the workshop etc. The sewage and sanitary waste from the buildings and airport terminal will be treated in Sewage Treatment Plant (STP) comprising primary, secondary and tertiary treatment facilities. The treated wastewater from the STP will be used for air conditioning, cooling water make-up and green belt development. It is estimated that about 1.6 MLD of wastewater will be generated from the proposed airport. The entire wastewater that is generated from the airport will be recycled and reused for non-potable purposes. 2.8 Solid Waste Management Solid waste generated from the proposed airport mainly comprises of food waste and garbage waste. Further, small quantities of sludge from STP, medical waste and other waste will be generated. Collection and handling of domestic solid waste would be done in line with the provisions of the Municipal Solid Waste Rules 2000 (as amended). 3.0 SITE ANALYSIS 3.1 Connectivity Chennai airport is located approximately at a distance of 0.3 km from Trisulamrailway station and the State Highway is adjacent to the airport. Site can also be approached from NH-45 which is adjacent to the airport and NH-4 is at distance of about 5.9 km in the north direction. 3.2 Land form, Land use & Land ownership Entire land is already under possession of Airports Authority of India (AAI). Present proposal is for modernization of terminal building and other associated facilities within the existing Chennai airport. Hence, change in the landuse of the project site is not envisaged. 3.3 Topography The general trend of the land slope is from south, southwest to North, Northeast. From north to south, the topography is more of rolling plains with conspicuous local undulations. 3.4 Proposed Land use pattern Present land use remains same even after modernization of the terminal building. 3.5 Existing Infrastructure Existing infrastructure details are given in Section-2.4. 13

3.6 Social Infrastructure Available The existing social infrastructure in Chennai which is adjacent to the airport is: Hotel & Restaurants; Metro railway airport station; Trisulam sub-urban railway station; Hospital with ambulance; Banks; Post office; Bus station; Fire station; Secondary school; Police station; Shopping complex; Sports infrastructure (Stadium & Camps etc); Community halls; Cinema halls; and Primary health care centers. 4.0 REHABILITATION & RESETTLEMENT Present proposal is for modernization of terminal building and other associated facilities within the existing Chennai airport. Entire land is already under possession of Airports Authority of India (AAI). Hence, no rehabilitation & resettlement is involved. 5.0 PROPOSED INFRASTRUCTURE The proposed Chennai airport modernization project includes the following: 1) Demolition and reconstruction of old domestic terminal, 2) Demolition and reconstruction of old international terminal, 3) Re-construction of airside corridor for seemless integration, 4) Interfacing provision in the new terminal for future connection of tunnel from satellite terminal Satellite terminal building, 5) Augmentation of contact bays, 6) Development of multi-level car park, 7) Development of integrated common user cargo complex, 8) Development of contact bays for category E cargo freighters etc. 8) 14 Formatted: Indent: Left: 1.68 cm, No bullets or numbering

The integrated terminal will facilitate seemless access to the passengers of domestic and international terminals and more comfortable travel to & fro Chennai airport.
